SUBJECT: AIRPORT RELATIONS COMMISSION MEETING / TUESDAY, JULY 8, 2014
The Eagan Airport Relations Commission will meet on Tuesday, July 8 at 6:30 p.m. in the City
Council Chambers. To ensure a quorum is present, please contact Executive Assistant Cheryl
Stevenson at 651/675 -5005 or cstevenson@cityofeagan.com if you are unable to attend the
meeting.
I. ROLL CALL AND ADOPTION OF THE AGENDA
The agenda, as presented or modified, is in order for adoption by the Commission. Please
note that the Commission will meet for their annual goals setting workshop immediately
following the regular July 8 commission meeting. The workshop will take in Conference
Room 1A &B. The public is welcome to attend.
II. APPROVAL OF MINUTES
The minutes of the May 13, 2014 Airport Relations Commission meeting are enclosed on
pages 5 through . These minutes, as presented or modified, are in order for adoption
by the Commission.
III. VISITORS TO BE HEARD
The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of
public meetings to permit visitors to address items of interest that are not addressed on the
regular agenda. Items that will take more than ten minutes or that require specific action
can be scheduled for a future meeting agenda.
IV. OLD BUSINESS
A. Communications Update - It is the practice of the Airport Relations Commission to
discuss their communication initiatives each month, which include articles in the
Experience Eagan Newsletter, as well as stories aired on the City's local access cable

channels. The Commission is welcome at this time to make additional suggestions for
communication initiatives regarding airport issues.
B. MAC Monthly Reports - Enclosed on pages o through 5 is the May 2014
Technical Advisor's Report. Enclosed on pages S). through 69 is the May 2014
Eagan /Mendota Heights Corridor Analysis. Enclosed on pages 58 through V4 is the May
2014 Runway 17 Departure Analysis Report. Enclosed on pages 60C though A is the May
2014 Crossing -in- the- Corridor Analysis. The May reports are the most current reports
available on the MAC website. To access the reports electronically, go to

At the May 13 ARC meeting, the Commission discussed the low Corridor compliance in
April 2014. City staff followed up with the FAA to express concern about the lack of
compliance. The MAC and FAA together reviewed the data and explained there were three
days at the end of the month where strong winds out of the east pushed planes south of the
Corridor. The FAA acknowledged they did not adjust the tracks to compensate for the wind.
They have assured City staff that they have completed verbal briefings with their
controllers to correct such headings in the future when similar wind conditions exist.
Corridor compliance in May 2014 was back up to 94.1 %, thus significant improvements
were made.
The Commission also raised a question at the May meeting regarding the "Other" category
on page one of the monthly Technical Advisor's Report. A staff person from the MAC Noise
Office explained that when a person submits a complaint, he /she has the option of
indicating whether the complaint is related to an arrival or departure. If the complainant
does not specify whether it was an arrival or departure, then the complaint is filed under
the "Other" category.
V. NEW BUSINESS
A. Response from the MAC to Use of Runway 17 /Citizen Complaints —At the May
13 ARC meeting, the commission reviewed the 2014 Runway Use Report. Since that
meeting, and following the May 8 Noise Oversight Committee, the FAA and MAC were
requested to provide a response as to why Runway 17 is being for departures at such a
high rate, particularly when compared to the combined use of Runways 12L and 12R for
departures. Enclosed on pages _ and n is a response from the MAC with regard to the
use of Runway 17.
The City has received several calls from residents across the City voicing complaints about
the aircraft noise this summer. In particular, complaints have been made by groups of
residents living on Donald Avenue (near Hwy 13 and Yankee Doodle Road), Blackhawk
Lake area, neighborhoods on the southwest side of Cliff Road and Pilot Knob, and residents
living near Wescott /Denmark Avenue. Enclosed on pages lc)� and 1_� is a response from
the MAC regarding the number of operations on Runway 17 during the summer months
over Donald Avenue since the runway first opened in 2007.
The Commission is encouraged to discuss the responses from the MAC and may wish to
consider inviting a staff person from the FAA and MAC Noise Office to a future ARC meeting
or community open house to further explain their rationale for how and why runway
selections occur at MSP Airport. This discussion could also serve as an opportunity to
inquire of the FAA about whether any changes to runway selection could be made in light
of the concerns being voiced by Eagan residents.
VI. STAFF f COMMISSIONER REPORT
A. July ARC Goals Meeting —The ARC will hold their annual goals setting workshop
immediately following the July 8 regular Commission meeting. Enclosed on pages aL and
IS is the 2013 -2014 ARC Work Plan. The ARC is tentatively scheduled to meet with the
City Council on September 9 to present the proposed 2014 -2015 work plan.
VII. ROUNDTABLE
Per the request of the Commission, this agenda item has been added so that Commissioners
have the opportunity to ask questions or make requests for future agenda items.
VIII. ADJOURNMENT
Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30 p.m.
unless agreed upon by the Commission.
The Commission is asked to adjourn the regular meeting and reconvene in a workshop
taking place in Conference Room 1AB.

