WATER TECHNOLOGY- REPORT OF FAMILY AQUATIC CENTER INFORMATIONAL MEETINGS City staff and representatives of Water Technology hosted community informational meetings on March 4 and March 10 to review concept plans for the proposed family aquatic facility with interested members of the public. Copies of feedback forms received, including meeting notes, is enclosed on pages_ through RZ. Water Technology and City staff will be present at Tuesday's workshop to review the public comments and respond to some questions from the City Council. Please note that this item has been scheduled under Old Business on the regular agenda. Official action will be taken at that time. A reduction of the pool plan is also attached on page QQ The Council should use the workshop opportunity to help clarify the public testimony and facility ideas that were generated at the meetings. Claude, Landscape Architect and Chief Pool Designer,presented background on the process to date and proceeded to a slide presentation showing some of the potential options that could be considered with the development of this project. Mr.Rogers clarified that this is a preliminary concept plan to give residents the opportunity to respond and provide feedback for the City Council. In reviewing the proposed plan,Mr. Rogers noted that Civic Center Drive is at an 894 elevation, the proposed parking lot would be at an 888-876 elevation. The bath house would be at the 876 elevation moving to an 874 elevation at the pool deck. This is also the same elevation as the first floor of the library. The proposed lazy river is expected to be at an 870 elevation and finally,the top of the sun turf area,adjacent to the residential area to the east,is at an 890 elevation. The 890 elevation is 16 feet above the pool deck area,Rogers noted. Following the slide presentation,Director Vraa passed out reductions of the pool plan and solicited input from the group. Question: Has the City looked at an indoor facility rather than outdoor? Response: Both the schools and YMCA have indoor swimming facilities. An indoor pool would be more costly to construct and would not meet the bather load necessary for the City's population. Question: The wading pool was targeted to a younger age group and is used very heavily. What is the bather load for the wading pool? Is this proposed pool going to be big enough to meet the City's need? Response: The wading pool was designed for a bather load of 84. Since there is no staff at that site,it is self policed. There have,however,been many more than 84 in the pool on some days. Proposed pool is designed for 2,000 bather load and on some peak days could have more than 3,000 visitors in a given day. There could be a maximum of 2,000 at any point in time,however. Question: Has there been any noise modeling done? Response: None has been done. Noise will be generated from this site,however consultants would not presume to tell people what level of noise may or may not be objectionable. Comment: When this facility was sited at this location there should have been some noise modeling considered. 3 Response: Consideration of the residents to the east was the reason the area is bermed with most activity moved to the west. The majority of people will be near the zero depth entry that is located the farthest away from residents. Landscaping will also be done to help mitigate the impact. Question: Why was there not a selection process for the site? Response: The municipal campus site was designed for a civic center,library,police,city hall and civic arena. The City Council wanted to look at this site to see if a facility of this type could fit. An in-depth study of other existing City owned properties was not done,however,it was felt that this type of facility would not be able to be accommodated at other existing sites. Being centrally located and close to transportation and trails was a large consideration in looking at the municipal campus site. Comment: Have been involved in aquatics for several years. Worked for Hennepin County Parks and the Lichfield pool for many years. Based on that background they found that the peak use was during the week day from noon-5:00 pm. Comment: Suggest shifting the pool and parking to mitigate impact to the library and residential area. Response: That option would push parking immediately adjacent to the library and the residential area and doesn't allow for buffering. It also doesn't function as wen on this site. Question: What is the length of the lap pool and how many lanes are there? Response: The lap pool is 25 feet and has 3 lanes. Comment: Would like to see more lanes and prefer 50 meter. 25 meter would work but definitely need more lanes. Response: The option to add lanes is possible but expanding to 50 meters may be cost prohibitive based on the bather load necessary for this water body. Questions: Where are the bike racks to park? How many will there be? Response: There will be several racks provided near the entrance to the park. Question: Why don't you build this on the property at Cliff and Pilot Knob? That is equally well centered. Grandchildren may enjoy the pool but doesn't want to live next to it. Work will need to be done to mitigate excessive noise. How many times will the facility be filled with cars? Where will overflow parking go? This project has already caused property valuation problems and a lost sale. "This is only a townhouse association to the east and therefore doesn't mean much." Question: What is the depth of the lap lanes? They don't need to be 12 feet,6 feet is sufficient. Lived close to the Richfield pool and it actually enhanced their property values. Also did not create objectionable noise levels. Would not hesitate to live next to a facility of this type. Comment: Berms and trees will make a huge difference in buffering noise. Noise is coming from the zero depth area primarily. Response: The depth of the lap lanes may be tied to what activities could be tied to that area. If,for example,water walking or water exercises were a proposed use,6 or 12 feet would be too deep. The water doesn't need to be deep in this area unless there is a drop slide of some kind. Question: What do other facilities have for lap lanes? Response: Some have 6lanes,25 meters (or yards) with diving board. This facility,as it is layed out,provided infinite opportunities for other things like lessons,etc. Question: Will there be a public address system and music during all open hours? Response: A public address system is