12/23/1980 - City Council Special 00318 MINUTES OF A SPECIAL MEETING OF THE EAGAN CITY COUNCIL EAGAN, MINNESOTA DECEMBER 23, 1980 A special meeting of the Eagan City Council was held on December 23, 1980 at 7:00 p.m. in the office of the City Administrator. Those present were Mayor Blomquist, City Councilmembers Egan, Smith, Wachter and Parranto. Also present were City Administrator Hedges and Director of Finance VanOverbeke. VOLUNTEER FIREFIGHTER'S RETIREMENT PLAN A meeting was scheduled with the Pension Committee of the Volunteer Fire Department Relief Association to further discuss a proposed conversion from the defined benefit to a defined contribution plan for the Volunteer Fire- fighter's Pension- Fund. Various handouts providing computer runs as supplied by Hewitt Associates were discussed. Representatives of the Pension Committee raised a number of questions about the plan in review of a handout that was prepared by members of the City staff and the Finance Committee. There was further discussion as to whether the pension plan could be indexed according to the economy if a defined contribution plan was to be further considered. Members of the Pension Committee stated that they are uncomfortable with the legality of changing the pension plan from a defined benefit to a defined con- tribution plan. Mayor Blomquist suggested that further study be made of the defined contribution plan and an attempt be made to answer questions that were raised by members of the Pension Committee in the next two to three weeks. It was then suggested that a special meeting be scheduled for January 13, 1981 to further discuss the merits and proposed conversion from a defined benefit to a defined contribution plan for the Volunteer Fire Department's Pension Plan. SEVERANCE PAY COMPENSATION FOR ALYCE BOLKE City Administrator Hedges stated that he researched the personnel history of Alyce Bolke, City Clerk-Treasurer, to determine the appropriate pay for her accumulation of vacation, sick leave and compensatory time from 1967 when she began accruing vacation and sick leave benefits until her scheduled time of retirement, December 31, 1980. He stated that, based on the calculation of sick leave only, since Mrs. Bolke was appointed City Clerk-Treasurer for the Village September 1972, the total hours are $1,582; therefore, requiring a payment of $11,374.10, based on her current rate of pay of $9.59 per hour. He stated that, at the request of the City Council, this does not consider any compensation for vacation or sick leave during that period of time Mrs. Bolke was elected in her position as City Clerk Treasurer. City Councilmembers stated that payment was in order for severance pay earned while she was appointed as City Clerk-Treasurer, however, did not feel compensation for unused vacation and sick leave while she was elected to that position was appropriate. After further discussion on the matter and in a motion by Smith, seconded by Egan, with all members voting in favor, a payment for unused sick leave and vacation time was authorized in payment to Alyce Bolke, City Clerk-Treasurer, on her retirement effective December 31, 1980, in the amount of $11,374.10. 003.9 City Council Minutes December 23, 1980 Page Two 1981 SALARY SCHEDULE (NON-UNION & MANAGEMENT) The City Administrator presented a salary compensation study for all non-union employees and management personnel to allow consideration for 1981 salary adjustments. The study included an examination of the 1980 salary for all employees, a review of comparable salaries from the 1980 Stanton Report and a recommended salary adjustment based on the survey results. He further reported that the salary schedule includes increases from approximately 7% to 101 with the exception of certain positions that were reclassified receiving additional compensation for 1981. After discussion on the matter, a motion was introduced by Parranto, seconded by Smith, with all members voting in favor that the salary schedule for non-union and management personnel as presented by the City Administrator be adopted effective January 1, 1981.
