The original letter was sent December 22, 2015, letter reference 151222C8. The City will be charged SAC, instead of the 0 units previously assigned, as determined below. This is based on new information regarding the remaining balance of the demolition credits. The Council understands this building is speculative retail. At the time finishing permits are issued, if the use changes from its speculative use to a different use, the SAC assignment needs to be reviewed for a new determination based on that change. CSM Corporation Project B1501149.00 December 9, 2016 • Page 2 Summary of Special Inspections and Material Observations and Tests Soil Evaluation and Testing Our firm performed a geotechnical evaluation for the Central Park Commons development.Our findings and recommendations were presented in a Geotechnical Evaluation Report(Report)dated June 25,2015, and submitted under Braun Intertec project number B1501149.The Building E footprint is located outside of the footprint of the former Lockheed Martin facility. Below a veneer of topsoil,the soil borings performed for our Geotechnical Evaluation that were located within or near Building E encountered existing fill to depths ranging from about 14 to 27 feet. Below the existing fill,the borings encountered and terminated in native glacial soils. Previous surface grades within the Building E footprint required that about 8 to 12 feet of fill be placed to achieve design subgrade elevations.As discussed in our Report, it was our opinion that the existing fill encountered in the soil borings performed within or near the Building E building pad was generally suitable for support of the proposed fill and building structure. During the mass grading phase,compaction test results indicated that the required additional fill was placed and compacted to meet the recommendations in our Report and project specifications. During the construction phase of Building E,soils exposed at structure subgrade elevations and in excavations were visually evaluated,while those below subgrade elevations and excavation bottoms were evaluated using hand auger borings and dynamic cone penetrometers.These tasks were performed to • determine if(a)the observed and tested soils were consistent with those observed and tested during the mass grading phase of the project and(b)were suitable for support of the design structural loads. The hand auger borings/probes were drilled with a 1 1/2-inch-diameter hand auger.The borings/probes were advanced in 2-to 4-inch increments to depths of 2 to 4 feet below subgrade elevations or excavation bottoms(shallower penetrations typically occurred where larger gravel,cobbles,and boulders were present).The auger was then withdrawn from the borehole to obtain cuttings.The soils encountered in the borings/probes were classified in general accordance with ASTM D 2488, "Description and Identification of Soils(Visual/Manual Procedures)." Preliminary estimates of soil consistency and density were also evaluated based on resistance to penetration of the hand auger, and the turning resistance. The dynamic cone penetrometer(DCP)tests were completed using a solid metal rod fitted with a 1 3/8-inch diameter conical point.The point is driven into the soil with a 12-pound weight falling 20 inches. The number of blows required to drive the point each 6-inch increment was recorded and then used to correlate the soils' relative density,consistency,or compaction with those previously observed and tested by our firm during the mass grading phase,and also used as a basis to estimate the suitability of the soils to support the design loads. Concrete Reinforcement We initially reviewed the reinforcement and dowel requirements on the project structural drawings and shop drawings, if available. Information reviewed included bar size, bar length, bar spacing, bar location, splice lengths, and dowel placement.This information was then used to determine if the inplace reinforcement was placed in accordance with the requirements of the project plans and specifications. • We also noted if the inplace reinforcement was free of rust, scale, and soil. Fresh Concrete Testing Routine tests to determine the plastic concrete's slump,temperature and air content were done during each pour. In addition,concrete cylinders were cast at rates specified in the project specifications to evaluate the concrete's compressive strength. • Concrete Compressive Strength Testing The cast concrete cylinders were temporarily stored at the site and then returned to our laboratory for moist curing and testing.The results of the concrete compressive strength testing were forwarded to the interested parties under a separate cover as they became available. Masonry Construction Observations Prior to conducting the observations,the special inspector reviewed the construction documents and any associated approved submittals.As construction began,the proportions of the site prepared mortar, construction of mortar joints, and the location of reinforcement and connectors was observed for compliance with the requirements of the project plans and specifications. • The inspection program included determining the size and location of structural elements in addition to the type, size,and location of anchors, including other details of anchorage of masonry to structural members,frames,or other construction for compliance. We also determined if the specified size,grade, and type of reinforcement was used and if the protection of masonry was in compliance with the guidelines of the IBC. Prior to grouting,the cleanliness of the grout space,placement of reinforcement and connectors, proportions of site-prepared grout,and construction of mortar joints were observed. Concrete Masonry Prism Testing The hollow core masonry prisms were cast by the contractor and tested in general accordance with ASTM C1314: Test Method for Compressive Strength of Masonry Prisms.The samples were temporarily stored at the site and returned to our laboratory for compressive strength testing.The results for the compressive strengths of the masonry prisms were forwarded to the interested parties under separate cover as they became available. Concrete Masonry Grout Testing The grout prisms cast were tested in general accordance with ASTM C1019:Standard Test Method for Sampling and Testing Grout. Removal of the splined end is a direct indicator the bolt has been torqued to the minimum snap-off load. In addition, each connection was observed for fit-up and to determine if the various plies were in contact with one another. Metal Deck Weld and Fastener Observations Metal deck weld observations were conducted in general accordance with AWS D1.3-2008, Section 6.0 requirements and the requirements of the project plans and specifications. Items reviewed included the quality, size and spacing of the welds. In addition,the location and the completeness of the side-lap fastener installation were observed and evaluated. Shear Studs In areas where shear studs were placed over the supporting structural steel members,the size, spacing and soundness of the stud welds were documented.Soundness was determined by impacting each stud with an 8-pound maul.Sound studs"ring" if they are fully attached to the steel member. Unsound studs "thud"when impacted. Unsound studs were broken off and marked for replacement.The replacement studs were tested in the same manner. Finally, selected sound studs were bent in accordance with the • project requirements to further evaluate their soundness. Column Anchor Bolt Observations The column anchor bolts were observed to determine if they were in place,and if the nuts were installed,fully engaged and snug tight.The base plates were observed to determine if they were in full contact with the adjoining surface. E Craig, I checked the plans for A-D and they did provide the civil plans (site plan, landscape plan, lighting plan) with that permit application.They should do the same for Bldg. E. They don't need to reinvent the wheel, the Site Plan they gave us for the Final PD works for me, it identifies where the building is going on the lot, and setbacks. That's what I need for F&F. For the full permit, I will need the landscape plan and lighting plan too. The landscape plan and lighting plan they gave us for A-D were the development set for the entire site and that would suffice for Bldg. E as well. But I have seen with each of these subsequent lots,they tweak the individual plans just a bit. I did not have any revisions to the Final PD set, so they can resubmit the Final PD plans for Building Permit and I would accept it. I did review elevations and have a couple comments for the architect. Maybe my questions have been answered in some construction bulletin I have not yet seen. I will follow up on that on Wednesday.