required but a decision regarding music has not been made. Question: How many facilities pipe music through the PA system? Response: Approximately half. This issue has not been considered at this preliminary stage. Programming issues have not been discussed at this point. Comment: Suggest providing lessons. They would be very successful in this community. Comment: Great facility. Consider doing lessons and providing for competitive swimming. Question: Have a problem with the location. Suggest that another spot be considered. How close is the fence to the residential area? Great plan but wrong location. It doesn't have to be 130 feet from residential properties. Response: Fence would be 30 feet from the closest property. Question: When is the ground breaking? Response: If the Council proceeds with the plan,they are looking for an opening of June, 1999. Comment: Incompatible use. The arena is a quiet facility. This one will draw 2,000 people on a summer day when people will have their windows open. Is this the best we can do? Just too close to residential. Comment: Live next to the library and will be staring at an ugly fence and tower. Don't like that. Response: Decision has not been made as to what type of fencing will be installed. A black vinyl coated chain link,for example,literally disappears into the landscaping. The consultant noted that he personally would not have a problem living next to a facility like this. He also cited a situation in Illinois where$300-400,000 homes were built directly adjacent to an existing water facility similar to what is proposed. Question: How tall is the waterslide tower? Response: Approximately 35 feet above the water and 15-16 feet above the berm to the east. Director Vraa thanked everyone for attending. He noted that all comments received would be passed on to the Council for their review prior to the March 17 meeting. The meeting ended at 8:40 pm. Eagan Family Aquatic Facility Information Meeting March 10,1998 7:00 pm Director Vraa provided background for those in attendance explaining that what was being proposed was a preliminary plan designed to solicit input from the community. The design was based on the consultants'assessment of the community and it's need based on population. He continued that the City Council will be reviewing the feedback received from the public and will make a determination on March 17 if they will proceed to the design/development phase. It was noted that the 40 acre parcel was purchased in the early 1970's with the intention that it would be used as a municipal complex. Ten acres were given to the library where their current building is located. The Council wanted to determine the build-out potential for the campus and hired Ingraham Voss to do a study and see if a pool could possibly fit on the site. After researching several facilities,it appeared the size of the St.Louis Park pool would come close to meeting the need for the residents of Eagan. A footprint of the St.Louis Park pool was used in assessing the site to see if a pool and parking could fit. Once that was completed,Water Technology was hired to do a preliminary feasibility study which included determining cost for building and operating a pool of this size. The plan being presented,Vraa added,was a preliminary plan designed to show what pool facilities could be constructed for the$4.5 million budget estimate given. Vraa then started the slide presentation noting that Water Technology,Inc. and Leisure Concepts and Designs had prepared the information from some of the 200+pools they have been involved with. Question: Does the City Council,Advisory Planning Commission or any other commission members have an interest in any of these companies? Vraa: No Question: Are you sure? Vraa: Yes Following the slide presentation showing different possible components like zero depth entry, water in motion,water playground,water slides,lazy river,lap swimming,heated water,sun turf,sand area,concessions and landscaping,the pool layout was shared. Comments were then solicited. Question: Is there a diving board? Response: There is not one shown in the plan. A 3 meter board requires 14' of water and the pool is currently showing a maximum depth of 5 feet. A 1 meter board or 1 meter platform could be considered. Question: Has a sound study been done to assess the sound level from this facility to the adjacent homeowners? Has an environmental impact study been done? Response: No sound testing has been done to date. The consultants have indicated it would be difficult to identify the sound levels or compare one facility to another because they are all different. This plan,for example,has the pool located 14 feet below grade from the residential area to the east. It creates a"bowl". Comment: Want to see a sound study done. Also want an environmental study done because of the impact from"ripping out an entire forest". Response: A preliminary tree inventory has been done on the site and the City would be required to meet the Tree Preservation Ordinance requirements the same as any other development. It is expected that with landscaping the replacement trees would exceed the quality of the trees being removed. Question: How high would the trees be? Response: Will work with the neighbors so that an appropriate buffer can be provided to mitigate sight and sound. Comment: None of the slides showed a residential development surrounding these big pools. Response: Slides were provided by Water Technology to show examples of facilities that could be incorporated into a pool. Question: Why don't you know what sound studies can be done for this site?This information should have been available tonight in anticipation of concerns. Response: If sound studies had been considered they would only be able to be done during the summer when the other facilities are open. Information received to date has not led the consultants to believe that noise would a primary factor for this facility. They have moved the noisiest component(zero depth area) the farthest away from the residential area to the east. Question: Would you like to live next to this? When I moved into my home,the library said there would never,never be anything built in the wooded area near the library. Comment: The season for this pool would be approximately June to September;90 days. The hours would typically be 11 a.m.