My apologies for taking a few days to get back to you. Our inspector provided me the photos above of the area beneath
your deck. Unfortunately, because this area is not paved with concrete, paver block or a similar hard surface, and the
property already exceeds the 25% maximum allowable of impervious coverage, I am unable to approve the Zoning
Permit to add a shed on your property.
For these reasons, I have marked the zoning permit as denied, and attached a copy for your records. I have also
included the e-mails with my calculations and our prior conversations for your future reference.
If you are able to reduce other impervious area on your property to offset the addition of the shed, or provide more
accurate measurements and calculations that demonstrate the property does not exceed the 25% impervious coverage,
you may reapply with a new Zoning Permit Application and we will reconsider it on that basis.

Does the 7' x 10' size fit within the existing hard surface area beneath the deck, and maintain a minimum 3' setback
from the house? As long as the shed is being placed on an existing hard surface (e.g. concrete, paver blocks, asphalt)
and does not displace green space (e.g.grass/yard/landscape bed),then you may build the shed because it would not
increase the amount of impervious coverage on the property. Would you mind if I sent a City staff member out to the
property just to take a look at the area under your deck and confirm this?

Since you mentioned other properties, the attached exhibit shows the extent of the Shoreland zoning area (blue) around
Hay Lake and Schwanz Lake, within which the 25% maximum impervious coverage standard applies. Your property is
the red triangle. While other properties may also have sheds, those lots may have a different ratio of impervious
coverage (since that is based on lot size, size of buildings and extent of hard surface area, which can vary substantially
from lot to lot).

area. Not sure if my house alone has these restrictions or others got exception.
Is it OK, if I reduce my shed size to 7 X 10 and install it under my deck by ensuring 3 feet gap between
my house walls & shed?

Yes,the building is considered hard surface area because the roof of the building sheds water. Therefore, it can only be
placed over an existing hard surface, so as not to increase the total hard surface area of the lot.
With the floor framing system illustrated in the video,the building still covers the green lawn area and increases the
total hard surface area of the property.

Impervious or hard surface is anything that prevents normal absorption of water into land and including driveways,
sidewalks, patios, cement, asphalt, and buildings (anything with a roof like houses,garages, sheds, porches,
gazebos). Shoreland Zoning allows up to 25%of your lot area to be covered with such impervious or hard surface, and it
appears that ratio is already exceeded on your property.
For this reason,the shed can be placed on an existing hard surface, but cannot be placed on an area that is current lawn
as that would displace the lawn (which absorbs water) and increase the impervious or hard surface area (the building
roof). Therefore, the shed cannot be placed in the Option 2 location. Option 1 may be a possibility if that area is already
concrete; please verify, sending a photo of the Option 1 area would be very helpful.
Finally, the shed must be placed at least 3 feet away from the wall of the house. That separation is required by building
codes for safety reasons, especially fire hazard since flammable materials may be kept in a shed. Is there enough space
in Option 1 location to keep the 3 foot separation to the house and fit the shed on the existing concrete surface? If you
can confirm that for me,then we can issue the Zoning Permit.

We are in receipt of your zoning permit application for a shed on your property. You mentioned two locations of
where you can place the shed—Option 1 being beneath your deck and Option 2 being beside the deck. Because your
property is in a Shoreland Overlay Zoning District, no additional hard surface area may be added. Therefore,the shed
may only be placed on an existing hard surface. Please confirm if one or both of the Option 1 or 2 locations is already a
hard surfaced patio or concrete slab.
The Shoreland Overlay Zoning District limits the impervious, or hard surface, area to 25 %of the lot area. The lot area
(not including the pond) is approximately 11,324 s.f. The existing impervious coverage appears to be above 25%already
(approx. 3,125 s.f.versus the 25%max of 2,831 s.f.). The front sidewalk, what appears to be a patio, and rear deck
(assuming patio below) are included in this estimate. (see below)
Please let me know about the location and extent of existing hard surface area on your lot to complete your Zoning
