COUNCIL CHAMBERS Energy and Environment Advisory Commission April 8, 2016 Page | 2 TO: The Energy and Environment Advisory Commission (EEAC) FROM: Jared Flewellen, Assistant Director of Parks and Recreation DATE: April 8, 2016 SUBJECT: Energy and Environment Advisory Commission Meeting April 12, 2016 A meeting of the Energy and Environment Advisory Commission (EEAC) will take place on Tuesday, April 12, 2016 at 7:00 p.m. in the City Council Chambers. To ensure that a quorum is present, please contact Jared Flewellen at 651-675-5505 or jflewellen@coityofeagan.com if you are unable to attend this meeting. I. PLEDGE OF ALLEGIANCE AND ROLL CALL II. ADOPTION OF THE AGENDA The agenda, as presented or modified, is in order for adoption by the Commission. III. APPROVAL OF MINUTES The minutes of the February 9, 2016 meeting pending any modifications, are in order for adoption by the Commission. IV. VISITORS TO BE HEARD The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of public meetings to permit visitors to address items of interest that are not addressed on the regular agenda. Items that will take more than ten minutes or that require specific action can be scheduled for a future meeting agenda. V. DIRECTOR’S UPDATES Assistant Director Jared Flewellen will provide a brief overview of any updates and or happenings that have occurred over the past month. VI. OLD BUSINESS There are no new business items to be discussed at this time. VII. NEW BUSINESS Energy and Environment Advisory Commission April 8, 2016 Page | 3 EEAC members will present information and updates on the five approved goals by City Council. Information will include recommendations and accomplishments of the 2015-2016 commission session. VIII. OTHER BUSINESS AND REPORTS IX. ROUNDTABLE The Roundtable is scheduled as an opportunity for Commissioners to ask questions, make requests for future agenda items, or provide informative updates to the Commission pertaining to energy and environment initiatives. ADJOURNMENT Energy and Environment Advisory Commission April 8, 2016 Page | 4 MINUTES OF THE REGULAR MEETING OF THE ENERGY AND ENVIRONMENT ADVISORY COMMISSION Tuesday, February 9, 2016 MINUTES OF MEETING OF FEBRUARY 9, 2016 A regular meeting of the Eagan Energy and Environment Advisory Commission (EEAC) was held on Tuesday, February 9, 2016 at 7:00 p.m. in the City Council Chambers. Those present were Member Prabhakar, Member Oxley, Member Mirick, Member Dugan, Member Hamlin and Member Friedline. Member Craft was not present. Staff members present were Assistant Director of Parks and Recreation Jared Flewellen, Water Resources Manager Eric Macbeth and Administrative Supervisor, Amy Grannes. APPROVAL OF AGENDA Member Prabhakar asked if there were any changes to the agenda. Assistant Director Flewellen stated there were no changes. Member Oxley moved, Member Friedline seconded, with all present members voting in favor to adopt the agenda as presented. Aye: 6 Nay: 0 APPROVAL OF MEETING MINUTES Member Oxley moved, Member Hamlin seconded, with all present members voting in favor to approve the regular meeting minutes of December 8, 2015, as presented. Aye: 6 Nay: 0 Member Mirick moved, Member Oxley seconded, with all present members voting in favor to approve the special meeting minutes of January 12, 2016, as presented. Aye: 6 Nay: 0 VISITORS TO BE HEARD There were no visitors to be discussed at this time. DIRECTORS UPDATE Assistant Director Flewellen gave brief overview of current updates. The Midwest Renewable Energy Association is hosting a solar power hour at the Home and Leisure Show on March 12 from 11:00 a.m. to 12:00 p.m. The Home and Leisure Show is March 11-12 at the Eagan Civic Arena. Commissioners whose terms are ending need to reapply by March 17. Next GreenStep workshop is scheduled for March 8th more information will be emailed to Commission Members. OLD BUSINESS Energy and Environment Advisory Commission April 8, 2016 Page | 5 There were no old business items to be discussed at this time. NEW BUSINESS Water Resource Presentation Water Resources Manager Eric Macbeth gave a presentation on protecting, improving Eagan’s lakes and wetlands and reviewed Eagan’s outreach programs. Handouts regarding specific programs were given to each Commission Member. Commission Members requested information on communication items related to the Energy and Environment Advisory Commission goals to be added to their web page. After further discussion it was decided the communication work group would meet and decide what information should be included. COMMUNICATIONS There were no communication items to be discussed at this time. ROUND TABLE Commission Members gave updates on their work groups and made suggestions for upcoming speaker topics. After a brief discussion with Commission Members the roundtable concluded. ADJOURNMENT After further brief discussion, Member Mirick moved, Member Oxley seconded with all members present voting in favor to adjourn the meeting. Director Updates TO: Energy and Environment Advisory Commission PREPARED BY: Jared Flewellen, Assistant Director of Parks & Recreation Discussion Items:  GreenStep Cities Workshop Series 2015-2016 are available to all commissioners to attend in person or online. Past workshop was April 12 at 9 a.m. – 11 a.m. covering Building ReUse, Rehab and Repurpose. The workshop focused on communities across Minnesota are often faced with the difficult decision of whether to demolish an old municipal building, or save it. The Preservation Alliance of Minnesota (PAM) believes that local landmarks such as schools, libraries, city halls, and commercial buildings can be valuable civic assets. When historic municipal buildings are rehabilitated and reused, communities benefit through added economic development, strengthened sense of place, and increased citizen engagement – and fewer tons of materials going into their landfills.  GreenStep Cities Workshop Series 2015-2016 are available to all commissioners to attend in person or online.