-9 p.m. The total bather load for this total facility would be 2,000. There may be some peak days where up to 3,000 people may be in and out of the facility. Youth Comment: If the City bought this land over 20 years ago that was before any houses were built nearby. Maybe they should've called the City to see what was planned to go here. V Question: Will there be the ability to limit the total number in the pool at one time? Response: Yes. Youth Comment: The pools are down hill from houses and the peak hours are typically during the day when most people are not at home. The trees will buffer the sound. Eagan needs a pool and this land was purchased to have something like this built on it. Question: Is it the City's intent to generate revenue to cover the cost of operation? Response: Yes. Question: What is the cost? Response: The first phase identified,to meet a 1200 bather load,is$4.5 million. The second phase,an additional 800 bather load,would bring the project total to$7 million. Question: What will be the charge to get in? Response: The consultants will be helping the City determine that. Comment: If the intention is to get the bather load to 2,000 maybe the pool should be built at one time rather than phased. Question: If the lazy river goes in,where would extra parking go? Would suggest allowing only resident parking in the nearby residential areas so that overflow parking doesn't occur there. Response: Parking has been expanded to meet what the consultants feel is necessary. Parking is always a concern given the amount of activity from the municipal campus. Satellite parking may also be considered. Question: Why would people park in residential area to the east? There's no access to the pool from there. Response: The City understands the concern residents have for parking in their neighborhood. Youth Question: A lot of older kids will use this pool and may will bike there. How many bike racks will there be? Response: Multiple racks will be provided anticipating a loi'of trail use to the pool. Question: If MRPA estimated a population this size needs a pool for every 20,000 residents, what would be the cost of building 3 separate pool? Triple? Double? Response: At least double. The greatest expense would be the duplication of operation,i.e. heating equipment,concessions,staff,etc. Question: How much staff will be needed? Response: Estimates are from 70-105 seasonal staff and probably 2 full-time staff. Question: At the main entrance to the pool can another entrance be placed farther to the south? If a parent with several small children has to park and walk to the entrance there are some parking locations that are a considerable distance from the main entrance. Used the wading pool many times during the week and found it was so popular because it was free. There were also a lot of people from outside the community using it. Eagan residents should get a break with fees for this pool. Response: The City may consider offering season passes to residents only and charging a higher fee for non-resident daily fees. Comment: The zero depth is a great idea. Would suggest some type of divider,i.e. rope, colored line,etc. as an indicator of the depth getting deeper. For example,mark 1 ft.,2 ft.3 ft,etc so that parents can easily identify the depth. Comment: Wonderful idea. Do the whole thing so that the older kids can have more things to do. The lazy river will fill that need. Also consider more lap lanes. Question: Is there a possibility that concerts will be held at this site? Question: Is there going to be an amphitheater at this site? Response: The Council has rejected an amphitheater at this site. Question: Has the City looked at any other sites? Response: The City doesn't own a site large enough to accommodate a pool facility like this. This site is centrally located,close to transportation and trail access and has south exposure. Question: Wasn't the YMCA willing to donate land? Response: That information appeared in the paper,however the YMCA did not approach the City with a proposal. It was also opined that the site would not be large enough. Youth Question: When will the pool open? Response: If the plan proceeds,the Council is hopeful to open the facility in June,1999. Question: Will that be both parts of the pool? Response: The Council will decide. Question: Could both parts be built to open in June,1999? Response: Yes,if they start construction this August. Question: If this was done in stages wouldn't it be more expensive than to build it completely right away? Response: Yes there would be some cost savings by building everything now rather than in stages. Question: Is the vote to proceed with this pool tied with the second sheet of ice? Response: No. They are separate issues. Question: Were there any commitments made to residents regarding what could/could not be done with this site? Response: Not that we're aware of. Question: If this is the proposal,what is the next step? Response: The Council will review the public's comments and decide whether to proceed to the design/development stage where the plan will be refined based on input received. That decision will be made on March 17. Question: Will the Council alone make the decision? Response: Yes. Comment: An outdoor pool is great but a community center with an indoor pool would be much better in Minnesota. Response: The debate for indoor vs. outdoor continues. An indoor facility would be much smaller and would not satisfy the bather load. It would also be more expensive to build. Comment: If a pool is going to be built,competitive swimming element is needed. Don't need a lazy river or too many fancy,frilly things. Youth Question: Since there seems to be some concern for location,can the pool be moved to the large area at Lexington and Diffley? That doesn't seem to get used much. Response: It would be necessary to tear out several ball fields that were built just a few years ago which would result in a shortage of softball fields. Question: Can the pool move any farther to the south? Response: It is as far south as it can go because of elevations. Question: What is the distance from the water line to the nearest property line? Response: Approximately 180 feet. Question: The City Council has the option of just spending this money from the Community Investment Fund and isn't required to offer a referendum? This is a repeat of the ice arena that was built after it was voted down. Response: Explained the Community Investment Fund. The civic arena was build using part of that fund but also from$600,000 raised by residents. Question: Isn't that money the residents no matter where it came from? Comment: Have