The permit application should include a cross section clearly showing the height of the wall and the relative depth of the footings and pool relative to the wall and the relative distance from the face of the wall to the footings and the pool with all of the dimensions. That permit application will be reviewed in the order that it comes in. that may be a couple of weeks,with the current back log. If the retaining wall is supporting a surcharge,the wall will require an engineered design to support the lateral load imposed on the wall by the footings an or pool.
