Miller • November 29, 1991 Mr. Tom Hedges City Administrator City of Eagan 3830 Pilot Knob Road Eagan, MN 55121 r DEC 41991 Hi Dear Tom: U As a resident of Eagan since 1981, I have watched the city grow and have been involved in the shaping of that growth. My first involvement was on the Cable TV Search Committee, followed by serving on the Joint Burnsville/Eagan Cable TV Commission. On the search committee, I helped in the preparation of the Request for Proposal (RFP) , evaluation, and selection of the cable company. During my tenure on the Joint Burnsville/Eagan Cable TV Commission, the head-end and initial serve area were constructed and Cable TV became a reality for the city. In 1986 and again in 1989, I was appointed to the Advisory Planning Commission for three year terms. During this time, as you are well aware, Eagan enjoyed unprecedented growth. We saw major commercial centers built in our city. These commercial centers would not have happened without the residential growth that has occurred in the last few years. This rapid growth could not have been managed without the Comprehensive Guide Plan to serve as a roadmap. The experience of working through the issues involved with this growth has given me in-depth knowledge about the development of a city. This experience has allowed me to provide leadership on many of the more difficult development decisions. I would like to have the opportunity to continue to provide leadership and make a contribution toward the development of Eagan. Therefore, I am formally applying for another term on the Advisory Planning Commission. I look forward to meeting with you, the honorable mayor, and the city council members. „4incer ly, „...,;/ Ronald R. My background has been Sales and Administration--25yrs. My interest----was-.drawn to City Government some 10 years ago, while living in Bloomington. The issue of Eagan's growth, somehow must be balanced between the needs of the city and what it's citizens want and are willin: to •a for. Whatever the course it takes I will continue to "monitor", and be involved, with future issues concerning Eagan's growth. • Return to: City Administrator Date Received City of Eagan (For Office Use Only) 3830 Pilot Knob Road Eagan, MN 55122 Telephone: 681-4601 • • • S December 26, 1991 • To: Tom Hedges,--City Administrator, Eagan, Minnesota. From: Emilio P. Fedeli I am submitting this letter for your consideration, for a position on either; The Planning Advisory Commission or The Cable Communication Commission. I grew up in northern Dakota county-20 yrs. Attended the University of Minnesota, graduating in 1965. For the past 12 years I lived in Bloomington, I now reside in Eagan. While living in Bloomington I founded "9 Mile Creek Coalition" which later grew into the current, Citizens for a Better Bloomington, (CBB). Attended Planning Commission and City Council meetings, presenting CBB's concern for proposed development. Was involved with the "Skyline" ordinance referendum issue, which our group brought to the Bloomington voters in 1989. Have actively "interfaced" with the Bloomington City Planning Dept. Legal Dept. and Planning Commission. • Have debated with "opposing groups", issues of proposed development, which would have compromised the quality of neighborhoods in Bloomington. I served as moderator for a quarterly "community channel program" which addressed in depth, issues such as; Fiscal Disparities,- Tax increment Financing, zonning issues, and Volunteer Fire and Para-Medic services. I am familiar with Local, State and Federal governing agencies and their fundemental purpose,(ie) Metropolitan Planning Commission, Corps of Engineers, Environmental Protection Agency, etc. I understand the "basics" of city government operations and their interaction with the community and other agencies. Please review my request for consideration for appointment to one of two Advisory Commissions. • Respectfull , Emilio P. As you know, this is my fourth straight year that I am applying. Tom, I hope persistence is a factor is choosing commission members. Having lived in Eagan for seven years and worked here for 10 (9 at Unisys) , I have become very familiar with the issues facing our community. Since I ran for City Council this year, I believe Eagan residents and the council are much more aware of my concerns and my philosophies concerning community development and planning. I will not dwell on details in this letter, but suffice it to say that I believe the Planning Commission needs members who take an active part in the community as I have. The attached resume details my qualifications. I believe my community experience and enthusiasm would make an excellent addition to the Planning Commission. • I am currently finishing a term on the Parks and Recreation Commission. Needless to say, if I am appointed to the Planning Commission, I would resign immediately from the Parks Commission, thus creating an opening there. Since the Planning Commission is typically selected first, there should be no problem. Your secretary has informed me that the tentative date for commission interviews is January 14 . Unfortunately I have long standing travel plans and I will be out of the country that week. I know and have spoken with most of the members of the council and I believe they know how I feel . However, if any or all of the council would like to interview me, I would be happy to meet with them any other time. Tom, please call me if you or any of the council have any questions. Since moving to Eagan in May of 1990 from the Los Angeles area , my wife , Jill , and I have been enthusiastic and excited by our relocation to an area of growth and development which still maintains a strong sense of community. Jill , who is a Minnesota native , convinced me to move to the Twin Cities after the skyrocketing cost of living and uncontrolled development in California became unbearable . • We then bought a home in the Stoney Point development of Eagan. I am employed as a negotiator for Northland Insurance Company in Mendota Heights . My wife works as a speech/language therapist for Intermediate School District 287 . Prior to working as an insurance negotiator, I was a reporter for a chain of community newspapers in the Baltimore , MD area . My "beat" was local county and city government and the civil and criminal courts . My background as a government reporter along with my experiences living in various cities around the country would make me a strong candidate for appointment to the Advisory Planning Commission. I would like to be considered as a candidate to fill that vacancy. I am presently a Board member of the Eagan Noise Abatement Council (ENAC) . Becky was also a member of our Board, and we consider it very important that ENAC continue to have representation on the Airport Relations Committee. As a resident of the Highview neighborhood in Eagan for 34 years, I have witnessed the steady increase in aircraft noise from commercial jet traffic over the years. As you know, the Highview neighborhood is the closest residential area in Eagan to the airport. Since we are so affected by the flight patterns and resulting aircraft noise, I believe it is essential that we have representation on your Committee. I have been active relative to airport noise for approximately two years. During that time I have attended numerous meetings sponsored by MAC, ARC, ENAC and others. As a result, I have developed a good background relative to the history and current status of the airport situation. With this background I would do my best to serve the people of Eagan well as a member of the Committee. I 'd like to be considered. My husband and I have lived in Dakota County for several years, and last summer moved from Apple Valley to Eagan. We live on Savannah Road, close to several of the airport's approaches and "flare-out" take-off patterns, though we haven't been bothered much by noise from either source. I have no exceptional expertise in airport issues, although I do pay a great deal of attention to public affairs issues generally, and I have watched with interest the airport issues over the last few years. I work at the state Legislature and have attended several Transportation Committee hearings on the subject. I also have worked on some airport-related issues as a member of the Citizens League. I am not asking for a position on this committee in order to push my own agenda; for example, I have not yet formed an opinion about the • wisdom of moving the airport to a southern-Dakota county location. It seems to me our city will suffer from noise no matter if the airport stays where it is or moves. I do, however, believe that citizens who fail to be involved in government have little reason to complain about decisions they dislike. I think it's everyone's obligation to take the opportunity to give something back when they can. The committee's meeting time (the second Tuesday of the month at 7 p.m. ) is not a problem for me except for the month of June, when I might have a conflict with my obligation to attend Annual Training as a member of the National Guard.