lived here for 14 years and think the pool is a wonderful idea. It seems that there are a large number of residents who would benefit from this and there needs to be a broader view of what is needed for this fast growing community. Comment: The facility is not the issue. The City does so much recklessly without considering the future. Question: Wasn't the wading pool build as part of the ice arena package? Response: $100,000 was allocated for the wading pool and its use has far exceeded anyone's expectations. The use of the wading pool prompted many calls from residents looking for something larger to meet the needs of their older family members. Question: Will the Council be making a decision on March 17? Response: They will be reviewing all the input received to date and give direction on how to proceed. Question: Does Parks and Recreation head this up? Was this their idea? Response: Staff is responding to the City Council's direction. Question: Can the decision be made on March 17 by the Council to proceed with building this pool? Response: The Council will be deciding whether or not to proceed to the design/development phase of the project. They will have several opportunities to stop the project up until the time bids are let. Question: Would it be realistic that work could start this summer? Response: That is possible should the Council decide to proceed. Comment: Doesn't have a swimmer,however sees the need to incorporate lap swimming. Youth Question: Don't pools like this typically pay for themselves or make money? Response: Pools like this commonly generate revenue. Some that are built with revenue bonds have been able to pay back the bonds and construction costs. St. Louis Park, for example had a net revenue of over$100,000 after it's first year of operation. Comment: She and neighborhood are very much in favor of pool. They all agree that the wading pool was a "teaser"and that there's a need for more. Although there seems to be a lot of hostility towards a pool,she would love to live next to it. Would rather see landscaping and a pool rather than a big brick building. Recently stayed with friends in Sioux Falls who live next to a pool. They have not experienced objectionable noise levels. Youth Comment: Some people are against this pool but most people are in favor. Maybe those against it should step back and think about what is best for the whole community. This would be a great place to recreate for everyone. Comment: Our concern is for our property value. We think it will decrease because it is next to a pool like this. Response: A study just completed in Minneapolis cited that people surrounding parks generally see an increase in their property value. Comment: Families don't typically buy townhomes. Usually it is young couples or retired folks,both of which would be concerned about the noise. Response: The City will need to work with the neighbors surrounding the pool to see what may help. Will explore landscaping and berming possibilities to help mitigate concerns. Question: In favor of pool. How does one express that support without being boisterous, loud and redundant. Don't want to be calling Councilmembers every day and/or /3 flooding them with letters to get point across. just want to supply voice support once. Response: Comments are being documented this evening and will be passed on to the City Council. Every comment received at City Hall will be forwarded onto the Council as well. Question: If pool is open until 9 p.m.will here be lights on? Response: The design criteria have not been done for the pool as yet,however,code will require some type of security lighting on the sight. The pool will not be open till midnight,however. Comment: Very much in favor of pool. Has the City met separately with the residents to the east to address their concerns? Response: The consultants were asked to be considerate of the residents'concerns during the design process and once a design was completed everyone would have an opportunity to respond to it. Thus,the informational meetings. Once the plan gets farther along,there will be a meeting with the residents. Comment: The noise is not going to be as big an issue as some may think. Having been involved in the outdoor pool business for several years,this is a great site for a facility of this type. The noise will be more controlled and confined than people may think. Question: (asked of residents to the east) What could the City do to make this better for you? Response: Move it. Even if it could be moved away farther that would help. What will we see from our deck? Response: Based on the grades,when you look out your second story window you will be at the same height as a 4 foot spruce that would be on top of the berm. The fencing would be another 4 feet above that. Comment: In favor of the pool and looking forward to using it. 25 meter lap pool is inadequate-need a 50 meter with 8 lap lanes. Not interested in a lazy river. Comment: In favor of pool. Eagan would be making a mistake in not adding more lanes to the lap pool and the lazy river for older kids to use. What a great opportunity for summer jobs. Suggest that the lap pool have 8lanes. Comment: In the space available it may be cost prohibitive to do a 50 meter pool. Can the lap lanes be increased to 8 with a 25 meter pool and then downsize the lazy river? Response: If lazy river smaller,it won't accommodate the total 2,000 bather load. The addition to the lap pool will not meet that total need. My family is in TOTAL SUPPORT of moving ahead and building the aquatic center. After attending this week's meeting and learning of such a plan,you are to be congratulated on your efforts. This is the kind of idea that builds cities, promotes pride,generates fellowship&community spirit, provides entertainment&enjoyment for all-and takes away the poor reputation that many politicians have because this shows they care about the community, not their re-election status. As a taxpayer(resident)of Eagan,our family is in TOTAL SUPPORT of having such a facility. We attended the town meeting this week and enjoyed learning more about the aquatic center. We especially appreciate the fact that the funds are already available for this project without an increase in taxes. While there was some rather hostile objection from a few nearby residents at the meeting, if assessed from a non-emotional perspective,this is yet another well-planned enhancement for the Eagan community. Thank you for this opportunity to inform you of our