Youngquist, Jr. Synergy Construction, Inc. 810 South First Street, Suite 150E Hopkins, MN 55343 Dear Mr. Youngquist: Re: Summary Report for Construction Testing Services, Lovegreen Industrial Services Building, Old Sibley Memorial Highway and Sibley Court, Eagan, Minnesota As authorized by Mr. Vernon J. Lovegreen IH on May 20, 1997, we have provided construction testing services for the Lovegreen Industrial Services Building. Our services were provided in general accordance with our cost estimate dated May 19, 1997. This report provides a summary of our services. Background Information Braun Intertec Corporation (Braun Intertec) performed a geotechnical evaluation for this project. The results were submitted in our report dated February 4, 1997, Braun Intertec project number BABX-96-970. We were provided with a grading and utility plan prepared by Passe Engineering, Inc., dated January 15, 1997. Building corner offset stakes were set in the field by the surveyors. Braun lntertec's excavation oversizing measurements, bottom of excavation elevations and compaction test locations and elevations were referenced from these stakes. The graded building pad location is the responsibility of the excavating contractor. Proposed Construction 111e proposed office/warehouse building will be a one-story, slab-on-grade structure. The warehouse portion of the building will have precast concrete wall panels and a structural steel frame. The office portion will have masonry block walls. The roof loads will be supported on steel joists and girders bearing on the perimeter walls and interior steel columns. The finished floor slab will be at elevation 813.5 feet. The building will be supported by typical spread footings with an assumed soil bearing pressure of up to 3,000 pounds per square foot (psf). Associated with the building will be underground utility, bituminous drive and parking areas. R=95% 10-23-97 04:42PM P002 #34 Jul -16-00 10:06P P_03 Synergy Construction, Inc. Project BODX-97.OSOC October 22, 1997 Page 2 Scope of Services Our scope of services for this project as outlined in our cost estimate were as follows: • Excavation observations during grading, • Compaction Testing during grading and utility installations, • Concrete testing during placement, and • Proofroll observations of parking and drive area subgrades prior to paving. Our services were provided on an on-call basis. It was indicated that the following services would not be required for this project: • Structural steel observations, • Reinforcing steel observations, • Structural masonry observations and testing, and • Bituminous testing. Excavation Observations The purpose of the excavation observations was to aid in evaluating the suitability of the soils encountered in the excavation bottoms for fill, building and pavement support. The excavation observations were conducted by a senior engineering assistant from May 19 through May 27, 1997. The excavation observations consisted of observing the soils exposed in the bottom and side walls of the excavations. The approximate density or consistency of the soils encountered in the excavation bottoms were estimated by judging the force required to advance random, shallow (about 1 to 3 feet deep) hand auger probes and by using a dynamic cone penetrometer (DCP) extending about 2 to 3 feet deep. The soil classifications were determined by examining the hand auger probe cuttings in general accordance with American Society for Testing and Materials (ASTM) procedures. Observations of the footing subgrade soils were also made before concrete was placed. The excavating contractor, Belair Excavating, used a dozer and smooth bucket backhoe to remove approximately 5 to 9 feet of unsuitable soils from the building pad area. The unsuitable soils consisted of up to 3 feet of previously placed fill, 2 to 4 feet of topsoil and 2 to 3 feet of wet, loose sandy silt and very silty sand. The bottom of the excavation ranged from approximate elevation 800 on the north side of the proposed building to approximate elevation 810 at the southern most portion of the proposed building. The soils encountered at the excavation bottoms primarily consisted of a fine-grained very silty sand to sandy silt. DCP readings indicated the upper 1 to 2 feet of the soils at the R=95% 10-23-97 04:42PM P003 #34 Jul -16-00 10:06P P.04 Synergy Construction, Inc. Project BODX-97-090C October 22, 1997 Page 3 excavation bottoms were generally in a loose to medium dense condition (7 to 12 blows per 1/2 foot). We recommended the excavation bottom be surface compacted with a large vibratory roller to densify the loose soils. After four to six passes with a roller, DCP readings indicated the soils at the excavation bottom to be in a medium dense condition (17 to 23 blows per 1/2 foot). The excavation was oversized 10 to 15 feet beyond the building line to provide Iateral support to the fill. See the attached sketch which shows the approximate excavation limits and bottom and excavation elevations. Borrow Area The excavating contractor dug a borrow pit in the southwest comer of the property. The site plan indicates there is a proposed future addition to the southwest of the building. At the time of the borrow pit excavation the proposed future addition was not staked and the borrow pit appeared to be excavated very close to the southwest building line of the proposed future addition. We recommend backhoe test pits be performed in this area before construction begins on the future addition. Fill The engineered fill placed to establish building subgrade consisted of poorly graded sand with silt, silty sand and/or a mixture of both. The engineered fill was placed with off-road dump trucks then spread in approximate 1 foot thick loose lifts with a dozer and compacted with a large, self-propelled, vibratory sheepsfoot roller. Compaction Tests The purpose of the compaction testing was to aid in evaluating the compaction procedures being used by the contractor and the suitability of the engineered fill placed for building support. A total of 84 compaction tests (1 through 84) and two retests (6A and 43A) were performed in the engineered fill placed for building, floor slab and pavement support. All tests or subsequent retests met or exceeded the minimum density requirements of 98 percent of standard Proctor density (ASTM