Eagan, Dakota County, Minnesota Dynamic Cone Penetrometer Test Report As requested, site visits were made on October 10, and 11, 2016 to test engineered fill placed for construction of a house pad for a single family residence. Our initial inspections and tests (#1 thru #4) for the building pad cleanout, were conducted on October 4, 5, 6, & 7, 2016. Note: for the ease of test location reference, this report will refer to the front of the pad as north, although magnetic north is approximately 45 degrees to the left when viewed from the street. At the time of the inspection, fill had been placed within an area along the west pad line &the front or north pad line. Imported granular soils were being blended with an on-site sandy clay loam, for engineered fill. A soil consolidation assessment was made by penetrating the fill zones at random with full body weight applied to a 5/8th inch diameter smooth probe. The probes indicated generally acceptable penetration, although soils of lower consolidation were observed within the west fill zone. Soil consolidation/bearing capacity was evaluated, within 2 sections of the excavation by, dynamic cone penetrometer tests per ASTM STP-399. The dynamic cone penetrometer (DCP), employs an eight kilogram (17.6 pound) hammer to drive a 20 millimeter diameter conical point into the soil, with the penetration recorded in millimeters per blow. From the DCP readings, a per/blow, penetration average was recorded and an N-value derived. This N -value is an empirical relationship we have established to equate the dynamic cone data to the more familiar blows per foot (BPF) standard penetration soil boring test. Excavated material consisted of undocumented fill, predominately a slightly plastic sandy loam, with isolated pockets of coarse granular. Soil at the excavation base was a very soft, gray sandy clay, at or above optimum moisture. To evaluate the depth of this material, full body weight was applied to a 1 5/8th inch diameter fluted hand auger, with penetration exceeding 3'. The excavator removed an additional 3%to 4 feet of material to a strata of sandy clay. Penetration with the hand auger at this lower elevation indicated well consolidated soil. Ground water transmission through the pad was observed at the north wall of the excavation, at approximate footing elevation or slightly above. Based upon surrounding topography, and our initial viewing of the subgrade, would indicate that the proposed build area may contain substantial quantities of undocumented fill to an unknown depth. Indicators such as "soft spots" or debris which may be encountered by the backhoe operator, should be further evaluated for buried materials at depth. 10/5/16 (12:10 P.M.): With the exception of the garage area in the NE, The excavation had been extended to the east, removing 5 plus feet of over burden materials to an elevation approaching proposed grade. Base soils consisted of a gray/brown and olive colored plastic sandy loam considered fill materials. Soil moisture was elevated, with some standing water observed in the SE. A soil strength assessment was made by penetrating the perimeter footing lines and the excavation base at random, with full body weight applied to a 5/8th inch diameter smooth probe. The probes indicated generally acceptable penetration with the exception of the east footing line extending approx. 25' from the SE corner, and the rear footing line extending 15' east from the SW corner. The referenced areas contained soft high moisture soils with penetration approaching 3'. Soil bearing capacity was evaluated, at areas of increased probe penetration in the east and southwest by, dynamic cone penetrometer tests per ASTM STP-399. The dynamic cone penetrometer (DCP), employs an eight kilogram (17.6 pound) hammer to drive a 20 millimeter diameter conical point into the soil, with the penetration recorded in millimeters per blow. From the DCP readings, a per/blow, penetration average was recorded and an N-value derived. The excavation was stepped down following the transition slope between fill and what appeared to be natural occurring soils, to a depth approaching 15' near the excavation mid-section. Two 1 5/8'h inch diameter fluted hand auger probes were conducted at the lowest elevation, with westerly most probe indicating consecutive zones of organically stained sand and clay. To evaluate soil capacity at the clean-out base near proposed build elevations, DCP tests were conducted near the mid-section and west end of the pad excavation. Maximum depth to remove undocumented fill or unsuitable soils was estimated at approximately 8'-10' below proposed grade. Hand auger probes conducted at random indicated acceptable subgrade soils. A probe put down 33/4' at the mid-section low point, indicated an organically stained medium/fine sand underlain by a stained cohesive soil, consistent with the probe placed in the same general area on 10/6/16. In our opinion, the observed and tested sub-grade soils are acceptable for fill placement. Our observations and subsequent soil evaluations are limited in scope to soil conditions observed within the completed pad excavations, and to the depths achieved by shallow probes and dynamic cone penetrometer tests. Therefore, we are unable to assess sub-grade soils, which may be encountered by borings conducted as part of a standard subsurface geotechnical investigation.
