SUBJECT: JUNE 163 1981 CITY COUNCIL AGENDA/GENERAL COMMENTS
The June 16 City Council agenda includes a number of public
hearings . There are three ( 3 ) public hearings in which the City
staff anticipates that there will be any involved audience partici-
pation. The first one is Item A under Public Hearings regarding
the I-494 storm sewer outlet. The last two are the last two assess-
ment hearings regarding Quarry Lane and Towerview and also Highridge
Terrace. Most of the assessment hearings are developer oriented
assessments, for which they petitioned the City and have agreed
to pick up the expenses with the City agreeing to float bonds and
spread special assessments for developer projects .
As a reminder, we are scheduled to informally meet at 6 : 15 at the
City Hall to view the old fire truck. Also on the agenda prior
to the Consent and the Public Hearings is to set the bond sale
for the next public improvement issue and also to hear discussion
regarding the impact special assessments have caused on Mrs . Carol
Lindo. Carol Lindo' s issue is simply a matter of economics . She
was given lots by the developer of Vienna Woods in an agreement
to allow development in her general area. With the lots , she also
assumed speciall assessments . Had economic conditions continued
as they were in 1978, Mrs. Lindo would have more than likely sold
the lots and realized the gain that she had expected. However
the economy soured regarding the development of single family lots
and Mrs . Lindo has assessments on lots she is having problems
paying. She wants to raise more of a philosophical question with
the City Council regarding the impact of development on existing
residents . The City Administrator has spent considerable time
working with her, though there is no answer to the problem. Mrs .
Lindo wanted to be heard at the June 2 meeting, and due to the
length of that agenda, it was not possible to schedule her during
that meeting. Because of the inspection of the fire truck, the
public bond sale and a petition that is expected from representa-
tives of a 4-H Club requesting the change in the name of Wildwood
Lane to Diffley Road, the City Administrator is going to make all
efforts to delay Mrs . Lindo until a later meeting. There will
be more on this matter with the Administrative Packet on Monday.
Mayor Blomquist attended a 4-H dedication of a flagpole and flowers
at the intersection of Dodd Road and Wildwood Lane on Thursday
June 11 , 1981 . There was considerable interest brought up by mem-
bers of the 4-H who were present and also those whose reside on
Wildwood Lane to change the name of Wildwood. Lane to Diffley Road
after hearing extensive history by Mr. Jim Diffley. According
to Mayor Blomquist, a petition will be circulating to most of the
residents on Wildwood Lane to see if they would accept the name
chane. This petition is expected to be received as a part of
Public Works Business at the meeting on Tuesday.

Due to the number of public hearings, the Personnel Policy as
studied by the Personnel Committee at a special meeting on June
8, 1981 , Orrin Thompson' s Lexington Place and a variance by Chicago
Tube & Iron have been rescheduled until the July 7, 1981 meeting.
The City Administrator is planning to meet with the new City Manager
of Burnsville to discuss boundary issues that exist between the
Cities of Burnsville and Eagan as they relate to development in
both the Zachman and Winkler additions . The meeting is scheduled
for June 19, 1981 . Because all the issues have not been satisfied
in the past, the preliminary plat for Winkler/Jackson Addition
may be continued until the July 7 meeting to allow the administra-
tion of both cities to work on these issues and make a report to
each of the respective City Councils.
