Please provide the following required submittal documents/information so that we may complete our review: 1. Provide completed Energy Code compliance forms for Lighting and Service Water Heating. Because the Building Envelope compliance forms were completed using ANSI/ASHRAE Standard 90.1—2010,all other Energy Code compliance shall be calculated using that format. Here is a link to our website for accessing the necessary ANSI/ASHRAE forms http://www.cityofeagan.com/building-inspections/permit-handouts#commercial 2. The number of indicated seats in the patio dining area exceeds 49 (52 shown). Therefore, there shall be two exits required from the patio dining area. Both exits will have to be accessible. 3. Sheet E1.1 does not indicate the required illuminate exit sign above the required exit leading from the restaurant to the patio area. 4. Panic hardware is required on the egress side of the exit gate(s) leaving the patio area. 5. The water closet clear floor spaces within the toilet rooms shall comply with Section 604.3.2 of the Minnesota Accessibility Code (MAC). 6. The plumbing fixture counts specify a urinal being installed within the men's toilet room. The plans do not support that. 7. FYI,contractors will have to be named prior to issuance of the Mechanical and Plumbing permits. 2 /Per my phone conversation with Frank Evans(from Casco Corp)earlier this morning, permission was given for me to redline the plan sets concerning items number 5 and 6. Special Inspection and Testing Procedures The special inspection services were periodically provided by International Code Council(ICC)certified special inspectors in accordance with the requirements of the Minnesota State Building Code, Chapter 17 of the International Building Code (IBC)and the project plans and specifications. The purpose of special inspections is to provide a review of the contractor's work designated by the project structural engineer as needing special inspection under the guidelines of the IBC to determine compliance with the approved construction documents. The special inspector does not have the responsibility or authority to, nor is it the intent of special inspections to have them judge or modify the construction documents.Only the structural engineer-of-record can do this. As the special inspections were completed, a Special Inspection Daily Report was prepared to summarize the results of our inspections and testing.A copy of this report was electronically provided to the construction team for their review and records. Plans and Specifications The plans and project documents available at the site were used for our inspections. Visual Examination of the Field-Made Welds Visual examination of the field-made welded connections was conducted in accordance with the requirements of AISC 360,Chapter N,Section 5.4,the current AWS D1.1, and project plans and specifications. AA/EOE CSM Corporation Project B1501149.00 May 22, 2017 Page 2 Column Anchor Bolts Column anchor bolts were observed to document they were in place and that nuts were installed, fully engaged, and snug tight. The base plates were observed to document they were in full contact with the adjoining surface. Tension-Control Bolted Connection Tension-control bolted connection observations were conducted in general accordance with the AISC 360, Chapter N,Section 5.6. We observed and documented that bolt holes were filled, correct bolts were used, nuts were fully engaged, and the splined end of the tension-control bolts had separated from the body of the bolt. Removal of the splined end is a direct indicator the bolt has been torqued to the minimum snap-off load. Threaded-Through Bolt Connection Threaded-through bolt connection observations were conducted in general accordance with the AISC 360, Chapter N,Section 5.6. Observations were performed after installation of the threaded through bolts to document they were installed as required in the project documents, placement was correct, correct bolts were used, nuts were fully engaged, adjoining plies were in contact with one another, and nuts were snug tight. Metal Deck Weld and Fasteners Metal deck weld observations were conducted in general accordance with the requirements of AISC 360, Chapter N,Section 6,the current AWS D1.3,and project plans and specifications. Items reviewed included the quality, size, and spacing of the welds. In addition, the location and completeness of the side lap fastener installation were observed and evaluated. The purpose of special inspections is to provide a review of the contractor's work designated by the project structural engineer as needing special inspection under the guidelines of the IBC to determine compliance with the approved construction documents. The special inspector does not have the responsibility or authority to, nor is it the intent of special inspections to have them, judge or modify the construction documents.Only the structural engineer of record can do this. As the special inspections were completed, a Special Inspection Daily Report was prepared to summarize the results of our