05/10/2016 - City Council SpecialMINUTES SPECIAL CITY COUNCIL MEETING MAY 10, 2016 5:30 P.M. EAGAN MUNICIPAL CENTER City Councilmembers present: Mayor Maguire, Fields, Bakken, Hansen and Tilley. City staff present: City Administrator Osberg, Assistant City Administrator Miller, Public Works Director Matthys, Director of Parks and Recreation Pimental, Superintendent of Utilities Eaton, City Engineer Gorder, Transportation Operations Engineer Plath, and Water Resources Manager Macbeth. ROLL CALL AND ADOPTION OF THE AGENDA Councilmember Tilley moved, Councilmember Hansen seconded a motion to adopt the agenda as presented. Aye:5 Nay:0 VISITORS TO BE HEARD There were no visitors to be heard. INTRODUCTION OF LUTHER WYNDER, MVTA EXECUTIVE DIRECTOR Councilmember Hansen welcomed Luther Wynder, Minnesota Valley Transit Authority Executive Director. Mr. Wynder introduced himself to the City Council and provided a brief summary of a few items going on at the MVTA. DAKOTA COUNTY SHERIFF'S OFFICE UPDATE Mayor Maguire introduced Sheriff Tim Leslie from the Dakota County Sheriff's Office. Sheriff Leslie gave a presentation providing an update on the happenings with the Dakota County Sheriff's Office. WINTER TRAIL MAINTENANCE Requests for Additions/Changes Director of Public Works Matthys introduced the item noting currently the program consists of 77.1 maintained miles out of a total of 123.4 mile system and is maintained completely with City staff and equipment. The City Council adopted a Winter Trail Maintenance Plan that allows the Council to annually review and consider modifications to the extent of the trail system that is designated for maintenance during the winter months. Matthys noted there are two (2) Citizen Petition, and two (2) New Trail segments to be reviewed. Matthys summarized the citizen petitions received. Special City Council Minutes May 10, 2016 Page 2 Citizen Petition/New Trail #1 The City Council discussed Citizen Petition/New Trail #1, requesting a trail segment be plowed on the south side of Nicols Road from Rahn Road to Silver Bell Road and the access trail behind Jensen's Food and Cocktails from Rahn Road to the parking lot at The Flats at Cedar Grove apartments. Two options were offered for consideration. The Council discussed the request. After further discussion it was the consensus of the Council to include Option 2 —the South side of Nicols Road, from Rahn Road to Silver Bell Road (Trail segment adjacent to community collector only) for inclusion in the Winter Trail Maintenance Plan as a Priority Level 2 route. Citizen Petition #2 The City Council discussed Citizen Petition #2, requesting a portion of the Highline Trail, from Blackhawk Road to Pilot Knob Road, as well as a trail loop in Thomas Lake Park be plowed. The petitioners gave a brief summary of the request and were available for questions. The Council discussed the request. After further discussion it was the consensus of the Council to deny the request due to the cost and time to add these additional segments to the overall maintenance program with a likely inability to meet the petitioners' expected level of service due to its Priority Level 4 designation. The Council agreed more information was needed regarding possible winter maintenance of park trails and directed Parks and Recreation and Public Works staff to look at all City parks and broader than just walking trails, but include consideration of other winter activity options, such as cross country skiing, snow shoeing, etc. New Trail #1 The City Council discussed New Trail #1, an 8 -foot wide bituminous trail planned to be constructed in 2016 on the northwest side of Cedar Grove Parkway from Rahn Road to Nicols Road/Silverbell Road. The Council concurred and directed staff to add the new trail segment to be plowed on the northwest side of Cedar Grove Parkway from Rahn Road to Nicols Road/Silverbell Road as a Priority Level 2 route. New Trail #2 The City Council discussed New Trail #2, an 8 -foot wide bituminous trail to be constructed in 2016 on the southeast side of Central Parkway from Yankee Doodle Road to Pilot Knob Road. The Council concurred and directed staff to add the new trail segment to be plowed on the southeast side of Central Parkway from Yankee Doodle Road to Pilot Knob Road as a Priority Level 3 route. Special City Council Minutes May 10, 2016 Page 3 PUBLIC WORKS S -YEAR CIP (2017-2021) PART III - INFRASTRUCTURE Director of Public Works Matthys introduced the item noting that each year the City Council adopts a Capital Improvement Program for the community, which includes Part III -Infrastructure (Public Works). Matthys provided an overview of the proposed Public Works Infrastructure projects for 2017-2021. Matthys noted the addition of an eastbound right turn lane on Cliff Road at Dodd Road is proposed for consideration in the 2017 CIP. The Council concurred. The Council discussed the CIP. After further discussion the City Council directed the CIP to the June 7, 2016, City Council meeting for formal consideration. Transportation, Utilities, Water Quality Plan Updates Director of Public Works Matthys introduced the item noting once every 10 years, the Council adopts an updated Comprehensive Plan in accordance with the requirements of the Metropolitan Land Planning Act. The Comprehensive Plan accounts for numerous elements including Natural Resources, Transportation and Community Infrastructure. These elements are addressed with the preparation of more specific plans to facilitate the compilation of the Comprehensive Plan, including the Comprehensive Sewer Plan, Transportation Plan, Storm Water Management Plan, Water Quality and Wetland Management Plan, and Water Supply and Distribution Plan. Matthys noted City staff anticipates completion of the update of the Comprehensive Plan in 2018. There was no other business to be heard.
