Visual Examination of the Field-Made Welds Visual examination of the field welds was conducted in accordance with American Welding Society(AWS) D1.1-2015,Table 6.1 requirements and the requirements of the project plans and specifications. Removal of the splined end is a direct indicator the bolt has been torqued to the minimum snap-off load. In addition, each connection was observed for fit-up and to determine if the various plies were in contact with one another. Hex-Head Bolted Connection Observations Hex-head bolting observations were performed to determine if the bolt holes were filled, if the correct bolts were used, if the nuts were fully engaged and if they appeared to be snug tight. Each hex-head bolted connection was observed for fit-up and to determine if the various plies were in contact with one another. Random bolts were also selected at various connections to determine if the nuts were snug tight.This was done using a wrench and cheater bar. Threaded-Through Bolt Connection Observations Observations were performed after the installation of the threaded through bolts to determine if they were installed as required in the project documents. Items observed included the placement, if the correct bolts were used, if the nuts were fully engaged, if the adjoining plies were in contact with one another and if the nuts were snug tight. Metal Deck Weld and Fastener Observations Metal deck weld observations were conducted in general accordance with AWS D1.3-2008,Section 6.0 requirements and the requirements of the project plans and specifications. Items reviewed included the quality,size and spacing of the welds. In addition,the location and the completeness of the side-lap fastener installation were observed and evaluated. Column Anchor Bolt Observations The column anchor bolts were observed to determine if they were in place, and if the nuts were installed,fully engaged and snug tight.The base plates were observed to determine if they were in full contact with the adjoining surface. AA/EOE CSM Corporation Project 61501149.00 November 17,2016 Page 2 Summary of Special Inspections and Material Observations and Tests Soil Evaluation and Testing Our firm performed a geotechnical evaluation for the Central Park Commons development.Our findings and recommendations were presented in a Geotechnical Evaluation Report dated June 25,2015,and submitted under Braun Intertec project number B1501149.The northern third of Building L footprint is located outside of the footprint of the former Lockheed Martin facility,while the southern two-thirds of the Building L footprint is located within the footprint of the former Lockheed Martin facility.The soil borings performed for our Geotechnical Evaluation that were located near Building L indicated that(a)the former Lockheed Martin facility was underlain with native glacial soils and(b)once the overburden material were removed to achieve design subgrade elevations,the portion of Building L located outside of the footprint of the Lockheed Martin facility would also be underlain with native alluvial and glacial soils.Surface grades within the portion of the Building L that was located within the limits of the former Lockheed Martin facility were generally raised to achieve design subgrade elevations. During the mass grading phase of this project, our firm observed and tested structural backfill placed within the building pad area of Building L.The results of compaction testing performed indicate that fill was conditioned, placed,and completed in accordance with project specifications. During the construction phase of Building L,soils exposed at structure subgrade elevations and in excavations were visually evaluated,while those below subgrade elevations and excavation bottoms were evaluated using hand auger borings and dynamic cone penetrometers.These tasks were performed to determine if the observed and tested soils were(a)consistent with those encountered by the soil borings performed for the geotechnical evaluation,(b)consistent with those observed and tested during the mass grading phase of the project,and(c)suitable for support of the design structural loads. The hand auger borings were drilled with a 1 1/2-inch-diameter hand auger.The borings were advanced in 2-to 4-inch increments to depths of 2 to 4 feet below subgrade elevations or excavation bottoms (shallower penetrations typically occurred where larger gravel,cobbles,and boulders were present).The auger was then withdrawn from the borehole to obtain cuttings.The soils encountered in the borings were classified in general accordance with ASTM D 2488,"Description and Identification of Soils(Visual/Manual Procedures)." Preliminary estimates of soil consistency and density were also evaluated based on resistance to penetration of the hand auger,and the turning resistance. The dynamic cone penetrometer(DCP)tests were completed using a solid metal rod fitted with a 1 3/8-inch diameter conical point.The point is driven into the soil with a 12-pound weight falling 20 inches.The number of blows required to drive the point each 6-inch increment was recorded and then used to correlate the soils'relative density,consistency or compaction with that determined or estimated from the geotechnical borings,and also used as a basis to estimate the suitability of the soils to support the design loads.This test procedure was generally used when granular soils were exposed at subgrade elevations or in excavation bottoms. Information reviewed included bar size, bar length, bar spacing, bar location, splice lengths,and dowel placement.This information was then used to determine if the inplace reinforcement was placed in accordance with the requirements of the project plans and specifications. We also noted if the inplace reinforcement was free of rust,scale,and soil. Concrete Placement Observations Concrete placement observations were performed to monitor the procedures being used by the contractor and to determine if they were consistent with typical industry standards. Fresh Concrete Testing Routine tests to determine the plastic concrete's slump,temperature and air content were done during each pour. In addition,concrete cylinders were cast at rates specified in the project specifications to evaluate the concrete's compressive strength. Concrete Compressive Strength Testing The cast concrete cylinders were temporarily stored at the site and then returned to our laboratory for moist curing and testing.The results of the concrete compressive strength testing were forwarded to the interested parties under a separate