Approve Resolution Requesting Traffic Signals @ TH 3 & Cliff Road--Last Spring, when the City Council was considering the development proposal for the Weston Hills subdivision located in the southeast quadrant of TH 3 & Cliff Road, there were various comments and subsequent discussion regarding the need for a traffic signal and the timing of its installation at this intersection. The Minnesota Department of Transportation (MnDOT) has indicated that its typical programming schedule would not allow it to be constructed earlier than 1995. The City and Dakota County's Capital Improvement Program (CIP) both recognize the need for this improvement but would like to see it installed no later than 1994. Therefore, the Resolution enclosed on page would assist City staff in pursuing the timely installation of this traffic signal. ACTION TO BE CONSIDERED ON THIS ITEM: To approve a Resolution requesting MnDOT installation of traffic control signals at TH 3 & Cliff Road and authorize the Mayor and City Clerk to execute said document. gill CITY OF EAGAN RESOLUTION NO. NOW, THEREFORE, BE IT HEREBY RESOLVED that the Council of the City of Eagan hereby requests MnDOT to take whatever measures and actions are necessary to ensure that a full traffic actuated signal control is installed no later than 1994 at the intersection of TH 3 and CSAH 32 (Cliff Road). Contract 89-13, Final Payment/Acceptance (Cliff Road Water Treatment Facility)-- The City has received a request from the contractor for final payment for the above- referenced contract along with a certification from the consulting engineering firm (BRAA) of conformance to City plans and specifications. All final inspections have been made by representatives of the Public Works Department and found to be in order for favorable Council action. ACTION TO BE CONSIDERED ON THIS ITEM: To approve the 19th and final payment for Contract 89-13 (Cliff Road Water Treatment Facility) to Penn-Co Construction, Inc., in the amount of $24,225.29 and authorize the acceptance of the facility subject to all contractual warranty obligations. APPROVE JANITORIAL SERVICES CONTRACT (CENTRAL MAINTENANCE FACILITY) K. Approve Janitorial Services Contract (Central Maintenance Facility)--The Superintendent of Streets/Equipment in coordination with the Parks Operation Supervisor have evaluated the services and performance of the existing janitorial services vendor and determined that it would be best to solicit new quotations based on a defined scope of services and work program. These quotations have now been received and are being forwarded to the City Council for their consideration of awarding the contract to Jim's Building Maintenance based on the recommendation contained in the Superintendent's report enclosed on pages ,7'1 through . ACTION TO BE CONSIDERED ON THIS ITEM: To approve awarding the janitorial services contract for the Maintenance Facility to Jim's Building Maintenance. a(r2 MEMO TO: THOMAS A. COLBERT, DIRECTOR OF PUBLIC WORKS FROM: ARNIE ERHART, SUPERINTENDENT OF STREETS AND EQUIPMENT DATE: DECEMBER 29, 1992 SUBJECT: QUOTES FOR JANITORIAL SERVICE AT THE CITY OF EAGAN MAINTENANCE FACILITY In May of 1987 the city contracted for janitorial services with Northwestern Building Maintenance, Inc. This was a one-year contract that was automatically renewed in subsequent years. In 1991 the office area was expanded and the existing office area was remodeled which increased the janitorial responsibilities. During 1992 Rich Pelletier, Park Operations Supervisor, accepted the responsibility of overseeing the cleaning and custodial services and a list of the daily, weekly and monthly tasks were formulated. The level of service has deteriorated over the last 1 1/2 years. Because this contract has not been open for competitive bids since 1987, along with the increased janitorial duties, we solicited quotes from services in December of 1992. Four bids were received ranging from $11,400 to $15,513.28 annually. Because of the excellent references and low hid, I recommend accepting the janitorial contract, including stripping and waxing floors, received from Jim's Building Maintenance in the amount of $11,400 annually. BID TABULATION INCLUDING STRIPPING AND WAXING FLOORS Jim's Building Maintenance $11,400.00 Northwestern Building Maintenance $11,596.00 Metes & Bounds $11,664.96 Jani-King $15,513.28 1993 Budget: $15,600.00 -1LC.t 6,LX-04-/L Arnie Erhart Superintendent of Streets and Equipment AE/nab Enclosure 6b:colbert.364 EAGAN MAINTENANCE FACILITY CLEANING DAILY RESPONSIBILITIES • Vacuum all carpeted areas and floor mats • Empty all trash receptacles • Spot clean glass in main entryway • Sweep and mop floors in main entryway, all restrooms, east stairway, kitchen area and lunchroom • Wipe down all kitchen countertops and lunchroom tables • Clean kitchen sink • Dust receptionist counter and conference room tables • Full clean of all restrooms (5) - Clean sinks, toilets, urinal and all plumbing fixtures - Clean mirrors and all stainless steel - Wipe down doors, partitions and walls as needed - Stock paper products (supplied by City) - Empty trash containers - Sweep and mop floors • Clean all drinking fountains (3) • Clean handsink in shop area hallway, empty trash receptacle and re-stock paper towels • Sweep shop area hallways, plan room, west entryway, west stairway, west hallway (time clock area) and men's locker room area. • Complete additional tasks items (see separate list) 3b:supt. 014 e;1 V i C O Z c ---° E v co c g o o 0 v c E q $ 'a EE a $ • c x 8 $ E o _ o o O O a. o L N C a C - c > > spp c 7 V ° N ?6 C 7 LL N 0 8 O O EO o f 8 > 3o > N • ° V 0 V as co v o N y t z z ; og H _N 4 ° N m C os ° a E w E t cy E .c c 0 T S b T _ b O T U Qg S S S To Ga4 ¢ O j L ij H El N V o L o ° • Q 0 - H U 10 0 ° EA o E8 o° E3 0 w E3 U E $ °o E $ $ o $ $ a at g a■ o ai ~ E Eoc —co i0 oaciacn P4 H co m act) CI ° O.03 O ° O.to W U a g N y C N V $ N y 8 y H 8 8 m 8 $ ° H Q N > g a N $y• w C " F F F- ` ,vo O y n a, 5 NFL O •- : c 8 pi O g m c 0 O O o 0 5 m y _i 0 0 FC gym m - W W - c ` -v w ro ao C g= 5 3 % ° - ° , 7 T 3 W .r Es N ' NT N E E. °1 E - o = 0 2 '.- 8 cn 0' wcn 0 0 • S E c r co 5 a ° ` Ec E c c o c 8 c cif s ° •0 0 ° C ° o v p E s co E > N D O N 0 N 0 W 8yo E8s2 g °` t O C O O y _ co o • c 'es N O E ° N c 5 co 0 • 0 c g 8 w U o m co a 0 c 8 0 so U U to 8 8 U 0 0 oo 2 L - N ° b O 0 O y N N m N vi j • co E 7 W Ea O ° 0 t q a 0 a a _a t 2c • I , .3 No C a C Og Y1O C Y i o g S ° g g 2 qq g t L a t ir, a o gy g o a L 8vc2 g L 8 -a s a o $ cg c o 'co.-10° Y g o aav cY g oav c o nave g c3° c°c3° 1 10 t3 t3c3 y a. o o 03U a aes c3 ,c3u nm e 0 Y Y ' N w w N w M w y 0 W * S m •\- Agenda Information Memo January 5, 1993, City Council Meeting AUTHORIZE FEASIBILITY REPORT (BLACKHAWK HILLS RD - OVERLAY) L. Resolution, Dakota County HRA, 1993 Community Development Block Grant Application--In previous action, the City Council authorized staff to prepare a CDBG application to set aside block grant funds for the second phase of the City's senior housing facility. As noted in the previous discussion, it will be necessary to set aside approximately three years of the City's CDBG allocations to provide a sufficient amount to initiate this phase. In order to facilitate this set aside, the City will contribute its allocation to the county wide single family housing rehabilitation program for two years to be repaid in 1995 and combined with that year's allocation to commence the second phase of the Eagan senior project. The Dakota County HRA has indicated that it will not be possible to amend this application once the agreement is entered into. As a consequence, the City is acting to set aside its CDBG allocation for the period and purpose indicated. Enclosed on page 56-is a copy of the resolution authorizing this action together with a copy of the application itself on pages 63through SCI. Agenda Information Memo January 5, 1993 City Council Meeting LEGISIATIVE/INTERGOVERNMENTAL AFFAIRS'UPDATE STALKING ORDINANCE A. Stalking Ordinance -- City Councilmember Awada requested that the possibility of a "Stalking Ordinance"for the City of Eagan be researched by staff. This item was extensively discussed by legislative committees of the League of Minnesota Cities during formulation of proposed legislation to be presented to the 1993 state legislature. The item was originally presented by representatives of the City of Minneapolis who felt it would be more appropriate and more effective to have a state wide law rather than a number of miscellaneous local ordinances. It was felt that current state law may not adequately prohibit the conduct of stalking. In the domestic abuse area, orders for protection may be available under M.S. 518B.01. Outside the domestic abuse area, the only means of prosecution may be the terroristic threats statute, M.S. 609.713. That statue requires proof of a direct or indirect threat to "commit any threat of violence with purpose to terrorize another," which makes successful prosecution difficult. Also, the domestic abuse protection order provision only carries a misdemeanor level penalty. Because state laws already exist which deal somewhat with the issue, the League felt that it would be more efficient to modify those existing statutes rather than to adopt local regulations, which could carry no more that a misdemeanor penalty. Therefore, the League is recommending that those statutes be amended. Representative Mary Jo McGuire is planning to sponsor such a bill. Originally, her office sent City Councilmember Pawlenty a copy of the then proposed legislation. However, that proposed legislation is currently being revised. As soon as a revised version is available, her office will mail a copy to Assistant to the City Administrator Duffy and it will be forwarded to the Council. In addition, it was just learned Thursday morning, December 31, that Governor Carlson and Lieutenant Dyrstad will be sponsoring stalking legislation during the upcoming session. It is the recommendation of Chief of Police Geagan that staff monitor the legislature's actions on this item during the 1993 session before deciding whether staff here should proceed with an ordinance regarding stalking. (Note: The City of Shoreview did pass a "harassing ordinance" in November of 1992. A copy of that ordinance is enclosed for the Council's information on page(0 ( .)