inspections and testing. A copy of this report was provided to the contractor's site representative for their review and records. Plans and Specifications The provided plans and specifications or the plans available at the site were used for our inspections. AA/EOE CSM Corporation Project B1501149.00 May 22,2017 Page 2 Summary of Special Inspections and Material Observations and Tests Soil Evaluation and Testing Our firm performed a geotechnical evaluation for the Central Park Commons development. Our findings and recommendations were presented in a Geotechnical Evaluation Report(Report)dated June 25,2015, and submitted under Braun Intertec project number B1501149.The Building P2 footprint is located within the footprint of the former Lockheed Martin facility. As discussed in our Report, the boring that was performed in closest proximity to Building P2 was Boring ST-29. In our opinion, the soils encountered at Boring ST-29 were suitable for support of the required additional fill and anticipated structural loads. During the mass grading phase of the project, the exposed soils within and around the footprint of Building P2 were consistent with those encountered and described in our Report and were judged to be suitable for support of the required fill materials and building loads. Our firm also observed fill placement and performed and tested structural backfill placed within the building pad area of Building P2.The results of compaction testing performed indicate that fill was conditioned, placed, and completed in accordance with project specifications. During the construction phase of Building P2,soils exposed at structure subgrade elevations and in excavations were visually evaluated, while those below subgrade elevations and excavation bottoms were evaluated using hand auger borings and dynamic cone penetrometers. These tasks were performed to determine if the observed and tested soils were(a)consistent with those observed and tested during the mass grading phase of the project and(b)suitable for support of the design structural loads. The hand auger borings were drilled with a 1 1/2-inch-diameter hand auger. The borings were advanced in 2-to 4-inch increments to depths of 2 to 4 feet below subgrade elevations or excavation bottoms (shallower penetrations typically occurred where larger gravel, cobbles, and boulders were present). The auger was then withdrawn from the borehole to obtain cuttings. The soils encountered in the borings were classified in general accordance with ASTM D 2488,"Description and Identification of Soils(Visual/Manual Procedures)." Preliminary estimates of soil consistency and density were also evaluated based on resistance to penetration of the hand auger, and the turning resistance. The dynamic cone penetrometer(DCP)tests were completed using a solid metal rod fitted with a 1 3/8-inch diameter conical point. The point is driven into the soil with a 12-pound weight falling 20 inches. The number of blows required to drive the point each 6-inch increment was recorded and then used to correlate the soils'relative density, consistency or compaction with that determined or estimated from the geotechnical borings, and also used as a basis to estimate the suitability of the soils to support the design loads. This test procedure was generally used when granular soils were exposed at subgrade elevations or in excavation bottoms. Concrete Reinforcement We initially reviewed the reinforcement and dowel requirements on the project structural drawings and shop drawings, if available. Information reviewed included bar size, bar length, bar spacing, bar location, splice lengths, and dowel placement. This information was then used to determine if the inplace reinforcement was placed in accordance with the requirements of the project plans and specifications. We also noted if the inplace reinforcement was free of rust, scale, and soil. BRAUN INTERTEC CSM Corporation Project B1501149.00 May 22, 2017 Page 3 Concrete Placement Observations Concrete placement observations were performed to monitor the procedures being used by the contractor and to determine if they were consistent with typical industry standards. Fresh Concrete Testing Routine tests to determine the plastic concrete's slump, temperature and air content were done during each pour. In addition, concrete cylinders were cast at rates specified in the project specifications to evaluate the concrete's compressive strength. Concrete Compressive Strength Testing The cast concrete cylinders were temporarily stored at the site and then returned to our laboratory for moist curing and testing. The results of the concrete compressive strength testing were forwarded to the interested parties under a separate cover as they became available. Please note that, since this project encompassed construction of multiple buildings over two distinct phases, the numbering of the attached Special Inspection Daily Reports is not sequential. Rather, the reports are organized by date. Also, it is important to note that Buildings P1 and P2 were originally graded