opinion. A concern we have is that the people who were able to attend the meeting does not represent a true depiction of the populous of Eagan. A majority of the families who would support such a facility were not able to attend the meeting for various reasons which include: it's late hour of conclusion (most families had children in bed),other family activities with conflicting schedules (sporting activities, music lessons,scouts, etc.), and the need to have a baby-sitter to attend. The meeting was a very good forum to communicate and address questions. I am terribly disappointed, however,with the manner in which many people who oppose such a facility conducted themselves at the meeting. Several of them were very disrespectful and often were yelling, interrupting others, not waiting until acknowledged and called upon to speak, making personal attacks rather than dealing strictly with the issues, etc. While I attempt to remain objective and non-emotional about such issues, I'm challenged in understanding why people behave in the manner all those people who were opposed did. Of those in support, none were disresptful of their fellow citizens in asking questions. Again,WE ARE IN TOTAL SUPPORT OF MOVING FORWARD WITH THE EAGAN AQUATIC FACILITY. Please make your decision in favor of building such an enhancement to the community. Eagan residents appreciate your efforts. Thank you. As a father of two young children in a city that is populated with young families, I say it is long overdue. While it may not be ideal facility for all, it more than meets the needs of the majority. There will always be opposition to new endeavors such as this. It is important to listen to those concerns, but it is also important that the decision be based on the needs of the community as a whole. I also am in strong favor of the city plowing the trailways during the winter. This issue should be brought before a public forum for open discussion. In addition, it is time our elected officials creatively tackle such issues instead of blocking them with concerns of money and liability. l want my representatives to seek solutions. What features of the plan do you like the most? I like the concept of something for everyone and that it is geared toward families. I like the concept of the drop slides into the deep water, but still would like to have a regular diving board available for jumping and diving. 3. Is there anything that concerns you about the plan? The slide access is fairly remote and would like to see it more centrally located as that is where the lines would develop. It could also possible cut down on the noise to the Windcrest neighborhood. If costs come into play,the slides could be reduced as they look rather large. The dual slide at the Richfield pool is plenty adequate. 4. What would you change? Not sure if the lazy river is needed, although a neat option. Other than that, I think the other features are all necessary. 5. Comments. The City of Eagan needs this facility. Schultz Lake is okay but so limited. As a working parent, I don't always have time to drive my kids to Richfield or Edina to go swimming. A facility five minutes from my home would be great! Please approve as soon as possible so they can enjoy it while they are still young. Being able to go swimming with your friends is part of the fun of growing up. I realize that there is the debate about doing an enclosed facility like Shoreview. That has significant appeal to ma)amize use, but it isn't the same as being outside. And when you live in Minnesota,you want to enjoy the outdoors as much as you can. I don't want to come home from work just to go back indoors- I want to be outside. That's another reason why the YMCA site is a better location. Let's use common sense. Let's not shoe horn the aquatic facility on the Municipal Center site. When I was growing up, the pool I used had an attached baby/toddler pool. This is what you are planning. When young children soiled their swim suits, the pool would be closed for the day. With such a large open area for all ages, are there separate barriers so that the entire aquatic facility would not have to be closed ? Could the lap area or deeper depth areas be separated by a barrier, so that people with no young children would not be prevented from using the facility ? And to insure that it is designed mechanically to remain in operation. Should there be a separate area for young children ? Summer is too short in Minnesota to have a facility closed at random for an entire community, because of one child. 4. What would you change ? a. My experience with the lazy river is that it is something you do once or twice, not a large repeat activity. The lazy river also uses a lot of space. It is currently planned as an addition or second phase. By building the "leisure pool area"and the lazy river, side by side, enlarging the "leisure pool area" in lieu of building the lazy river does not seem to be a viable option. I would like the design and design stages to be more flexible for the needs of the community. Should the lazy river be planned to encircle part of the facility ? Or, how about an option where the"leisure pool area" and slides are expanded in phase two ? Two distinct facilities, seems to lessen the flexibility. b. I would like to see the 25 yard pool changed to a 25 meter pool. People that do swim laps, would enjoy the length. Organized team swimmers would find better use of the space. Teams very often rent space at the non-used times of the day, early morning and later evening. It would provide additional space for lessons. I know growing up,there were fun games that required more and deeper water to play. I would also like to see additional lanes, rather than the designated three lanes. 5. Comments a. It is a very nice facility. 