Please be advised that a special meeting of the Eagan City Council
is scheduled for Tuesday, October 28 , 1980 at 6 : 30 p.m. at Easter
Lutheran Church.

SUBJECT: SPECIAL CITY COUNCIL MEETING
The Director of Public Works and City Administrator have met with
the Consulting Engineer to review the proposed construction costs
as outlined in the original feasibility report , engineer' s estimate,
adjusted costs per phasing of certain construction projects and,
finally, the per unit bid prices that are under consideration if
the bid awards are to be approved. The Director of Public Works
and City Administrator have performed an in depth review of all
the costs and find the award of bids for both improvement projects
to be in order for consideraton. In the case of Windcrest Addition
utilities , it is the understanding that all the rough grading will
be performed before utility construction begins . Since the rough
grading has not started, it is the recommendation of the City
Administrator and Director of Public Works that some assurance
in the form of a letter of credit or escrow agreement be required
that this work will be performed at the expense of the developer
and is not considered as assessable.
More than likely, the developers representing the Ridgecliffe
Addition, Windcrest Addition and Duckwood Trails Addition will
be present if there are any questions the City Council might have
relating to those subdivisions .
It will be important to meet at 6 : 30 p.m. , realizing that the Mayors
and other elected officials will be coming to the church for the
7 :00 p.m. meeting.
We will be meeting in the back of the church, in the same room
the meeting with the Eagan Hockey Association was held.
