I was able to contact Karen Ferguson this morning, she can attend
our meeting but not until 8 :00 p.m., Chief of Police DesLauries
will also be present for that part of the meeting.
Enclosed is a memo prepared by the City Clerk regarding the voting
machines . Additional information on unbudgeted expenditures and
revenues is to be available at the meeting.

SUBJECT: VOTER MACHINES

On July 15 you requested that I reappear at the July 29 Special
meeting with additional data for you to consider regarding the purch-
ase of twenty (20) used votomatic machines for the elections this
fall.
I talked with a representative from E&L Marketing regarding the
possibility of them changing their position on the rental of the
machines ; however, they would not consent to rental as these machines
have been used only once or twice and taking them out of storage,
shipping and return to storage would be very costly and could poss-
ibly result in damage to the machines . There also exists the need
for the City to purchase these additional machines as our popu a ion
is continually growing and we are not considering a change to a
different method of voting.
E&L Marketing has consented to accept payment of $2500 upon
delivery of the machines in 1980 which is $1510 over the 1980
budget for voting machines. The balance of $2100 would be pay-
able in 1981 when the election budget would be much smaller.
The purchase of the additional Ballot Tab machine was for the
purpose of assisting us in obtaining early returns. We also
established an absentee ballot precinct which will save time at the
precinct level after the polls close. We are trying to foresee
problems and plan ahead for a well run election.
One of the greatest responsibilities placed upon local officials
is that of conducting elections and it would be very unfortunate if
the lack of enough voting machines caused such long lines that many
voters would leave before casting their ballot.