D 698) below building foundation and 95 percent below 3 feet of finished grade in the pavement areas and interior wall backfill. The compaction test results and Proctor curves were previously submitted and are attached to this report. R=95% 10-23-97 04:42PM P004 #34 Jul-16-00 10: 07P P.05 Synergy Construction, Inc. Project BODX-97-080C October 22, 1997 Page 4 Pavement Areas The pavement area on the west side of the proposed building was primarily cut to grade and the subgrade soils consisted of poorly graded sand with silt and silty sand. The pavement areas on the north and west sides of the proposed building required engineered fill to establish subgrade. Before aggregate base is placed, we recommend test roll observations be performed with a loaded tandem dump truck. Concrete Testing Concrete testing was performed on the footing and floor slab concrete. The tests performed in the field included slump, air, temperature and casting concrete test cylinders. Compression tests were performed on the concrete test cylinders cast in the field. Cylinder sets 1 through 3 were cast for the concrete placed for footings and sets 4 through 6 were cast for the concrete placed for slab-on-grades. The concrete tested met or exceeded the minimum 28-day strength requirements, except for sets I and 4. Cylinder set 1 had a compressive strength of 2830 psi at the 56-day age and cylinder set 4 had a compressive strength of 3430 psi at the 56-day age. The compression test results were previously submitted and are attached to this report. Summary Based on the results of our soil borings, excavation observations, hand auger probes, dynamic cone penetrometers and after the upper 1 to 2 feet of soils in the excavation bottom were surface compacted, it is our opinion the soils were suitable for fill, building and floor slab support. Based on the results of our compaction tests, the engineered fill placed is suitable for building, floor slab and pavement support. We recommend a test roil be performed in the pavement areas before aggregate base is placed. Based on the results of our concrete tests, the concrete has met the 28-day strength requirement except for sets 1 and 4. We were not notified to perform compaction testing on the utility trench backfill or to perform proafroll observations prior to paving. After discussing this financial obligation with Naegele representatives it is my recommendation that the collection of this obligation should not be a condition of approval at this time. Since the property is vacant, it will be more appropriate to collect the money at the rates in effect upon additional subdivision or 'issuance of a building permit. On a pro-rata basis the area used for the sign with the necessary setbacks is less than 1% of the area of the parcel. Please let me know if you would like to discuss this matter or would like any additional information. This lot is located between Highway 13 and the frontage road that serves E-Z Mini Storage to the north. Currently, lot 2 is vacant. If and when that lot develops, that business would not be allowed a business sign if the billboard is approved. Code describes a "business sign" as any sign upon which there is any name, designation, or advertising which has as its purpose business, professional or commercial advertising and which is related directly to the use of the premises upon which the sign is located. The signage area measures 10.5' x 36' , totaling 378 square feet. If approved, this Conditional Use Permit shall be subject to the following conditions: 1. There shall be a one-time sign fee of $2.50 per square foot . 2. The closest portion of the sign to the property line shall be 10 feet. 3. No business sign shall be permitted on lot 2 if this advertising sign is approved. 4. This development shall fulfill its past outstanding financial obligations as identified in the staff's report. FINANCIAL OBLIGATIONS: In researching the financial historical records for this parcel, it was determined that this property has fulfilled its financial obligations relating to trunk area sanitary sewer, lateral benefit from trunk water main, lateral benefit from trunk sanitary sewer and trunk area storm sewer (but only a portion of the property) . It has been discovered that this property has inadvertently been omitted from fulfilling its financial obligations relating to the following items: ITEM PROD RATE QTY AMT Trunk Area Water 232 $1, 115/ac 6.85 ac $ 9,008 Water Availability Change (WAC) 232 2, 015/ac 6.85 ac 13,803 Trunk Area Storm Sewer (Remaining Area) 186 0.083/sf 68,271 sf (1.57 ac) 5, 666 TOTAL OUTSTANDING FINANCIAL OBLIGATION $28,477 If it is required that this outstanding financial obligation is made as a condition of approval for the petitioned Conditional Use Permit, the final financial obligation should be calculated in accordance with the rates in effect at the time of final approval. STORAGE VEC ^ecember 13, 1988 Advisory Planning rlommislion City of Eagan 3830 Prot Knob Road Eagan, ` 55122 Dear Corzaission I embers: This will acknowledge receipt of your notice of a second Pudic Hearing on Thursday, December 22, 1988relative to the application oflaegele Cutdoor Advertizing to erect a billboard on Lot 2, Block 1 in the S and W Industrial acres along Highway #13. Again, this notice comes as somewhat of a surprise and certainly as a disappointment in light of all the past sign denials. Not more than a year ago or so we discussed the possibility of a small business identification sign along new highway #13 on the back of cur project now that the traffic has been permanently diverted off old highway #13, and were refused. Ye were told at the time to conform with the ordinance which places a real hardship on our ability to advertize our onsite business. We accepted that decision and are trying to live with it. The thought that the City would now entertain an enormous billboard leads us to question that decision, I also understand that like I1494 and 135B which the City is trying to control that it was their intention to control the Cedar-Highway #13 area as well. In light of the above we oppose the likelihood that a billboard sign would now to considered on the property next door to us. Unfortunately,, I shall be with my family for the Christmas Holiday in another State, but let this letter convey our strongest objection.
