SUBJECT: INFORMATIONAL
I was notified this morning by Mayor Blomquist that City Councilman Egan's
father, Robert E. Egan, has passed away. The funeral is scheduled for 10:00
a.m. on Tuesday, Aun_ust 26, 1980, at the St. Agnes Catholic Church in Ashland,
Wisconsin. Interment will be at Resurrection Cemetery in Mendota Heights at 2:00
p.m. , Wednesday, August 27, 1980. Holly has contacted the funeral home in Ash—
land and the family prefers that money be given to either the St. Agnes School
Education Association in Ashland, Wisconsin, or the American Cancer Association.
I will have a card ready at the meeting tomorrow evening so we can take a contri—
bution (approximately $2 to $3) and send it to the family with a designated
purpose if you should so desire.
I spoke with Karen Ferguson last week and, since she is available this week,
I checked with the Mayor and we decided to have Karen present at 7:00 p.m. to—
morrow
o—morrow evening to discuss with the City Council County plans for a new jail
facility in the western part of the County. Chief of Police- DesLauriers has
also been notified of the meeting and is planning to be present.
The City Administrator will address those questions that were raised by the
City Council at the first budget meeting held last Wednesday, August 20, 1980,
at the meeting tomorrow evening.
Enclosed are copies of various information that either the Mayor or I have re—
ceived that we felt should be copied to the City Council.

On behalf of the Mounds View City Council I would like to take
this opportunity to commend your City for the effort that you
have made in controlling and curbing the current sale and use
of drug paraphernalia. To further state the position of the
City of Mounds View and the efforts you have made, the City
Council adopted Resolution No. 1128 (copy enclosed) on July 28
supporting your position and recognizing the issues that are
before us. In addition to Resolution No. 1128 I have enclosed
a copy of the current Mounds View City Ordinance relating to
drug paraphernalia which has proved to be effective for the
City to date.
If you have any questions regarding the enclosed Resolution or
the Mounds View City Ordinance on drug paraphernalia, feel free
to give me a call at 784-3055.
Once again, on behalf of the City Council I would like to extend
the City' s support and endorsement of your efforts, and if we
can be of any further assistance, feel free to give our office

RESOLUTION SUPPORTING THE DRUG PARAPHERNALIA ORDINANCE
AS PREPARED BY THE CITIES OF EAGAN AND BROOKLYN CENTER
WHEREAS, the use of controlled substances is becoming an
ever increasing problem; and
WHEREAS, the City of Mounds View recognizes the potential
harm from the use of controlled substances to the individual as
well as to society at large; and
WHEREAS, the City of Mounds View has been actively combatting
the increased drug problem through strict enforcement of Mounds View
Ordinance #300 . 01 and continued police enforcement to curb the ever
increasing drug problem; and
WHEREAS, the Cities of Eagan and Brooklyn Center have assumed
a role of leadership in the control of eliminating the sale of any
items relating to the use of controlled substances;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Mounds View that the City hereby endorses, supports, and commends
the efforts currently being undertaken by the Cities of Eagan and
Brooklyn Center to curb the current sale and use of drug parapher-
nalia.