as Building P. Special Inspection and Testing Procedures The special inspection services were provided in accordance with the requirements of Chapter 17 of the International Building Code (IBC),the Special Inspection and Testing Schedule, and/or the project plans and specifications. The purpose of special inspections is to provide a review of the contractor's work designated by the project structural engineer as needing special inspection under the guidelines of the IBC to determine compliance with the approved construction documents. The special inspector does not have the responsibility or authority to, nor is it the intent of special inspections to have them, judge or modify the construction documents. Only the structural engineer of record can do this. As the special inspections were completed, a Special Inspection Daily Report was prepared to summarize the results of our inspections and testing. A copy of this report was provided to the contractor's site representative for their review and records. Plans and Specifications The provided plans and specifications or the plans available at the site were used for our inspections. AA/EOE CSM Corporation Project B1501149.00 May 22, 2017 Page 2 Summary of Special Inspections and Material Observations and Tests Soil Evaluation and Testing Our firm performed a geotechnical evaluation for the Central Park Commons development. Preliminary estimates of soil consistency and density were also evaluated based on resistance to penetration of the hand auger, and the turning resistance. May 22, 2017 Project B1501149.00 Mr. Dan Ullom CSM Corporation 500 Washington Avenue South, Suite 3000 Minneapolis, MN 55415 Re: Structural Steel Special Inspection Procedural and Final Report Central Park Commons- Building P2 Northeast Corner of Pilot Knob Road and Yankee Doodle Road Eagan, Minnesota Dear Mr. Ullom: Please find attached to this procedural report the Structural Steel Special Inspection Final Report for Building P2 of the Central Park Commons project and the supporting Special Inspection Daily Reports. Special Inspection and Testing Procedures The special inspection services were periodically provided by International Code Council (ICC) certified special inspectors in accordance with the requirements of the Minnesota State Building Code, Chapter 17 of the International Building Code (IBC) and the project plans and specifications. The purpose of special inspections is to provide a review of the contractor's work designated by the project structural engineer as needing special inspection under the guidelines of the IBC to determine compliance with the approved construction documents. The special inspector does not have the responsibility or authority to, nor is it the intent of special inspections to have them judge or modify the construction documents. Only the structural engineer-of-record can do this. As the special inspections were completed, a Special Inspection Daily Report was prepared to summarize the results of our inspections and testing. A copy of this report was electronically provided to the construction team for their review and records. Plans and Specifications The plans and project documents available at the site were used for our inspections. Visual Examination of the Field-Made Welds Visual examination of the field-made welded connections was conducted in accordance with the requirements of AISC 360, Chapter N, Section 5.4,the current AWS D1.1, and project plans and specifications. /.,GE • CSM Corporation Project B1501149.00 May 22,2017 Page 2 Column Anchor Bolts Column anchor bolts were observed to document they were in place and that nuts were installed, fully engaged, and snug tight. The base plates were observed to document they were in full contact with the adjoining surface. Tension-Control Bolted Connection Tension-control bolted connection observations were conducted in general accordance with the AISC 360,Chapter N,Section 5.6. We observed and documented that bolt holes were filled, correct bolts were used, nuts were fully engaged, and the splined end of the tension-control bolts had separated from the body of the bolt. Removal of the splined end is a direct indicator the bolt has been torqued to the minimum snap-off load. Threaded-Through Bolt Connection Threaded-through bolt connection observations were conducted in general accordance with the AISC 360, Chapter N,Section 5.6.Observations were performed after installation of the threaded through bolts to document they were installed as required in the project documents, placement was correct, correct bolts were used, nuts were fully engaged, adjoining plies were in contact with one another, and nuts were snug tight. Metal Deck Weld and Fasteners Metal deck weld observations were conducted in general accordance with the requirements of AISC 360, Chapter N,Section 6,the current AWS D1.3, and project plans and specifications. Items reviewed included the quality, size, and spacing of the welds. In addition, the location and completeness of the side lap fastener installation were observed and evaluated.
