K, N & M, and have a few questions and comments. Natina, Bldg. N—On the Building Elevations (Sheet A401N), are the two types of stone labeled correctly? The labels and symbology don't seem to match, and the labeling doesn't match with what is shown on the Final PD Elevations. Specifically, what is labeled as STN-3 looks like the smooth stone, but the key identifies STN-3 as"split-face random ashlar."Similarly, the pattern that looks like the split face random ashlar is labeled as STN-2,which is"silver shadow veine 0815/ALISP—smooth 80 grit". Please double check this. Bldgs. N & M—Sheet A201 (I was reviewing for the RTU placement), please check the scale on these two plan sets. Both identify the scale as 1/16", but scale measures at 1/8". John, All three Buildings K, N & M will have Park Dedication associated with them which will be included in the fees charged at time of permit issuance, calculations based on the building square footage at 2016 rates and with the 37.5%credit. We did not include a landscape financial guarantee for the Village with the overall letter of credit obtained with the development contract at the time of the initial Final Subdivision. For this reason, I will be collecting one landscape escrow per City Code ($7,500)with one of the permits for the entire Village lot. I did not collect a landscape escrow with Bldgs. L, 0 and P2, so I will add it to the Bldg. K Permit. Is CSM doing the site work including landscaping for the Bank of America building(Bldg. P1)? If not, then I will collect a separate landscape escrow for Bldg. P1 when that Building Permit application comes in to hold Bank of America responsible for installation of the landscaping around that building. This review is not intended to be an exhaustive and comprehensive report and is limited to the plans that were supplied to the City of Eagan. Unless otherwise noted, all references are to the 2015 Minnesota Building Code(MSBC)which has adopted, with amendments, the 2012 International Building Code. It is our goal that this review will help you in complying with the applicable codes and we are, therefore, requesting that the following items be addressed: 1. Change the code page to properly reflect the plans were reviewed based on the 2015 Minnesota Fire Code (plans show 2007 Minnesota Fire Code). 2. Please indicate the listed wall types. 3. Based on the minimum occupancy classification you will need an additional accessible parking space up front. This space needs to be an accessible van space with the accessible aisle located on the passenger.side (per 2015 Minnesota Accessibility Code 502.4.1). 4. A"no parking"designation is needed for the access aisle. This can be achieved with a sign centered at a maximum of 96 inches from the head of the aisle located a minimum of 60 inches to a maximum of 65 inches above the floor of the access aisle. If this obstructs the pedestrian route, you may provide the"no parking"designation on the surface of the aisle. 5. As shown in A201K Grid 3,the roof access is within 10 feet of the roof edge.A guard shall be installed accordance with International Mechanical Code section 304.11 6. You are missing a continuous wall footing schedule. 7. Re-evaluate the proposed valuation of$350,000 for this building. Special Inspection and Testing Procedures The special inspection services were periodically provided by International Code Council (ICC)certified special inspectors in accordance with the requirements of the Minnesota State Building Code,Chapter 17 of the International Building Code(IBC)and the project plans and specifications. The purpose of special inspections is to provide a review of the contractor's work designated by the project structural engineer as needing special inspection under the guidelines of the IBC to determine compliance with the approved construction documents. The special inspector does not have the responsibility or authority to, nor is it the intent of special inspections to have them judge or modify the construction documents.Only the structural engineer-of-record can do this. As the special inspections were completed, a Special Inspection Daily Report was prepared to summarize the results of our inspections and testing. A copy of this report was electronically provided to the construction team for their review and records. Plans and Specifications The plans and project documents available at the site were used for our inspections. Visual Examination of the Field-Made Welds Visual examination of the field welds was conducted in accordance with American Welding Society(AWS) D1.1-2015,Table 6.1 requirements and the requirements of the project plans and specifications. AA/EOE CSM Corporation Project B1501149.00 February 20, 2017 Page 2 Tension-Control Bolted Connection Observations Tension-control bolted connection observations were conducted to determine if the bolt holes were filled, if the correct bolts were used, if the nuts were fully engaged and if the splined end of the tension- control bolts had separated from the body of the bolt. Removal of the splined end is a direct indicator the bolt has been torqued to the minimum snap-off load. In addition, each connection was observed for fit-up and to determine if the various plies were in contact with one another. Hex-Head Bolted Connection Observations Hex-head bolting observations were performed to determine if the bolt holes were filled, if the correct bolts were used, if the nuts were fully engaged and if they appeared to be snug tight. Each hex-head bolted connection was observed for fit-up and to determine if the various plies were in contact with one another. Random bolts were also selected at