Dear Ms. Dudziak and Mr. Ridley:
Thank you for meeting with me last week about my client's interest in bringing part of its
business operations to Eagan.
The purpose of this letter is to confirm the nature of my client's proposed use, and the
view of the City's planning staff that it would constitute a permitted use in an 1-1 Limited
Industrial District (the current zoning designation for the site) under the City's zoning ordinance,
without the necessity of a rezoning, conditional use permit or variance.
Amazon.com.nvdc LLC or its affiliate ("Amazon") expects to lease approximately 62.5
percent of the space within a warehouse facility located at 2811 Beverly Drive in Eagan. The
space Amazon expects to lease will include the southeast -facing half of the building, together
with additional space in the middle of the building. Except for approximately 4,000 sq. ft. for a
proposed office area, all of the space in the building that Amazon expects to lease will be in
areas designed for warehousing and ancillary activities.
Amazon expects to use this facility primarily as a storage, processing, and distribution
facility as part of its fulfillment network. It expects to have goods delivered to the facility
primari!y through semi -trailer trucks that will make use of the docks on the southeast face of the
building. After sorting and storage, those goods will then be loaded onto outgoing vehicles for
delivery to local customers.
As planned by Amazon, goods will only be stored outside of the facility when they are in
semi -trailers or other vehicles that are using the docks at the facility. Amazon does not expect
that goods will be stored or kept outside of the facility under other circumstances.

For our records, we request that one of you countersign this letter below and return a
copy of it to me by mail to confirm (1) City Planning staff's view that Amazon's proposed use
constitutes a permitted use in an I-1 zoning district, without the necessity of a rezoning,
conditional use permit or variance, and (2) that, to the best of your knowledge, the structure
that exists on the Property is legal and conforming and you are unaware of the existence of any
violations or alleged violations of any zoning or subdivision ordinances applicable to the
Property or any enforcement proceedings against the Property that are pending or
contemplated.
