Next Advisory Parks Commission Thursday January 14, 2016 7:00 p.m. Council Chambers AGENDA ITEM: III.A – Affinity at Eagan TO: Advisory Parks Commission PREPARED BY: Jared Flewellen, Assistant Director of Parks & Recreation PROPOSAL: Affinity at Eagan, LLC, is requesting approval of a Rezoning, Preliminary Planned Development, and Preliminary Subdivision for development of a multi-family senior housing complex and townhomes upon approximately four acres located at Cedar Grove Parking and Nicols Road, legally described as Outlot A, Paragon Addition. The proposed subdivision will create separate parcels for the senior housing and townhome portions of the site. The senior housing proposes 173 units in a multi-story building with underground parking upon approximately 2.7 acres. The townhomes consist of 19 units in four buildings upon approximately 1.4 acres and would be constructed in a future development phase. BACKGROUND/EXISTING CONDITIONS: The site is located within the core area of the Cedar Grove Redevelopment District. The property was platted as an outlot in 2013, with the subdivision for the Paragon retail development and construction of the City parking garage, which is adjacent to the east of the property. The Cedar Grove Redevelopment District anticipated a mix of residential and commercial uses. The Cedar Grove Commons Special Area land use plan includes a variety of uses to shape the redevelopment area as a mixed-use, pedestrian and transit-oriented design. Residential townhomes are a conditional use within the CGD zoning district. PARK AND TRAIL DEDICATIONS: Park Dedication The City Council recognizes it is essential to the health, safety and welfare of the residents of Eagan and persons working in Eagan, that the character and quality of the environment be considered to be of major importance in the planning and development of the City. In this regard the manner in which land is developed and used is of high priority. The preservation and development of land for park, playground and public open space purposes as it relates to the use and development of land for residential, commercial/industrial purposes is essential to maintaining a healthful and desirable environment for all citizens of the City. The City must not only provide these necessary amenities for our citizens today, but also be insightful to the needs of future citizens. Advisory Parks Commission December 8, 2015 Page 1 It is recognized by the City Council that the demand for park, playground and public open space within a municipality is directly related to the density and intensity of development permitted and allowed within any given area. Commercial developments will pull a greater numbers of people, both employees and customers, into a specific area potentially impacting any existing park facilities and/or creating a demand for additional opportunities. Residential developments will have sustained impact on park facilities. The Park dedication requirement can be satisfied through a cash payment, land dedication or combination thereof. It has been the policy of the City to grant credit for prior park dedications made on specific platted properties and apply them to a dedication that may be due as a result of a revised use, expansion or other site alteration to the same property. The proposed Affinity at Eagan development is located in the service district served by Bridgeview Park, located immediately to the northeast of the development site. There are two large community parks within a two miles radius and several neighborhood parks. Because there are no land dedication opportunities on this development proposal we recommend that a cash dedication may be appropriate. The cash dedication for proposed Lot 1 will be payable at the time of final plat at the rates then in effect. The cash dedication for proposed Lot 2 will be payable at the time of building permit at the rates then in effect. The figures below are based on 2015 rates. Park Dedication Calculation: Classification: High Density Residential / Multi-Family 2015 Apartment /Multi Unit Rate = $3,308 per unit 2015 Townhome Unit Rate = $3,562 per townhome unit • Proposed Lot 1, Block 1, Cedar Grove Parkway 5th Addn/ 173 MF Units @ $ 3,308 = $572,284 • Proposed Lot 2, Block 1, Cedar Grove Parkway 5th Addn/19 TH Units @ $ 3,562 = $ 67,678 Estimated Total Residential Dedication due = $572,284 + $ 67,678 = $639,962 Trail Dedication The Eagan trail system is designed and intended to provide a non-motorized link to various points of interest, City facilities and commercial areas throughout the City. The trail system can also serve a transportation