cover as they became available. The hand auger borings were drilled with a 1 1/2-inch-diameter hand auger.The borings were advanced in 2-to 4-inch increments to depths of 2 to 4 feet below subgrade elevations or excavation bottoms (shallower penetrations typically occurred where larger gravel,cobbles,and boulders were present).The auger was then withdrawn from the borehole to obtain cuttings.The soils encountered in the borings were classified in general accordance with ASTM D 2488,"Description and Identification of Soils(Visual/Manual Procedures)." Preliminary estimates of soil consistency and density were also evaluated based on resistance to penetration of the hand auger,and the turning resistance. The dynamic cone penetrometer(DCP)tests were completed using a solid metal rod fitted with a 1 3/8-inch diameter conical point.The point is driven into the soil with a 12-pound weight falling 20 inches.The number of blows required to drive the point each 6-inch increment was recorded and then used to correlate the soils'relative density,consistency or compaction with that determined or estimated from the geotechnical borings,and also used as a basis to estimate the suitability of the soils to support the design loads.This test procedure was generally used when granular soils were exposed at subgrade elevations or in excavation bottoms. Information reviewed included bar size, bar length, bar spacing, bar location, splice lengths,and dowel placement.This information was then used to determine if the inplace reinforcement was placed in accordance with the requirements of the project plans and specifications. We also noted if the inplace reinforcement was free of rust,scale,and soil. Concrete Placement Observations Concrete placement observations were performed to monitor the procedures being used by the contractor and to determine if they were consistent with typical industry standards. Fresh Concrete Testing Routine tests to determine the plastic concrete's slump,temperature and air content were done during each pour. In addition, concrete cylinders were cast at rates specified in the project specifications to evaluate the concrete's compressive strength. Concrete Compressive Strength Testing The cast concrete cylinders were temporarily stored at the site and then returned to our laboratory for moist curing and testing.The results of the concrete compressive strength testing were forwarded to the interested parties under a separate cover as they became available. Explained to Craig that the concern in this situation is to evaluate whether or not soils below the footings had softened to to water infiltration,to check that,probed below the perimeter footings at strategic locations around each building.Based on the results of the probing,it did not appear that the soils below the footings were impacted.Craig indicated that the plan was to pump out remaining water then remove the"muck soils just prior to placing the backfill.Craig indicated that clean NFS sand would be placed from the bottom of footing elevation to the surface to a horizontal distance of about 10 feet away from the building;at the 10-foot distance,the excavation would be tapered up and out at a 3:1(h:v)gradient to a depth of about 2 feet,and then sand would be placed to the curb.(Drainpipe would be placed to help promote sand drainage.) That plan,as described,is generally consistent with our recommendations.It is our opinion that the backfilling procedure,as described to us by Craig,is appropriate given the observed soil conditions. We observed:that a portion of the east perimeter strip footing,where the footing steps down near the northeast corner of Building L1,was undermined/eroded by surface runoff/rainfall,That was the only section of footings that appeared to be undermined.Recommended that RJ Ryan fill the void with eithernevi/able fill(FF)or high slump coral/grout(CF).To do so,we recommended constructing a temporary form around the undermined area so that the form,is a short distance away from the footing to allow FF/CF material to access the void and the top of the form is a few inches above the bottom of the footing,and then backfill the void with FF/CE material.In once the material does not to rise up the fom,it assumed the void is filled,Once the FF/CF m :ial has cored,then the corm may be removed.Did not recommend testing the FF/CF,however,recommended that our lead Special Inspector observe the procedure. CSM Corporation Project B1501149.00 November 17,2016 Page 2 Tension-Control Bolted Connection Observations Tension-control bolted connection observations were conducted to determine if the bolt holes were filled, if the correct bolts were used, if the nuts were fully engaged and if the splined end of the tension- control bolts had separated from the body of the bolt. Removal of the splined end is a direct indicator the bolt has been torqued to the minimum snap-off load. In addition,each connection was observed for fit-up and to determine if the various plies were in contact with one another. Hex-Head Bolted Connection Observations Hex-head bolting observations were performed to determine if the bolt holes were filled, if the correct bolts were used, if the nuts were fully engaged and if they appeared to be snug tight. Each hex-head bolted connection was observed for fit-up and to determine if the various plies were in contact with one another. Random bolts were also selected at various connections to determine if the nuts were snug tight.This was done using a wrench and cheater bar. Threaded-Through Bolt Connection Observations Observations were performed after the installation of the threaded through bolts to determine if they were installed as required in the project documents. Items observed included the placement, if the correct bolts were used, if the nuts were fully engaged, if the adjoining plies were in contact with one another and if the nuts were snug tight. Metal Deck Weld and Fastener Observations Metal deck weld observations were conducted in general accordance with AWS D1.3-2008,Section 6.0 requirements and the requirements of the project plans and specifications. Items reviewed included the quality,size and spacing of the welds. In addition,the location and the completeness of the side-lap fastener installation were observed and evaluated. Column Anchor Bolt Observations The column anchor bolts were observed to determine if they were in place, and if the nuts were installed,fully engaged and snug tight.The base plates were observed to determine if they were in full contact with the adjoining surface.
