SUBJECT: SPECIAL CITY COUNCIL MEETING/TUESDAY, MAY 5, 1992
At the April 9 regular City Council meeting, a work session that was originally scheduled
for April 28 was postponed with a Council action that a special workshop would be held
Tuesday, May 5,beginning at 5:00 p.m.which precedes the regular City Council meeting and
another workshop the fourth Tuesday of the month which is May 26, immediately preceding
the Advisory Planning Commission meeting. As a reminder, the Special City Council
meeting agenda, see attached, for May 5 will include a brief City Administrator update
followed by a presentation on the sound system and camera equipment.for the Council
Chambers. The presentation on the sound system and camera equipment will be made by
Electronic Interiors Inc.
The City A ministrator's update will provide an opportunity for some quick discussion items
such as: IX) status of sales tax impact on 1992 budget, 2) format for 1993 budget, 3) update
on status of upcoming referendum and 4) other business items the City Council wishes to
share as a part of the workshop.
• Following the City Administrator's update, Electronic Interiors, Inc. will present three
alternatives for improving the sound system and camera equipment for use in the Council
Chambers. For additional information on this item, refer to a memo prepared by Cable
Coordinator Reardon to Assistant to the City Administrator Hohenstein and a report
prepared by Electronic Interiors, Inc. Copies are attached to the Special City Council
meeting packet without page number.
Other Business provides an opportunity, if time permits, for any other discussion items
during the special work session and before convening the regular City Council meeting at
6:30 p.m.
As a reminder, as a part of the City Council action at the April 9 meeting, the Special City
Council meeting scheduled for Tuesday, May 26, will include an interaction and joint
meeting with the Advisory Planning Commission beginning at 5:00 p.m. and can continue
until the APC's regular meeting convenes at 7:00 p.m. Other than philosophy, it is
anticipated that the main topic will be sign regulations, especially regulatory language
pertaining to billboards. Following the joint meeting with the APC, the Director of Public
Works will make a presentation on reconstruction of streets which represents many projects
that were identified in the five year CIP.
Please contact Karen or the City Administrator no later than noon on Tuesday to order a
sandwich of your choice from Al Baker's Restaurant. A copy of the memo is enclosed for
your reference.

SUBJECT: ELECTRONIC INTERIORS INC'S REPORT RE: CITY'S COUNCIL
CHAMBERS' PRODUCTION EQUIPMENT
Background
On February 6, Electronic Interiors Inc. submitted a proposal to
the City of Eagan, at the City's request, to act as the City's
"electronic media consultants and designers." The proposal
included a two-phase approach to the evaluation, assessment, plan
development and replacement and/or expansion of the Council
Chambers' television production capabilities.
In Phase I, Electronic Interiors proposed to assess the current
condition of the equipment; assess the Council Chambers' production
capabilities; and develop a three-level equipment replacement
and/or expansion plan incorporating their findings, along with a
budget for each level, for Council 's consideration. At the
Council 's February 18 meeting, it authorized the retention of
Electronic Interior's services for the purpose of accomplishing the
firm's proposed Phase I approach and report. Attached is a copy of
Electronic Interior's Phase I report, "Council Chambers Media
Systems Renovation. "
In Electronics Interiors' original proposal, Phase II included the
development of the Council Chambers' media renovation level
accepted by the Council, and the retention of the firm's services
to accomplish the necessary tasks and services associated with the
level 's development.
To date, the Council has only approved the retention of Electronic
Interior's services to produce the attached report which will
fulfill the firm's Phase I approach. Electronic Interiors' Phase
II approach can only commence based on Council's review of the
firm's Phase I findings and recommendations, and determination as
to which level, if any, the Council wishes to pursue. The
acceptance by the Council of Electronic Interiors' attached report
fulfills the firm's contractual obligations to the City. By
accepting the report and its recommendations, the City may, but is
not obligated, to retain the firm for any "Phase II" service or
development.
Discussion
The City in 1992 has $60,000 budgeted from its retained franchise
fees to accomplish the replacement of the existing television
production equipment in the Council Chambers. Depending on which
level, if any, the Council selects to pursue, additional franchise
fees may be available for equipment replacement and/or expansion
for this year, or could be budgeted for additional expansion/ •
replacement in 1993. The City's current retained franchise fees
are $462,000.
Electronic Interiors' report describes the activities and costs
associated with each level. Electronic Interiors' report estimates
that Level 1 would cost approximately $66,600, including the firm's
fees for service, and Level 2 would be an additional $54,100, again
including the firm's fees for service. The firm does not project
a budget for a Level 3 development at this time as it believes this
level of development would be included with any consideration by
the City to remodel or expand the City Hall complex and would
therefore be included with those costs.
As the Council Chambers' equipment is currently in fair to poor
condition, staff is requesting the Council consider, at a minimum,
the replacement of the existing equipment as soon as possible.
This roughly corresponds with the Level 1 recommendations.
Therefore, the expediency of a Council decision on this matter
would be appreciated.
Depending on Council direction at its May 5 work session, and
assuming the Council's decision to move forward with the
"renovation" of the Council Chambers' equipment, staff would
request Electronic Interiors to submit a new proposal for its
services for Council consideration at their May 20 meeting.
