SUBJECT: HEALTH INSURANCE RFP
The Personnel Committee of the City Council met on September 16 to
review the draft Request for Proposals (RFP) for health insurance
coverage for the City of Eagan. Present at the meeting were City
Councilmember Awada, City Administrator Hedges, Assistant to the
City Administrator Duffy, and the City's consultant, Jeff Azen of
James Bissonett & Associates.
The persons present recommended amending the draft RFP in one area
in order to conform to current and past practice in the City, that
being that full-time employees could not waive coverage under the
City's health insurance program. The action was taken in order to
prevent adverse selection which could cause premium rates to
escalate significantly higher in the future.
In addition, a slight language change was made in order to conform
with the City' s Affirmative Action Plan.
