ROLL CALL AND ADOPTION OF THE AGENDA The agenda, as presented or modified, is in order for adoption by the Commission. Let's also take a moment to introduce one another to any new commissioners appointed to the ARC by the Council on May 3 (this packet was prepared on May 2, before I knew who the appointees were). II. ORGANIZATIONAL BUSINESS The Commission is asked to formally appoint a Chair and Vice Chair to the Commission. Currently, Chuck Thorkildson serves as the Chair, and Carol Whisnant serves as the Vice Chair. Nominations from the Commission are in order for consideration. III. APPROVAL OF MINUTES The minutes of the March 8, 2016 are enclosed on pages through . These minutes, as presented or modified, are in order for adoption by the Commission. IV. VISITORS TO BE HEARD The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of public meetings to permit visitors to address items of interest that are not addressed on the regular agenda. Items that will take more than ten minutes or that require specific action can be scheduled for a future meeting agenda. AIRPORT RELATIONS COMMISSION MEETING TUESDAY, MAY 10, 2016 Page 3 Councilmember Liz Petschel, who stepped down from the co-chair position, but will remain on the NOC. VIII. ROUNDTABLE Per the request of the Commission, this agenda item has been added so that Commissioners have the opportunity to ask questions or make requests for future agenda items. IX. ADJOURNMENT Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30 p.m. unless agreed upon by the Commission. /s/Dianne E. Miller Assistant City Administrator Airport Relations Commission Minutes March 8, 2016 Page 2 2015 ANNUAL NOISE CONTOUR ANAYLSIS Assistant City Administrator Miller noted the Annual Noise Contour Analysis was developed by the MAC in compliance with the terms of the consent decree that was approved October 19, 2007, settling noise litigation at MSP. The noise program that resulted from the legal settlement has been completed. Miller noted an amendment to the consent decree was made in 2013 stating a home can qualify for mitigation if the annual actual noise contour report shows a home falls within the 60-64DNL for three consecutive years and did not previously receive mitigation. There are no homes in Eagan that meet the eligibility criteria for consideration of additional mitigation. Miller noted there are homes in Minneapolis that meet the year one and year two eligibility criteria. The Commission discussed the Annual Noise Contour Analysis. ECONOMIC IMPACT OF MSP Assistant City Administrator Miller noted as part of the ARC Work Plan, the Commission asked to discuss the economic impacts of MSP Airport. The Commission has previously heard from the Executive Director of the Dakota County Regional Chamber and the President of the Eagan Convention and Visitors' Bureau about the economic benefits of the airport to the City of Eagan and surrounding region. Miller noted in response to a request for information on the economics of the airport, the Metropolitan Airports Commission (MAC) provided the economic impact study enclosed in the Commission's packet. Miller played two short videos provided by the MAC that speak to the economic impact of the airport on our region. STAFF/COMMISSIONER REPORT 2016-2017 Advisory Commission Applications Assistant City Administrator Miller noted the City is currently accepting applications to serve on one of four City advisory commissions. Applications are being accepted through Friday, March 18, 2016. All incumbents whose terms are expiring must reapply. Miller also noted the Metropolitan Airport Commission has hired a new Executive Director Brian Rykes, who will be invited to attend a future ARC meeting. There were no roundtable items. Five primary airport runway configuration options exist at MSP': north -flow, south -flow, opposite -direction, and two mixed flows. A north -flow configuration offers three runways for :arriving aircraft, which makes it the most efficient, due to the airspace requirements of arriving aircraft. During a north -flow configuration (N) aircraft arrivals are on Runways 30L, 30R and 35 and departures are on Runways 30L and 30R, as shown in Figure B. There are times when the wind characteristics do not allow for arrivals on Runway 35 during a north -flow configuration. This results in all arrivals and departures on Runways 30L and 30R. These transitions typically occur between 6:00 a.m. and 7:30 a.m. and 9:00 p.m, and 10:30 p.m. One example of a mixed flow configuration (MA) is where aircraft arrive on Runways 30L and 30R and depart on Runway 17 with reduced departure operations on Runways 30L and 30R, as shown in Figure G. According to the RUS, the arrival runway priorities are Runways 30L, 30R and 35 and the departure runway priorities are Runways 12R, 12L and 17. In addition to the significant issues of airport traffic demand levels and wind conditions, there are a number of variables that may affect the runway configuration.