various connections to determine if the nuts were snug tight. This was done using a wrench and cheater bar. Metal Deck Weld and Fastener Observations Metal deck weld observations were conducted in general accordance with AWS D1.3-2008,Section 6.0 requirements and the requirements of the project plans and specifications. Items reviewed included the quality, size and spacing of the welds. In addition, the location and the completeness of the side-lap fastener installation were observed and evaluated. Column Anchor Bolt Observations The column anchor bolts were observed to determine if they were in place, and if the nuts were installed, fully engaged and snug tight. The base plates were observed to determine if they were in full contact with the adjoining surface. Please note that, since this project encompassed construction of multiple buildings over two distinct phases, the numbering of the attached Special Inspection Daily Reports is not sequential. Rather, the reports are organized by date. Special Inspection and Testing Procedures The special inspection services were provided in accordance with the requirements of Chapter 17 of the International Building Code(IBC),the Special Inspection and Testing Schedule,and/or the project plans and specifications. The purpose of special inspections is to provide a review of the contractor's work designated by the project structural engineer as needing special inspection under the guidelines of the IBC to determine compliance with the approved construction documents. The special inspector does not have the responsibility or authority to, nor is it the intent of special inspections to have them, judge or modify the construction documents. AA/EOE CSM Corporation Project B1501149.00 February 15,2017 Page 2 Summary of Special Inspections and Material Observations and Tests Soil Evaluation and Testing Our firm performed a geotechnical evaluation for the Central Park Commons development. Our findings and recommendations were presented in a Geotechnical Evaluation Report(Report)dated June 25,2015, and submitted under Braun Intertec project number B1501149.The Building K footprint is located northwest and outside of the footprint of the former Lockheed Martin facility. The soil boring performed for our Geotechnical Evaluation that was located near Building K encountered existing fill to a depth of about 11 feet below existing surface grades. Below the existing fill, the boring encountered and terminated in native alluvial soils. As discussed in our Report,we recommend removing existing fill within 4 feet of the proposed subgrade elevation and replacing it with suitable backfill. During the mass grading phase of this project, our firm observed excavations performed and tested structural backfill placed within the building pad area of Building K.We observed that unsuitable soils were removed from below Building K.The results of compaction testing performed indicate that fill was conditioned, placed, and completed in accordance with project specifications. During the construction phase of Building K,soils exposed at structure subgrade elevations and in excavations were visually evaluated, while those below subgrade elevations and excavation bottoms were evaluated using hand auger borings and dynamic cone penetrometers. These tasks were performed to determine if the observed and tested soils were(a)consistent with those encountered by the soil borings performed for the geotechnical evaluation,(b)consistent with those observed and tested during the mass grading phase of the project, and(c)suitable for support of the design structural loads. The hand auger borings were drilled with a 1 1/2-inch-diameter hand auger. The borings were advanced in 2-to 4-inch increments to depths of 2 to 4 feet below subgrade elevations or excavation bottoms (shallower penetrations typically occurred where larger gravel, cobbles, and boulders were present). The auger was then withdrawn from the borehole to obtain cuttings. The soils encountered in the borings were classified in general accordance with ASTM D 2488,"Description and Identification of Soils(Visual/Manual Procedures)." Preliminary estimates of soil consistency and density were also evaluated based on resistance to penetration of the hand auger, and the turning resistance. The dynamic cone penetrometer(DCP)tests were completed using a solid metal rod fitted with a 1 3/8-inch diameter conical point. The point is driven into the soil with a 12-pound weight falling 20 inches. The number of blows required to drive the point each 6-inch increment was recorded and then used to correlate the soils'relative density, consistency or compaction with that determined or estimated from the geotechnical borings, and also used as a basis to estimate the suitability of the soils to support the design loads. This test procedure was generally used when granular soils were exposed at subgrade elevations or in excavation bottoms. BRAUN INTERTEC CSM Corporation Project B1501149.00 February 15,2017 Page 3 Concrete Reinforcement We initially reviewed the reinforcement and dowel requirements on the project structural drawings and shop drawings, if available. Information reviewed included bar size, bar length, bar spacing, bar location, splice lengths, and dowel placement. This information was then used to determine if the inplace reinforcement was placed in accordance with the requirements of the project plans and specifications. We also noted if the inplace reinforcement was free of rust, scale, and soil. Concrete Placement Observations Concrete placement observations were performed to monitor the procedures being used by the contractor and