SUBJECT: AIRPORT RELATIONS COMMISSION WORKSHOP/ TUESDAY, SEPTEMBER 8, 2015
The Eagan Airport Relations Commission will meet on Tuesday, September 8 at 6:30 p.m. in the 2nd floor
conference room in City Hall (located at the top of the stairs, inside Administration). The meeting is the
annual goals workshop, and is therefore not televised. The meeting is, however, a public meeting, and the
public is welcome to attend. To ensure a quorum is present, please contact Executive Assistant Cheryl
Stevenson at (651) 675-5005 or cstevenson@cityofeagan.com if you are unable to attend the meeting.
I. ROLL CALL AND ADOPTION OF THE AGENDA
The agenda, as presented or modified, is in order for adoption by the Commission.
II. APPROVAL OF MINUTES
The minutes of the May 12, 2015 are enclosed on pages 0 through 5 . The minutes of the July 22,
2015 Airport Relations Commission meeting are enclosed on page (0 . These minutes, as presented
or modified, are in order for adoption by the Commission.
III. VISITORS TO BE HEARD
The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of public
meetings to permit visitors to address items of interest that are not addressed on the regular agenda.
Items that will take more than ten minutes or that require specific action can be scheduled for a future
meeting agenda.
IV. NEW BUSINESS
A. 2015-2016 ARC Work Plan - Enclosed on pages q and O is the 2014-2015 ARC work plan.
Also enclosed, on pages O� and 10, is a draft 2015-2016 work plan framework, which includes
the dates of the meetings over the next year, along with topics and speakers that were
previously scheduled. The Commission is welcome to make any changes to the draft work plan,
as it is intended as a discussion guide. The final ARC work plan is proposed to be presented to

the City Council at the October 13, 2015 City Council workshop. The workshop will begin with a
joint meeting between the City Council and the ARC to discuss the work plan and receive an
update from the MAC on the 2035 Long Term Comprehensive Plan.
V. STAFF / COMMISSIONER REPORT
A. Streets Alive ARC Booth—Steets Alive will take place from 11am-4pm on Saturday, September
12 on Eagan Outlets Parkway (adjacent to the Outlet Mall). The ARC will have a booth at the
event. Previously, a map of flight tracks over Eagan has been displayed, and business cards have
been provided showing how residents can contact the MAC with airport noise complaints or
inquiries. The Commission is encouraged to discuss any additions to the Streets Alive booth. A
volunteer schedule for the day will be provided at the workshop, and details on the exact
location of the ARC booth will be provided to the Commission as soon as it is determined.
B. Noise Oversight Committee (NOC) Letter re: Scheduled Early and Late Operations—Enclosed on pages
LL and 1� is a copy of the letter that was sent to each airline with scheduled nighttime and early
morning operations out of MSP Airport. The letter was signed by each community representative serving
on the Noise Oversight Committee. Additionally, the same letter was sent by the MAC Commission of
the whole. Both the MAC Commission and the NOC are awaiting responses from the airlines.
C. Update on Next Generation Initiatives/ ARC Member Dan Johnson—Commissioner Johnson
will provide a brief summary of the current Next Generation aviation initiatives underway.
VI. ROUNDTABLE
Per the request of the Commission, this agenda item has been added so that Commissioners have the
opportunity to ask questions or make requests for future agenda items.
VII. ADJOURNMENT
Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30 p.m. unless
agreed upon by the Commission.

MINUTES OF THE EAGAN
AIRPORT RELATIONS COMMISSION MEETING
MAY 12, 2015
A meeting of the Eagan Airport Relations Commission was held on Tuesday, May 12, 2015 at 7:00 p.m.
Those present were Charles Thorkildson, Carol Whisnant, Scott Johnson, Jeff Spartz, Thomas McCauley,
and City Administrator Osberg. Dan Johnson was absent.
Mendota Heights Attendance: Chair David Sloan, Sally Lorberbaum, Bill Dunn, Gina Norling, Arvind
Sharma, Jim Neuharth, and Kevin Byrnes and City Administrator McNeill.
The meeting was called to order by Chair Thorkildson, who introduced new member Thomas (TJ)
McCauley.
AGENDA
Commissioner Johnson moved, Commissioner Whisnant seconded a motion to approve the agenda as
presented. All members voted in favor.
ORGANIZATIONAL BUSINESS
Commissioner Whisnant moved, Commissioner Johnson seconded a motion to reappoint Chuck
Thorkildson as the Chair of the ARC for 2015-2016. Aye: 5 Nay: 0
Commissioner Thorkildson moved, Commissioner McCauley seconded a motion to appoint
Commissioner Whisnant as the Vice Chair of the ARC for 2015-2016. Aye: 5 Nay: 0

JOINT MEETING WITH MENDOTA HEIGHTS
Presentation by Jeff Hamiel, MAC Executive Director
Executive Director Jeff Hamiel gave background information of the MAC and provided a presentation.
Mr. Hamiel answered questions from the ARC members relating to new air carriers, rates of worker pay
at the MAC, RNAV automated air directional systems, worldwide airline expansions, and the possibility
of changes to runways. He invited the ARC members to take a "behind the scenes" tour of the MAC
facilities.
Discussion on Key Issues and Strategies of Both Communities' Airport Relations Commissions
The two groups shared information: Mendota Heights does charting of flight paths, and would provide
that information to Eagan. Eagan reported on its annual open houses and more recently electronic open
houses to engage residents.
Both groups felt that more frequent joint meetings would be beneficial, and that it would be helpful in
attracting quality speakers. They also asked staff to follow-up on the invitation from Mr. Hamiel
regarding the airport tour, noting they would like to do so in summer months when the daylight is
longest.
There were no roundtable items.

Director Jeff Hamiel on Wednesday, July 22, 2015. The tour began at 6 p.m. and concluded at 8

As I know you are aware, the Metropolitan Airports Commission (MAC), the communities located around
Minnespolis-St Paul International Airport (MSP), and the airlines have a long-standing partnership In
addressing challenges of airport noise issues through the MSP Noise Oversight Committee (NOC).
Although the number of total operations at MSP are down, during the month of June 2015, over 12,000 aircraft
noise complaints were submitted to the MAC. In response to the increased number of noise complaints, most
notably a 64 pment inerem in early morningtiaw night noise complaints, the MSP NOC recently mlyzad We
night and early morning flights at MSP. As you know, for decades MSP airlines have had a voluntary agreement
to reffain from scheduling fiWds, when possible, between 10:30 p.nL and 6:00 am in an effort to miniu&e
nighttime noise impacts to the mummuling community,
During the first six months of 2015, MSP has experienced 13 percent more We night and early morning
operations compared to last year. This year airlines appear to be scheduling more flights between the hours of
10:30 p,m. and 6:00 am., than in yeam past.
With the above in mind, I am writing to ask that Delta Air Lines WW into consideration the fact did MSP is
surrounded by residential communities who are sensitive to aircraft noise, particularly during the, night and early
morning hours. I am writing to request; when possible, Delta roftain frond scheduling operations during the
nighttime hours of 10:30 p.m. and 6:00 a.m. at MSP.
Thank you for your consideration and ongoing efforts to reduce noise impacts for the communities around MSP.
Please reply to the MSP NO detailing why Delta is scheduling early morning and late night opexations at MSP
and how the airline can address or improve upon the Issue of early morning and late night activity in the coming
filture,