MINUTES OF THE EAGAN
AIRPORT RELATIONS COMMISSION MEETING
MAY 13, 2014
A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, May 13, 2014 at
7:00 p.m. Those present were Curtis Aljets, Charles Thorkildson, Carol Whisnant, Chad Stambaugh,
Steve Beseke, Scott Johnson, Jeff Spartz and Assistant City Administrator Miller. Dan Johnson was
absent.
AGENDA
Commissioner Beseke moved, S. Johnson seconded a motion to approve the agenda as presented. All
members voted in favor.
Assistant City Administrator Miller congratulated Scott Johnson, Carol Whisnant and Chad Stambaugh,
all of whom were reappointed to 2 -year terms on the Airport Relations Commission. Miller also
welcomed Jeff Spartz, who was appointed to a 1 -year alternate term on the commission.
ORGANIZATIONAL BUSINESS
Commissioner Beske moved, Commissioner Johnson seconded a motion to reappoint Chuck Thorkildson
as the Chair of the ARC for 2014 -2015. Aye: 7 Nay: 0
Commissioner Aljets moved, Commissioner Stambaugh seconded a motion to reappoint Commissioner
Beseke as the Vice Chair of the ARC for 2014 -2015. Aye: 7 Nay: 0
APPROVAL OF MINUTES
Commissioner Aljets made a motion to approve the minutes of the March 11, 2014 regular meeting of
the Eagan Airport Relations Commission as presented, Beseke seconded the motion. All members voted
in favor.
PRESENTATIONS
Assistant City Administrator Miller introduced Jeff Hamiel, MAC Executive Director, and Tammy Mencel,
MAC Commissioner who provided a "State of the Airport" address presentation and were available for
questions.
VISITORS TO BE HEARD
John Childers, an Eagan resident, addressed the Commission with his concerns regarding higher use on
Runway 17 and the noise resulting from southbound departures.
OLD BUSINESS

MAC MONTHLY REPORTS — TECHNICAL ADVISOR'S REPORT / EAGAN /MENDOTA HEIGHTS CORRIDOR
ANALYSIS / RUNWAY 17 DEPARTURE ANALYSIS REPORT / CROSSING -IN -THE- CORRIDOR ANALYSIS
Assistant City Administrator Miller introduced the March 2014 Technical Advisory's Report, the March
2014 Eagan /Mendota Heights Corridor Analysis Report, the March 2014 Runway 17 Departure Analysis
Report and the March 2014 Crossing -in- the - Corridor Analysis Report. Miller also noted the April 2014
reports came out today and were forwarded to Commission members via email.
The Commission discussed the results of the March 2014 reports. Miller noted she has inquired with the
FAA regarding low compliance within the Eagan Mendota Heights Corridor for the month of April 2014.
NEW BUSINESS
2014 RUNWAY USE STUDY
Assistant City Administrator Miller introduced the 2014 Runway Use Study prepared by the MAC. The
study was reviewed by the Noise Oversight Committee (NOC) on May 8, 2014 NOC meeting. The
Runway Use System prioritizes runway use at MSP Airport for arrival and departure operations. Miller
noted the Runway Use System is used during low demand periods which are typically the night time
operations. Miller noted that at Eagan's request, the NOC has formally sought input from the FAA as to
why Runway 17 is being used to a significantly greater extent than the parallel runways over northeast
Eagan.
STAFF/ COMMISSIONER REPORT
MARCH 19, 2014 NOC MEETING MINUTES
Assistant City Administrator Miller noted the minutes summarize the presentation by MAC Executive
Director Jeff Hamiel, and also highlight the 2013 Annual Actual Contour Report. Miller noted the
minutes also summarize the request of the City of Edina for a permanent Remote Monitoring Tower; a
request that was denied.
JULY ARC GOALS MEETING
Assistant City Administrator Miller noted the July ARC meeting is typically a goals meeting. Miller asked
the Commission to provide direction on whether to hold a workshop in July in place of or in addition to a
regular ARC meeting. The Commission is tentatively scheduled to meet with the City Council on
September 9, 2014.
The Commission concurred to hold the July 8, 2014 regular ARC meeting and then adjourn to a
workshop.
There were no roundtable items.

Under the RUS departure priorities are to use 12L and 12R and then 17. The recent use departure data based on runway
counts is shown in the table below:

The chart indicates a seasonal increase in the number of departures off of Runway 17, and the FAA has confirmed this is
accurate. In addition, MSP is located north of most of the departure final destinations and aircraft headed southeast,
south and southwest are directed to runway 17 for such departures. Runway 12L is not used for headings west of 120
degrees due to the corridor and the avoidance of crossing departures from 12R. On June 101h , there were over 330
departures on 17, about 58% of all the departures from MSP. MAC is also receiving many calls from Eagan residents.
These calls are associated primarily with a 150 degree heading that is used to maintain departure separation. With
southerly winds becoming more frequent in the summertime, I expect we'll see a rise in the numbers of departures
operations off of 17, consistent with past years.

Thanks for your voicemail. The following are some note I presented at the May 8 NOC meeting as we discussed the RUS
report. I recall direction from the committee at the end of the agenda item to seek a response from the FAA on the
greater use of 17 compared the parallels for departure ops. I was hoping that response would be on the July agenda
given the request was made two months prior.
Eagan's Issue is not with the RUS, specifically, but rather overall runway selection during the daytime, and how prevalent
Runway 17 is being used compared to the parallels.
See the following tables in the RUS Report:
Table 8 on page 11, 2013 departures: 36% used 17 compared to 23.9% combined use of 12s
Figure 8 on page 12 shows 17 being used more than 12L and 12R combined, even in calm winds.
Figure 13 on page 16 shows fundamental concern that 17 is being used for significantly more departures than
12L/12R (25% on 17 compared to 7% on 12R alone)
I've been working on airport issues for a long time, and other than when 17 first opened, I am receiving the highest
number of complaints that I can remember. Any assistance you can provide would be welcome, and if it's beneficial in
the future, I would be happy to meet or be a part of a conference call with Elaine so I can hear directly from her. The
explanations she can provide are often helpful when I need to explain the runway selections to residents. On a different
matter, I did hear back from Elaine on the April corridor compliance (down to 81 %) and she assured me that re- training
is occurring with controllers to ensure headings are adjusted to account for strong winds that can result in planes being
"pushed" out of the corridor. Her efforts are much appreciated!
