05/08/1979 - City Council Special 0 111 MINUTES OF A SPECIAL JOINT MEETING OF THE EAGAN CITY COUNCIL AND ADVISORY PLANNING COMMISSION EAGAN, MINNESOTA MAY 8 , 1979 A special joint meeting of the Eagan City Council and Advisory Planning Commission was held on Tuesday, May 8 , 1979 , at 7 p.m. at the Eagan City Hall at the request of the Advisory Planning Commission. Those present were Chairman Harrison, Members Roszak, Hall, Blomquist and Krob of the APC. Also present were Councilmembers Smith, Parranto, Wachter and Egan of the City Council. Park Committee members Thurston, Coates and Gits from the Park Committee were present. Staff members present were Park Director Schmidt, City Planner Runkle, City Planning Consultant Voss, City Administrator Hedges , City Public Works Director Colbert and City Attorney Hauge. Chairman Joseph Harrison chaired the meeting. PUD REVIEWS Reports prepared by Dale Runkle, City Planner, covering each of the PUDs had been distributed to the members for re- view prior to the meeting. City Administrator Hedges explained the general purpose of the meeting was to review Planned Unit Developments in existence in the City for annual review purposes according to Ordinance #52. The notice of the meeting was published in the newspaper and it was determined by the members present to discuss the PUDs and formally act upon them at the regular APC meeting in May or June. It was also determined that only those PUDs where no action has been taken in recent months be reviewed and the zoning and planning around the PUDs should also be a part of the review. Anticipated development dates also were included as a part of the proposed annual reviews. EAGAN 40 PUD Mr. Dan Dolan was present and explained that there were no changes in the Eagan 40 PUD on County Road #30 except for the new alignment of Thomas Lake Road connecting with County Road #30. He stated that a proposal was being made to sell the homesite on a contract for deed to the tenant of the property and also, further indicated that the entire PUD would most likely develop into townhouse and multi-family uses. 0 112 APC/Council ' Page Two May $ , 1979 It was recommended that the developer update the PUD and also coordinate with the Blackhawk Park developer to the east. It was recommended that the commercial area be made specific as to the proposed use. Hall moved to continue the consideration of the PUD annual review until the June meeting with the under- standing that Mr. Dolan will submit a more detailed sketch plan of the PUD area. Blomquist seconded the motion. All members voted yes. PILOT KNOB HEIGHTS PUD Mr. Ralph Wohlers and Mr. Kenneth Appelbaum appeared on behalf of the owners and developers for the changes in the PUD which were noted including the platting of the Drexel Heights Addition, the rezoning and platting of Pilot Knob Heights Fifth Addition, and it was further indicated that three proposals have been submitted in the northwest corner of the Planned Develop- ment consisting of commercial and office area. Mr. Wohlers in- dicated that Pilot Knob Properties has sold all of the property except two lots in Drexel Heights Addition and that Mr. Appelbaum purchased the northwest corner of the PUD. Mr. Appelbaum stated that he has a townhouse proposal for the northeast parcel and that 10 acres north of the northwest commercial and office parcel was intended to be included in the PUD according to his last application for the commercial center. Blomquist moved and Roszak seconded the motion to continue the consider- ation until the June 26 meeting. All members voted yes. BICENTENNIAL PUD Mr. Martin Colon had indicated that he would not be able to be present and Dale Runkle reviewed the 10 year PUD schedule briefly. No action was taken. Action will be taken on the annual review at the May 22 meeting. GOPHER-EAGAN INDUSTRIAL PARK Bill Price of Suburban Engineering and Mr. Irving Kutoff were present. Mr. Price indicated that they are working on site plans for two industrial buildings east of Highway #49, on the industrial plat that has been approved and it was noted that a development agreement will be required for the plat. It was recommended that a staging plan be submitted prior to the next annual review. Blomquist moved and Roszak seconded the motion, all members voting yes, to continue the consideration until the June meeting with the understanding that the development agreement will be prepared and submitted by that time. APC/Council 113 Page Three May 8 , 1979 MISSION HILLS SOUTH PUD Mr. Runkle stated that the PUD agreement has now been fully executed within the past year and the only changes include the subdividing in Vienna Woods and a 22 acre park parcel agreed upon for acquisition by the City. The Planning Commission requested that a new exhibit covering the PUD be submitted to the City which would be done following the alignment of I-35E which is expected within a few months. Consideration will be made at the May 22 meeting. BLACKHAWK PARK PUD Ed Dunn of Dunn & Curry was present and reviewed the activity to date in the Blackhawk Park PUD. An 8 . 6 acre neighborhood business district now has been changed to R-3 classification and he indicated that the NSP power line area controlled by Blackhawk Park will be deeded and conveyed to the City for trail and park purposes. There may be some park re- visions in the future and the PUD agreement should be revised. There was discussion that PUD agreements be revised periodically to encompass changes in the Planned Developments. It was noted that the 40 acre parcel at the northwest corner of County Roads #30 and #31 and Hilltop Estates are not included in the Blackhawk Park PUD. There was discussion concerning the need to update exhibits annually in order to incorporate the changes. Con- sideration of the annual review will be made at the May 22 meeting. LEXINGTON SOUTH PUD Mr. Dunn also briefly reviewed the changes in the Lexington South PUD area including platting of several developments and the proposed grading and improvement of Lexington Avenue southerly to Cliff Road. It was noted that the County Board on May 8 , 1979 , made no decision on whether to proceed with the construction of Lexington Avenue. Final determination of the annual review will be made at the May 22 meeting. RECENT PUDs Mr. Runkle stated that the following Planned Unit Develop- ments have recently been completed or are in the process of being completed: 1. Beacon Hills PUD Agreement has been executed. 2. Eagan Hills West PUD Agreement has been executed. 3. Duckwood PUD - the final agreement has not been completed. U 114 APC/Council Page Four ' May 8 , 1979 MISCELLANEOUS PUDs WITH NO AGREEMENTS The following Planned Unit Developments have been approved by .the Council in the earlier years with no formal agreements executed: 1. Martin Shields property west of Pilot Knob Road and south of Lone Oak Road. 2 . Dayton Hudson PUD. 3. In addition, Mr. Runkle stated that a PUD application had been submitted covering South Delaware Hills on Highway #55 but that the developers had not pursued the application. DAYTON HUDSON PUD There was discussion by Councilmembers and Planning Commission members present regarding the decision of the Council and Planning Commission that the total plan of the Dayton Hudson complex be submitted prior to approval of the develop- ment on any portion and that a regional shopping center is intended to be the nucleus of the development.