to determine if they were consistent with typical industry standards. Fresh Concrete Testing Routine tests to determine the plastic concrete's slump, temperature and air content were done during each pour. In addition, concrete cylinders were cast at rates specified in the project specifications to evaluate the concrete's compressive strength. Concrete Compressive Strength Testing The cast concrete cylinders were temporarily stored at the site and then returned to our laboratory for moist curing and testing. The results of the concrete compressive strength testing were forwarded to the interested parties under a separate cover as they became available. February 15, 2017 Project B1501149.00 Mr. Dan Ullom CSM Corporation 500 Washington Avenue South,Suite 3000 Minneapolis, MN 55415 Re: Non-Structural Steel Special Inspection Procedural and Final Report Central Park Commons Building K (K1 and K2) Northeast Corner of Pilot Knob Road and Yankee Doodle Road Eagan, Minnesota Dear Mr. Ullom: Please find attached to this procedural report the Non-Structural Steel Special Inspection Final Report for Building K of the Central Park Commons project, and the supporting Special Inspection Daily Reports for your review and records. Please note that, since this project encompassed construction of multiple buildings over two distinct phases, the numbering of the attached Special Inspection Daily Reports is not sequential. Rather, the reports are organized by date. Special Inspection and Testing Procedures The special inspection services were provided in accordance with the requirements of Chapter 17 of the International Building Code (IBC),the Special Inspection and Testing Schedule, and/or the project plans and specifications. Only the structural engineer of record can do this. As the special inspections were completed, a Special Inspection Daily Report was prepared to summarize the results of our inspections and testing. A copy of this report was provided to the contractor's site representative for their review and records. Plans and Specifications The provided plans and specifications or the plans available at the site were used for our inspections. / /I.;. JF: CSM Corporation Project B1501149.00 February 15,2017 Page 2 Summary of Special Inspections and Material Observations and Tests Soil Evaluation and Testing Our firm performed a geotechnical evaluation for the Central Park Commons development. These tasks were performed to determine if the observed and tested soils were(a)consistent with those encountered by the soil borings performed for the geotechnical evaluation, (b)consistent with those observed and tested during the mass grading phase of the project, and(c)suitable for support of the design structural loads. The soils encountered in the borings were classified in general accordance with ASTM D 2488,"Description and Identification of Soils(Visual/Manual Procedures)."Preliminary estimates of soil consistency and density were also evaluated based on resistance to penetration of the hand auger, and the turning resistance. BRAUN INTERTEC CSM Corporation Project B1501149.00 February 15, 2017 Page 3 Concrete Reinforcement We initially reviewed the reinforcement and dowel requirements on the project structural drawings and shop drawings, if available. That plan,as described,is generally consistent with our recommendations:It is our opinion that the backfilling procedure,as described tous by Craig,is appropriate given the observed soil conditions. We observed that a portion of the east perimeter strip footing, where the footing steps down near the northeast corner of Building L1,was undermined/eroded by surface runoff/rainfall.That was the only section of footings that appeared to be undermined.Recommended that I RJ Ryan fill the void with either flowable fill(FF)or high slump corefill/grout(CF).To do so,we recommended constructing a temporary form around the undermined area so that the form is a short distance away from the footing to allow FF/CF material to access the void and the top of the form is a few inches above the bottom of the footing, and then backfill the void with FF/CF material.Ineral, once the material does not appear to rise up the form,it assumed the void is filled.Once the FF/CF material has cured, the form may be removed.Did not recommend testing the FF/CF,however,recommended that our lead Special Inspector observe the procedure. Findings of observations were discussed with lead field technician,Rick Chapman. Special Inspection and Testing Procedures The special inspection services were periodically provided by International Code Council (ICC) certified special inspectors in accordance with the requirements of the Minnesota State Building Code, Chapter 17 of the International Building Code (IBC) and the project plans and specifications. The purpose of special inspections is to provide a review of the contractor's work designated by the project structural engineer as needing special inspection under the guidelines of the IBC to determine compliance with the approved construction documents. The special inspector does not have the responsibility or authority to, nor is it the intent of special inspections to have them judge or modify the construction documents. Only the structural engineer-of-record can do this. F.,/ CSM Corporation Project B1501149.00 February 20, 2017 Page 2 Tension-Control Bolted Connection Observations Tension-control bolted connection observations were conducted to determine if the bolt holes were filled, if the correct bolts were used, if the nuts were fully engaged and if the splined end of the tension- control bolts had separated from the body of the bolt.
