III. Metropolitan Council Update
Direction To Be Considered:
To receive an update regarding the work of the Metropolitan Council.
Facts:
➢ The City Council periodically invites its Metropolitan Council representative to present an
update on the agency's work at a workshop. Our current representative, Steven Chavez,
will attend Tuesday's meeting to provide this year's update.
➢ As the City Council is aware, the Met Council is responsible for functional operations of the
metropolitan solid waste treatment functions through its Environmental Services Division
and for regional transit operations through Metro Transit, which coordinates locally with
the Minnesota Valley Transit Authority.
➢ At a policy level, the Met Council coordinates regional planning activities as implemented
through metropolitan area cities' Comprehensive Guide Plans. In that area, the Council has
developed its Thrive 2040 plan to guide the next round of Comp Plan updates and it is in the
process of preparing regional system and policy plans to assist cities in their plans for
transportation, sewer and water, housing and related sections of local Plans.
➢ The Advisory Planning Commission has been invited to be present at the meeting to receive
the update and participate in the conversation as well.

IV. Open To Business Program Update
Direction To Be Considered:
To receive a presentation by staff of the Open to Business Program.
Facts.
➢ In 2013, the City of Eagan partnered with the Dakota County Community Development
Agency and other Dakota County cities to contract with the Metropolitan Consortium of
Community Developers to implement the Open to Business Program in Dakota County.
Through the program, MCCD staff provide business counseling and, in some cases, access to
capital to small and medium sized businesses and entrepreneurs wanting to start a
business.
➢ Laurie Crow is the primary staff person assisting Dakota County businesses through the OTB
Program. In addition to Ms. Crow, other members of the MCCD staff are available to assist
clients in specialized
areas as
necessary. Ms. Crow
will attend the Council Workshop to
provide
an update on
program
activities and respond
to Council questions.
➢ 2015 is the third year of the program in Dakota County. Eagan's annual cost is $7,500. By
partnering and sharing costs, the CDA and the County's cities can provide their business
people the benefit of MCCD's services in a more cost effective and efficient manner than if
each were to hire staff for this purpose separately.

V. Project 1154, Sperry Tower Reservoir Final Design & Lighting Details
Direction For Consideration:
Provide direction to Staff for the preparation of the final plans and specifications that addresses
the aesthetics and lighting details of the future telecommunications facility that will replace the
Sperry Tower Reservoir.
Facts:
➢ On June 4, 2013, the City Council adopted the 5 -year Capital Improvement Plan (CIP) for
Public Works Infrastructure, Part III (2014 -2018) and authorized the initiation of the
public improvement process for the
2014
programmed
improvements. The
refurbishment or resolution of the Sperry
Tower
was included as
part of this CIP.
➢ On August 11, 2014, the City Council provided consensus in support of the complete
removal of the existing 500,000 gallon reservoir /tower and replacement with a new,
stealth telecommunication tower. The Council authorized the preparation of a
feasibility report to include aesthetic options for the new tower.
➢ On November 5, 2014, the Council approved Project 1154, Sperry Tower Reservoir, as
presented with a Stealth design located south of the existing tower upon existing City
property. The preparation of detailed plans and specifications were authorized with
aesthetic enhancement options to be provided addressing shape, color and /or LED
lighting for consideration at a future Council meeting.
➢ Staff and the consultant will present final design options for the Council's consideration
at the workshop and be available to address questions.
➢ Notices were sent to the adjacent property owners informing them of the scheduling of
this Council workshop to discuss the merits of the aesthetic options.
