SUBJECT: SPECIAL CITY COUNCIL MEETING
As a reminder, a special City Council meeting that was set at the August 18 City Council
meeting for Thursday, September 10 at 5:30 p.m. is being officially noticed. The purpose
for the meeting is to further discuss the proposed 1993 general fund budget and proposed
property tax certification for 1993. Since both the proposed budget and proposed levy
certification need to be submitted to Dakota County by September 15, it will be necessary
for the City Council to take official action at its special City Council meeting tomorrow
evening.
Department heads will be present at the meeting. Rather than formal presentations, they
will be available to answer questions and respond to information, proposals and budget
allocations for each respective department.
A light lunch will be served from Al Bakers. If you have a specific choice, please contact
Karen by noon on Thursday or she will order the same meal you had at the previous work
session.

Re: Supplemental Conditions for General Safety Equipment Bid
Dear Chief Southern:
At your request, we have reviewed the Contract specifications and bid
proposal of General Safety Equipment Corp. for your new fire truck.
In addition, we have reviewed General Safety's letter of August 18,
1992 to you and the City Administrator.
Based on that review and the significant concerns raised by the Eagan
Fire Department Inspection Team, we suggest that the conditions
listed below together with the August 18, 1992 letter be included in
the Contract documents as terms and conditions of the Contract.
The supplemental conditions are:
1. General Safety Equipment Corp. ("General") and the Eagan
Fire Department Inspection Team ("Team") agree to cooperate
in the interpretation and definition of Contract terms and
specifications to produce the best available and cost
effective product.
2 . Time is of the essence of the Contract. General agrees that
the City of Eagan will be entitled to liquidated damages for
the failure on the part of General to complete the Contract
within 180 days of the execution of the Contract. If General
fails to complete the Contract within 180 days of Contract
execution, liquidated damages in the amount of $100. 00 per
day shall be deducted from any monies due or coming due to
General or shall be paid by General to the City not as a
penalty but as liquidated damages for each and every
calendar day that the Contract shall remain uncompleted
after the 180 day deadline. Liquidated damages are specified
herein because of the extreme difficulty of ascertaining and
establishing the actual damages which the City of Eagan
would sustain.
3 . General shall allow inspection visits during construction.
Visits may be twice weekly and accomplished after 6: 00 p.m.
by the Team. Notification of at least two days will be
provided to General before each visit.
4 . General agrees that within 60 days of Contract execution,
its production manager or other appropriate person will
attend an on-site inspection of existing Eagan Fire
Department fire apparatus for familiarization of quality
level.
5. Formed parts are to be of one piece construction whenever
possible.
6. Hose bed covers are to be fabricated in such a fashion that
support "legs" are not required nor installed on the covers.
7 . Soundproofing materials are to cover the maximum possible
area of the crew-cab roof.
8. Welded construction is to be utilized at "fit" points
whenever possible.
9. Roll-down windows are not to be utilized in the crew-cab bed
doors. Maximum sound dampening material shall be installed
in the doors.
10. Crew-cab flooring material shall be 3/16th inch aluminum
plate.
Please review these conditions. Based on my understanding of the
facts, I believe that they are appropriate and necessary. I am
forwarding a copy of this letter to General for its review and
consent.

FROM: RECYCLING INTERN MOGA
SUBJECT: WRAPP WEEK ACTIVITIES
This memo is to update you on the activities of the Walk,
Bike, and Pool Week activities the WRAPP Committee is planning.
We decided to name the week WRAPP Week. WRAPP stands for Walk,
Ride or Pool Please. We decided the event should cover the week
of September 14-18 rather than just the day of September 18 in
case that particular day proved to be difficult for everyone to
participate due to inclement weather, meetings or other
obligations. Kim Eggers is making a board with all the employees
names on it. We will be asking people to report how many miles
they've walked, biked, or pooled each day. We will keep track of
the totals and at the end of the week, on Employee Recognition
Day, we will award prizes for the top person in each category.
We will also have an award for the most unique form of
alternative transportation. The prizes will be visors from the
Parks and Recreation Walking Club.
To aid in our efforts, we will be trying to match up people
with some sort of sign-up sheet for car-pooling. Linda Bendt in
the Police Department is trying to secure a bike rack for
employees to use during that week. I will start posting
information for employees next week. The WRAPP Committee will be
meeting again on September 9 to firm up our plans. If you have
any comments or suggestions for they would be appreciated.
