Project Information This project included the construction of a new parking ramp along the south side of Eagan Outlets Parkway in Eagan, Minnesota.The ramp has two levels(one level above grade)with a footprint of about , 272,000 square feet. The ramp is also designed and constructed to accommodate a third ievel addition in , the future.The ramp primarily has cast-in-place (CIP)and pre-cast cancrete columns and walls with post- '� tensioned (PT) concrete decking. Some interior walls will also be concrete masonry unit (CMU) '� construction.The south, east and west walls of the first level are designed as CIP retaining walls which ''� retain soil masses and future construction behind them.The at grade level of the ramp has a ground I supported CIP concrete slab. II Special Inspection and Testing Procedures The special inspection services were provided by International Code Council (ICC)certified special inspectors in accordance with the requirements of Chapter 17 of the International Building Code (IBC), the Special Inspection and Testing Schedule and/or the project plans and specifications. The purpose of special inspections is to provide a review of the contractor's work designated by the project structural engineer as needing special inspection under the guidelines of the IBC to determine compliance with the approved construction documents.The special inspector doesn't have the responsibility or authority to, nor is it the intent of special inspections to have them,judge, or modify the construction documents. Only the structural engineer of record can do this. As the special inspections were completed,a Special Inspectian Daily Report was prepared to summarize the results of our inspections and testing.A copy of this report was provided to the contractor's site representative for their review and records. As part of this report, items needing correction or discrepancies observed from the approved construction documents were noted. Summary of Special Inspections and Material Observations and Tests Soil Evaluation and Testing Based on the results of our geotechnical evaluation performed for this project,subsurface conditions generally consist of existing fill overlying native sands.Soil corrections,including the subcut and replacement of existing fills,were performed prior to construction of the building. Excavations of about 5 to 10 feet were performed during soil corrections. Based on our observations,excavators removed old fill soils to expose the underlying native soils.Soil corrections were perFormed within the building footprint and oversize area.The bottom elevation and lateral extent of excavations were determined using Global Positioning System (GPS) instrumentation operated by the contractor(Frattalone)at the time of construction. Excavations were backfilled with suitable on-site fill materials generally composed of a mixture of sands (SP/SM)and clays(SC/CL). Compaction testing using nuclear density methods was performed during backfilling and indicates that an adequate level of compaction was generally achieved. Based on the results of our observations and testing performed during building pad preparation for Building 300,subgrade materials were judged suitable for support of structural loads and the design allowable soil bearing capacity of 6,000 pounds per square foot(PSF). Concrete Reinforcement We initially reviewed the concrete reinforcement and dowel requirements on the project structural drawings and shop drawings, if available. Information reviewed included bar size, bar length, bar spacing, bar location,splice lengths, and dowel placement.This information was then used to determine if the '�, inplace reinforcement was placed in general accordance with the requirements of the project plans and specifications. We also noted if the inplace reinforcement was free of rust,scale and/or soil. Post-Tension Cable Placement and Tensioning With the post-tension cables installed,the cables were counted,the profile/drape of the cable (CGS)was measured,the condition of cable and sheathing was observed and the method used to secure the cable in place noted.The installation of the castings and the surrounding reinforcement was observed. With the final top milled steel reinforcement in place,the backup bars and CGS bars were observed to determine if the height tolerances were met. During placement of concrete,the special inspector was on the deck observing the placement of the concrete.These observations were done to document any movement of the reinforcement,cables or cable support devices(i.e., chairs,slab bolster,CGS bars, backup bars),as these will affect the performance of the slab. If noted, the contractor was notified that the item had moved and needed to be repositioned. City of Eagan Project BL-12-04581A August 13, 2014 Page 3 For stressing,the contractor marks each cable with a reference mark for review by the special inspector. During the stressing,the special inspector observed the operation and the stressing gauge,and observed the dial reading to document that the correct load was being applied to the cable.The reading on the dial was compared to the calibration chart pressure for each ram and gauge being used. With the stressing completed,the special inspector measured and recorded elongation for each cable using the reference mark. Elongation measurements were compared to the estimated elongations provided on the post- tensioning shop drawings so that any discrepancies could be documented.After final review by the special inspector,the measured elongations were sent to the structural engineer of record for review and approval. Expansion Bolts and Adhesive Anchors Observations were performed during the installation of bolts and anchors to determine if they were installed according to the requirements of the manufacturer and the project documents. Items observed included the placement,depth of embedment,cleanliness of the drilled hole and, if needed,the application of the epoxy adhesive. Concrete Placement Observations Concrete placement observations were performed during placement to determine if the procedures being used by the contractor are consistent with typical industry standards. Fresh Concrete Testing Routine tests to determine the plastic concrete's slump,temperature and air content were performed during each concrete pour. In addition,sets of concrete cylinders were cast at rates specified in the project specifications for compressive strength testing in the laboratory. Concrete Compressive Strength Testing The cast concrete cylinders were temporarily stored on site for curing and then returned to our laboratory for moist curing and compressive strength testing.The results of the concrete compressive strength testing were forwarded to the pertinent parties under separate cover throughout the project as they became available. Masonry Construction Observations Masonry related observations performed during construction included mortar preparation,construction of mortarjoints,and the location of reinforcement and connectors to determine compliance with the requirements of the project plans and specifications. The inspection program included determining the size and location of structural elements in addition to the type,size,and location of anchors, including other details of anchorage of masonry to structural members,frames or other construction for compliance.We also determined if the specified size,grade and type of reinforcement was used and if the protection of masonry was in compliance with the guidelines of the IBC. Prior to grouting,the cleanliness of the grout space, placement of reinforcement and connectors, proportions of site-prepared grout and construction of mortar joints were observed. City of Eagan Project 81-12-04S81A August 13, 2014 Page 4 Concrete Masonry Grout Testing The grout prisms cast were tested in generat accordance with ASTM C1019`.Standard Test Method for 5ampiing and Tes�ing Grout.The samples were temporarily stored on site and re#urned to our laboratary for compressiue strength testing.The results for'the compressive strengths of the grout prisms were forwarded to the pertinent parties under separate cover as they became available.