1 am not sure if the location is the best to fit the needs of the community. My house is not next to the site. I wonder if the pool should be located more central to the population. b. The shared parking concept with the ice arena, reduces the need for additional parking space. However, I look at all the ball parks, the amount of green space allotted for their use, and the amount of time the fields stand idle, and wonder if the aquatic facility is not being short changed. Apple Valley is allotting a substantial amount of space, also using the shared parking concept and doing a fine job. Community Center doesn't mean that all a31 the facilities have to be in that close a proximity. However, the planned site is much better than the YMCA offered location across a major road without bike paths. c. This facility appears to be planned for the 10 and under age group. I want to applaude the City Council for seeing the need for an outdoor pool! I was surprised when I moved here from Ohio 6 years ago that the only outdoor pool in the area is Redwood pool which is very small. On very hot days, you have to wait in a huge line and may not get in because of the limited capacity. In an area with so many kids, a large beautiful pool with deluxe slides and other amenities of a comprehensive aquatic facility would be a very attractive addition to Eagan. It shows we care about families and it will be a great place to take the kids in the summer. Some of my fondest memories of childhood are from enjoying the sun and fun at the nearby park. It was a beautiful facility, but didn't have a zero-depth entry, as I understand this pool will--what a great idea! I'll be very disappointed if we let anything stand in our way from moving forward in such a positive way. You have my full support on this, as I suspect you will from most other parents. I found the plans for the facility are very exciting and I believe the usage of the facility will be quite high. But I do have some concerns: 1. The residential property is very close to the planned positioning of the facility. I agree with the citizen that if Eagan does have other property would it be able to place the facility there without building it as close to existing residential buildings? (I live at least two miles away from the proposed facility and am not concerned about noise.) Eagan should consider the rights of all citizens not just the majority. The city should at least be able to state that it did examine other property it owns for the facility before proceeding. 2. As far as being close to the library- I don't believe the noise will be a factor. I've used that library for many years and it's always been noisy. I don't think anybody whispers in the library anymore. 3. I, too, find it hard to believe that sound levels haven't been estimated. With over 200 facilities built-the consulting firm should be able to do a measurement of similar sized parks- and report those results. Measuring sound can be done objectively-whether the listener considers it noise or not is subjective. Airplanes vs. pool noise IS subjective- but both can be measured. If this can't or isn't done-the city should explain why not. 4. Another area I think that needs to be double-checked is parking capacity. Again, with 200 facilities-the consultants should have a ratio of visitors per car that use the park. That can be used to calculate the capacity required. Also, I used to live close to the Burnsville Ice Center and that facility had cars almost every day of the year- including the 4th of July. And with the expansion of the ice arena in Eagan even more parking will be used by those visitors. Overall, I think the facility should go forward. I'm in favor of it and know that with a new baby, my family would get it's use out of it. The middle school of district 197 does not offer a pool for its students. A city pool is a great idea and offers alot to the community. I have visited with my family (sons ages 16, 11, 7) the Shakopee pool, the Bloomington Pool, Beaver Mountain, the St. Croix water park, Valleyfair water park, Wisconsin Apple River Tube Floating, and Wisconsin Dells Water parks. To offer the residents of Eagan, a water facility is a very exciting adventure. Its proposal has to pass. It is too exuberant to avoid or dismiss. I am willing to volunteer in any way to aid and assist in the formation of such in all phases of its plan to passage at the council to the completion of opening day. The only issue I have with the construction of such a facility is the potential downsizing of the plans. We too often get conservative with such projects and end up paying a lot more later with add ons to meet the demands of the community. The cost of building a large first rate facility will easily pay for itself and when you amortize the additional costs of making it one of the biggest and best in the metro over the next 20 years, the cost differences disappear. I am a strong supporter of building it big, going 1st class and doing it all right away. Waiting to build the lazy river will only increase the cost of the overall project and reduce the facility's entertainment value. Be brave!This project can't miss. I grew up in a community half the size of Eagan and going to our municipal pool nearly everyday of the summer for either swim lessons and/or open swim has left me many wonderful memories. We have been waiting for this day for 7 years. It is very frustrating to drive to other communities and pay a fee for their municipal pool IF we can get in. I was back home one week last summer and took my children to my hometown's (Neenah, Wisconsin) NEW municipal pool!! They tore down the old one and built a beautiful facility. The new facility is very similar to the one in St. Louis Park. Neenah's population is still less than Eagan and they are on their second municipal pool. I believe the pool paid or has nearly paid for itself in user fees. The number of seasons passes sold has far exceeded their expectations. We can not believe the community of Eagan cannot or will not support a municipal pool. It could be such a healthy outlet for our children and a wonderful outing for a family. Are we not trying to promote positive and healthy opportunities for our children and families? It is not clear to me why Eagan needs such a facillity. At a projected cost of$4.5 mil to $7mil it is abundantly clear that some sort of bond will have to be passed to finance the construcion. If you think that I am naieve enough to believe that my taxes arent going to increase then you are mistaken. As I see it this is just another project that is being pushed by a vocal minority of the residents and by big buisness. Something similar to the new community center that kept geting turned down time and again until people got tired of hearing about it and it finally passed. In the same edition of'This Week'on the opinion page there was a letter about the city not clearing the snow off of the sidewalks. It is unfortunate that a city that prides itself on the quality of life that it maintains for its residents seems to go out of its way to spend millions on the amenities whial overlooking something so simple. And this is just one example. How many traffic accidents are there