and recreational purpose. The trail system is an integral part of the overall City plan. To more adequately assure the timeliness and priority for completion of segments, especially those that provide and promote connectivity, the City Council has resolved that as a prerequisite to plat approval, sub-dividers shall make a Trail Dedication. Said dedication may take the form of a land dedication for a trail, a cash payment to the trail fund, or the development of an approved trail that provides public benefit. Existing trails are contiguous with the development site on the north and west side. The trails are interconnected with the city wide trail system. The trails in this development provide easy access to the transit station on the west side of Nicols Road. Because of the public value of the new walks it may be appropriate to consider a credit towards the Trail Dedication due. Advisory Parks Commission December 8, 2015 Page 2 Trail Dedication Calculation: 2015 Apartment/Multi Unit Rate = $250 per unit • Proposed Lot 1 Block 1 Cedar Grove Parkway 5th Addn/ 173 units @ $250 = $43,250 • Proposed Lot 2 Block 1 Cedar Grove Parkway 5th Addn/ 19 TH Units @ $250 = $ 4,750 Estimated Total Residential Trail Dedication Due = $43,250 + $ 4,750 = $48,000 Development Credit for Trail Construction: Trails or walks having public value as a connector or that provide a recreational experience • Proposed 6’ and 8’ sidewalk along the south and the east sides to match with existing trail Approximately 988 Lineal ft @ $43.80 per lin ft credit value = $43,274 Because the trail construction credit is nearly equivalent to the cash dedication amount for the first phase construction of 173 senior units ($43,274 vs. $43,250), trail dedication for proposed Lot 1 shall be fulfilled through construction of adjacent trails as shown on the development plans. Future development of proposed Lot 2 will be subject to cash dedication at the time of development at the rates then in effect. Based on the submitted concept plan for 19 townhome units at 2015 rates, the amount due would be $4,750. TREE PRESERVATION: There are no tree preservation issues associated with this development. WATER QUALITY/WETLANDS: Wetlands Because there are no wetlands on site, City Code §11.67, wetland protection and management regulations, does not apply. Stormwater Management/Water Quality The applicant proposes to add approximately 173 apartment units and 19 townhomes, sidewalks and driveway, totaling approximately 3.0 acres of impervious cover on the 4.0-acre site. Runoff from this site is proposed to be connected to the existing public storm sewer system that drains to a large regional basin (AP-54) with shelf-infiltration capability. Off-site stormwater management has been accounted for with this site’s redevelopment by the previous expansion of the large regional basin (AP-54) for the larger Cedar Grove area redevelopment. ALTERNATES TO BE CONSIDERED: 1. Recommend that the Developer satisfy the Park Dedication requirements with a full cash dedication. 2. Recommend that the Trails Dedication shall be satisfied through installation of a rail system along Cedar Grove Parkway and River Valley Way adjacent to the development site. Credit shall be given for the cost of trail construction and any unsatisfied dedication fulfilled through cash payment at the time of final plat at the rates then in effect. BACKGROUND/EXISTING CONDITIONS: The subject 1.8 acre lot was platted in 1972, as Lot 5, Block 2, Wilderness Park 3rd Addition. There is an existing house that was built in 1967 and the existing detached garage was built in 1996. The proposed subdivision meets the majority of the R-1 requirements except for the 50 foot lot frontage and minimum lot width requirement. PARK AND TRAIL DEDICATIONS: PARKS The location and size of the development do not provide for a beneficial opportunity for a land dedication therefore it is recommended that the Park Dedication requirements be met through a cash dedication consistent with the approved fee schedule. TRAILS The location of the development does not provide opportunity for any connectivity consistent with the City trail plan therefore it is recommended that the Trail Dedication requirements be met through cash dedication consistent with the approved fee schedule. TREE PRESERVATION: This application’s tree preservation will be considered as an individual lot at the time of building permit application for Wilderness Park 4th Addition Lot 2. WATER QUALITY/WETLANDS: WETLANDS Because there are no wetlands on site, City Code §11.67, wetland protection and management regulations, does not apply.
