MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL
EAGAN, MINNESOTA
JANUARY 17, 1980
A special meeting of the Eagan City Council was held on January 17,
1980, at 7:00 p.m. at the City Hall. Those present were: Mayor Blomquist, Council
Members Egan, Smith and Wachter. Also present were City Administrator Hedges, Finance
Director VanOverbeke, Public Works Director Colbert and Consulting Engineers Robert
Rosene and Keith Gordon of the firm Bonestroo, Rosene and Anderlik. City Council
Member Parranto was absent.
BENEFIT AND USER RATE STUDY
Robert Rosene, representing the firm of Bonestroo, Rosene & Anderlik,
presented a Benefit and User Rate Study that included a review and analysis of all
water and sewer user charges, assessment rates for lateral and trunk benefit, for
water main, sanitary sewer main and storm sewer main improvements, assessment rates
for all street improvements and a street road unit charge. All the rates presented
in the report were to be in effect for 1980. Mayor Blomquist asked that the charges
and assessments for storm sewer charges be more clearly identified in the report.
It was also concluded by members of the City Council that language should be included
in the report to allow for a six (6) month review of all rates in case it should
become necessary to increase assessment charges. Smith recommended that a recon-
struction program for resurfacing streets in the older platted areas of the City
be considered as a part of the consolidated road fund. A lengthy discussion of
the road unit charge as recommended in the report and purpose of the consolidated
road fund then took place. After reviewing the master street plan, the proposed
street improvements through 1984 and other related information, a motion was intro-
duced by Egan, seconded by Mayor Blomquist, with Blomquist, Wachter and Egan voting
yes and Smith voting no, that the Benefit and User Charge Report be approved and
the City Engineering staff be directed to provide the City Council with a five year
capital improvements program for all collector streets, consisting of reconstruction
and construction with a certain percentage allocated to reconstruction of existing
residential streets.

Finance Director VanOverbeke suggested that the water and sewer user
charge increases be implemented after the furst full quarter is completed in 1980.
In a motion by Mayor Blomquist, seconded by Egan, with all members voting in favor,
the water and sewer user charge rates were approved for implementation after comple-
tion of the first full billing cycle in 1980.