at the many 4 way stop signs every month? I for one would rather see my tax money spent on the publics welfare than on the city of Eagans immage. As residents, and potentially Gose neighbors,we are strongly opposed to the proposed water park near the municipal center. Our reasons are as follows: Noise- Large numbers of children near a residential area in the summer with the windows open. This could rival the airplanes for distraction, erosion of property values and difficulty in finding buyers for homes.This type of facility needs a buffer area whose size and shape should be determined by modeling the noise to be generated on a typical day.This modeling should be done as part of a selection process for a site if the facility is to built.This is certainly not the type of facility that should be retrofit onto an existing property simply because it is available. Planning -We believe that this type of attraction is not in keeping with the idea of a municipal center. The facilities currently located there (with the exception of the arena) are municipal functions, city offices, library, police department etc. While these are not residential,they are not the types of facilities you would hesitate to live near. Based on the traffic surges,the arena is a bit more of a problem and the proposed water park is in a completely different league.That is, a facility that you would actively avoid in looking for a new home. Traffic-With the current level of development at the municipal center, there is already significant traffic in the area. Problems will include safety (lots of children and lots of cars), noise although the noise made by the kids will probably drown out noise made by the cars,air pollution due to increased levels of carbon monoxide and slower movement based on congestion, and increasing difficulty in pulling out onto Pilot Knob or Wescott. Fairness-The people who built or bought homes in this area had some reason to expect that the neighborhood would remain residential in character.The city had done a good job in putting together a plan for development.That plan did not envision "Water World" so near a residential neighborhood. The airport has noise corridors,this type of facility should have similar areas, probably in concentric circles in which there are no residences. As a comparison, most people do not find a pasture with cattle offensive, in fact, it is probably relaxing to view. Now increase the concentration of cattle to a feedlot and you have a major political battle shaping up in Minnesota over the odors and the environmental problems. Similarly, most people don't mind the sounds of children playing in or near their yards. Now increase the number of children and concentrate them in a relatively small area and the noise levels become intolerable in a residential neighborhood. Loss of Park Land-As currently configured, there is a strip park (which includes ponds, brush, trees and open areas)which is more of less contiguous from Lexington (Patrick Eagan park) through our neighborhood to Pilot Knob. Given the size, shape and diversity of ecological systems of this park we get deer, coyotes,fox and lots of birds, including woodland, aquatic and open area species. This type of park is as valuable and necessary to a city as the developed parks for structured human activities. We have frequently visited other outdoor pools. We feel there are several features that make a pool like this successful: 1. Create a enormous pool so everyone has room to swim and play. It is better to have extra space than to have to tum potential customers away. Please don't cut costs by reducing the size. 2. Have a zero depth so the pool is easily accessible, even by the physically challenged. 3. Provide a large section of two to four foot depths so children can increase their comfort level with swimming. Lifeguards and swimming instructors may thank you. 4. We like the idea of having water slides and diving boards. Though, if we had to chose one over the other, a water slide would be our choice. We see a lot of families taking advantage of the water slides. 5. We would like to see the Eagan pool the size of the Bloomington pool but even larger to accommodate the volume of Eaganites. Bloomington has two water slides, diving boards and a lot of space for swimming. We feel more two to four feet levels should be included in the Eagan pool. I can remember the fun we used to have back in the early 70's at the"old" Highland Pool in St. Paul. Now my children, ages 13 & 12, swim at the"new"Highland Pool in the summer when they visit their grandparents in St.Paul. Based upon my limited knowledge of the"new"Highland Pool (never having swam there myself), I feel one issue that needs to be addressed in planning the Eagan facility is parking. It seems that there are never enough spaces allowed for any of the buildings/facilities that are plan4d(ex. Schools, library). Depending on the Eagan pool location, my children could ride their bikes (please include enough bike racks); however, I would still prefer to drop them off and pick them up from the pool, if I am not able to attend with them and if not conveniently located to our home. My 12 year old suggested that you allow enough enough table space/eating area when they want to take a break from swimming. How about locating the pool facility on the vacant land at the SE comer of So. 149 and Yankee Doodle Road? The stop lights are already in and it would be better than another trucking facility in the neighborhood. I feel that the project should be completed all at once, not only for the financfal reasons, but this would also ensure that there would be no disruption in the Centers schedule at a future date. Facts of the planning phases have come to me only through the local Eagan Newspaper,and through no other source. So,please understand if I should have any misconceptions. Following you will find the facts as I currently see them,and my concerns. 1.) A survey was sent to select Eagan residents,asking them to choose which of several projects would best serve their interests,one of which was the Aquatic Park. Replies from the survey indicated that of the choices given,the Aquatic Park was the best received and of most interest to those surveyed. Concern: Replying to a survey as to which of several choices most interests those surveyed,does not compute to a"yes"vote by those surveyed. Was it clear to those who replied that the information would be interpreted in this manner? If not,this is gross misrepresentation of the matter. What percentage of our Eagan residents received the survey,and how many replied? I never saw a copy of the survey,and was not asked to participate. 