02/09/2016 - City Council SpecialMINUTES SPECIAL CITY COUNCIL MEETING FEBRUARY 9, 2016 5:30 P.M. EAGAN MUNICIPAL CENTER City Councilmembers present: Mayor Maguire, Bakken, and Tilley. Councilmember Hansen was absent. Councilmember Fields arrived at 5:45 p.m. City staff present: City Administrator Osberg, Assistant City Administrator Miller, Acting Parks and Recreation Director Flewellen, Director of Community Development Hohenstein, Finance Director Pepper, and City Clerk/Administrative Services Coordinator Scipioni. ROLL CALL AND ADOPTION OF THE AGENDA Councilmember Bakken moved, Councilmember Tilley seconded a motion to adopt the agenda as presented. Aye:3 Nay:0 VISITORS TO BE HEARD There were no visitors to be heard. FINAL PLAT (EAGAN WOODS OFFICE PARK 3RD ADDITION) — MSP COMMERCIAL City Administrator Osberg introduced the item noting it is not staff's typical practice to have such items on a Council workshop agenda. Typically a plat is approved concurrently with its associated development item or as a separate consent item. A Planned Development Amendment and Final Planned Development to construct a 3 -story 70,000 s.f. medical office and clinic for Summit Orthopedics were approved on December 15, 2015. Osberg noted since previous Council action only approved the Planned Development the Final Plat approval is being requested at tonight's Council workshop. Councilmember Fields moved, Councilmember Bakken seconded a motion to approve a Final Plat (Eagan Woods Office Park 3rd Addition) upon approximately 4.2 acres located at the southwest corner of 1-494 and Pilot Knob Road. Aye: 4 Nay: 0 RESEARCH ON BACKYARD MINIATURE PIGS City Administrator Osberg introduced the item noting at the January 5, 2016 Listening Session, the City Council received a request from a resident to consider an ordinance amendment to allow miniature pigs on residential properties. City Code currently allows pigs only on properties of at least 5 acres zoned agricultural. Osberg noted per the direction of the Council, staff researched backyard miniature pigs and other cities' ordinances. If the Council directs preparation of an ordinance amendment to allow miniature pigs on residentially zoned properties, staff has identified public policy questions/issues for consideration. City Clerk Scipioni provided background information. Special City Council Minutes February 9, 2016 Page 2 It was the consensus of the City Council to direct preparation of an ordinance amendment to allow the keeping of miniature pigs on residential property. The Council provided the following direction regarding the public policy questions/issues: 1. Should the City require spaying/neutering of miniature pigs? The Council agreed miniature pigs must be spaying or neutered. 2. Should the City prohibit slaughter on residential properties? The Council agreed slaughter is prohibited on residential properties. 3. Should the City require a fenced area for miniature pigs? The Council agreed an adequate fenced outdoor space must be provided. 4. Should the City limit miniature pig licenses to single-family residential properties? The Council agreed miniature pigs are limited to single-family residential properties. The Council agreed miniature pigs shall be subject to the same regulations and permitting requirements as dogs. It was noted the direction of the ordinance preparation wold be added to the February 16, 2016 consent agenda. FIRE ADMINISTRATION BUILDING OPTIONS City Administrator Osberg introduced the item noting the Council is being asked to discuss and define expectations and parameters for the future use of the Fire Administration Building. Osberg walked through some facts regarding the Fire Administration Building, City Hall/Police Station improvement project, recent discussion about the Fire Administration Building, outside interest in the building and issues regarding the possible relocation of City Staff to the Fire Administration Building. The Council discussed the Fire Administration Building options. After further discussion the Council provided the following feedback: • Get proposals/letter of interests from the additional two parties who have expressed an interest in the building. • Contact a commercial real estate broker to discuss the options associated with the rental or sale of the Fire Administration Building. • Contact CNH Architects to gather additional cost information with regard to savings and costs associated with relocating City staff to Fire Administration Building. • Bring the additional information request to a future Finance Committee meeting. • Proceed with the intent of having a decision regarding City staffing and future options for the building by Fall 2016. There was no other business to be heard.