2.) The developer of the Aquatic Park Project was asked by our City Administration to present a proposal to the City of Eagan in the 4 million dollar range. The Developer came back with a plan for a production cost of over 7.1 million dollars, nearly twice the cost Eagan administrators were asking for. Yet,our city administrators are considering this 7 million dollar pricetag. Being built in phases does not decrease the 7.1 million dollar pricetag down to the 4 million dollar range. Concern: As with any budget,doubling the cost of such a project, and implementation of such a plan needs long and careful consideration by Eagan administrators. Two or three meetings cannot take into consideration the ramifications the would follow a project of this magnitude. Bigger is not always better, in spite of the wonderful results of the Mall of America. Have you taken enough time to consider the hidden costs of this larger facility should you decide to go ahead with a"yes"vote 8 days from now? 3.) Council members and staff "talked"about the need to prohibit parking in the Windcrest area cul-de-sac and to prevent back gate admittance if the project is approved as designed. Concern: Talking about the need to prohibit parking and preventing back gate admittance MUST result in a firm commitment to these concerns. There must be a commitment to preserving the peace and tranquility experienced by residents of the Windcrest area. Anything less is a disservice to the Windcrest taxpayers. The vague term"talked about"does not appear anywhere else in the Aquatic Park plans. All other aspects of the plan seem to use the words"will include". Let's apply this to the parking and admittance plans as well. There should be no room for debate on these issues in the initial planning stages. 4.) A cyclone fence enclosing the park would be just 8 feet tall,and in spite of a burro, 14 feet of the largest slide and tower will be visible from the Windcrest homes. Not only is the largest tower visible, but the tower will be only 100 feet from the property lines and 130 feet from the homes. Concern: Since the City of Eagan is considering a Park proposal with a pricetag nearly double that originally solicited for,would it not be practical and realistic that in turn,more dollars be invested to protect the surrounding residential areas from the sounds and sights of 3,000 people daily,playing within 100 feet of their property line? I only ask that you consider the impact of a project of this magnitude in your own personal neighborhood. This project is contrary to all the wonderful park planning and pleasing environmental considerations given to each and every other neighborhood in the City of Eagan. Windcrest residents deserve and are paying for the same quality of living that other Eagan residents, including yourselves,expect and enjoy. It is unfair to assume that because only a handful of residents are affected, it is acceptable to invade their privacy and rape the environment for which they paid dearly in mortgage payments and tax dollars. Again,what would you expect for yourselves and your own family if you were a Windcrest resident,or if a 7 million dollar park was planned 100 feet from your property line. Think about this carefully,and reconsider the need to create a park project of this magnitude, adjacent to residential taxpayers' property lines. How will you protect these taxpayers with an 8 foot cyclone fence, and a burn that is 14 feet lower than the highest recreation point in the park? This is not acceptable. 5.) With a bather capacity of 3,000 daily,there are plans for 164 additional parking spaces besides the available parking at the Municipal Center. Concern: There is no mention of total number of parking spaces that will be available upon completion of the final development phase,allowing for 3,000 bathers. It appears that there will be well below 500 spaces. How will this impact the entire residential environment,not only in terms of parking,but in terms of traffic flow and noise pollution throughout the entire Pilot Knob and Wescott area. A loop road is planned for a drop off area,but no mention is made of a parking overflow area should one be required for 3,000 bathers daily. How will you plan for overflow parking before the need arises? Can you guarantee now that the Windcrest residential areas will be permanently protected from this encroachment as well? My last concern surrounds the magnitude of this $7 million project. Realistically,and practically speaking, can this be justified when you consider the kinds of summers we Minnesotans experience? It is not unusual for Minnesota summers to begin in July and end in August. Two years ago my sister, who lives in Inver Grove Heights, was able to use her swimming pool just twice the entire season. Costs of just maintaining and operating a small residential swimming pool are enormous in terms of chemicals and energy output for heating,etc. Consider the costs of maintaining swimming and pool facilities that could go unused an entire season. With the cyclical weather patterns in Minnesota,there will be years when little usage will result in huge cost overruns. In closing, please look closely at all these points I mention. Although my residence is not immediately adjacent to the park project,I think I speak for many taxpayers living in surrounding neighborhoods who will be impacted by a project of this magnitude. You might be very wise to go back to your original $4 dollar figure,or,better yet,consider a proposal that can be used year round, that does not negatively impact the environments of local taxpayers. Being a"moneymaker" may be impressive in terms of our current societal standards, but aesthetically and practically,this is a very unimpressive. It seems with the high taxes we pay in Eagan you should forego the need to build parks of this magnitude to generate income. You should instead be concentrating your time and energy on spending the high tax dollars we pay toward facilities we can use year round that don't sacrifice even one person's peace and solitude, and that don't risk becoming white elephants at the taxpayers'expense. Please spend our tax money wisely,and don't lose perspective of all that we have accomplished thus fare in preserving the peaceful environment all Eagan residents have come to know and expect.
