The Eagan Airport Relations Commission will meet on Wednesday, November 9 at 7PM in the
City Council Chambers. To ensure a quorum is present, please contact Executive Assistant
Cheryl Stevenson at (651) 675-5005 or cstevenson@cityofeagan.com if you are unable to
attend the meeting.
I. ROLL CALL AND ADOPTION OF THE AGENDA
The agenda, as presented or modified, is in order for adoption by the Commission.
II. APPROVAL OF MINUTES
The minutes of the July 12, 2016 goals workshop and the September 14, 2016 ARC meeting
are enclosed on pages q through. These minutes are in order for adoption by the
Commission.
III. VISITORS TO BE HEARD
The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of
public meetings to permit visitors to address items of interest that are not addressed on the
regular agenda. Items that will take more than ten minutes or that require specific action
can be scheduled for a future meeting agenda.

V. NEW BUSINESS
A. Presentation from MAC and FAA -Dana Nelson, MAC Manager of Noise,
Environment and Planning, along with Elaine Buckner, MSP Air Traffic Control Tower
Manager, will be in attendance to address the following topics that were included on the
ARC's 2016-2017 Work Plan:
• Changes to RNAV arrival procedures and corresponding public outreach
• Nighttime runway Use
• Use of the Eagan/Mendota Heights Corridor versus Runway 17 for eastbound
departures (Summer 2016)
Ms. Nelson and Ms. Buckner are also able to respond to any follow up questions from
the joint meeting with the City Council pertaining to Converging Runway Operations
(CRO) procedures.
B. Next Generation and Stage V Committee Reports—As part of the 2016-2017
ARC Work Plan, the Commission created two committees to focus on Next Generation
and Stage V Aircraft. Enclosed on pages Iq and % are descriptions of each committee,
as prepared by Chair Thorkildson. The Commission agreed to have the committee
reports as a standing agenda item in the event either or both committees have any
updates or information to be shared.
VI. STAFF / COMMISSIONER REPORT
A. 2017 Noise Oversight Committee (NOC) Work Plan—Enclosed on pages $0 and
1 is the proposed 2017 NOC Work Plan. At Eagan's request, an item will also be added
to the work plan to follow up on the FAA's progress pertaining to the new CRO
procedures.
B. MAC Brochures—Enclosed on pages 'AS throughl®l are electronic versions of
newly created brochures the MAC is using to help educate the public on issues
associated with airport noise.

VII. ROUNDTABLE
Per the request of the Commission, this agenda item has been added so that Commissioners

MINUTES OF THE EAGAN
AIRPORT RELATIONS COMMISSION MEETING
JULY 12, 2016
A meeting of the Eagan Airport Relations Commission was held on Tuesday, July 12, 2016 at 7:00 p.m.
Those present were Charles Thorkildson, Carol Whisnant, Jeff Spartz, Philippe Girard, Matthew
Henderson and Assistant City Administrator Miller. Dan Johnson, Julie Lambert and James Waldhauser
were absent.
The meeting was called to order by Chair Thorkildson.
AGENDA
Commissioner Thorkildson moved, Commissioner Whisnant seconded a motion to approve the agenda
as presented. All members voted in favor.
APPROVAL OF MINUTES
Commissioner Thorkildson moved, Commissioner Whisnant seconded a motion to approve the minutes
from the May 10, 2016 meeting. All members voted in favor.
VISITORS TO BE HEARD
There were no visitors to be heard.
2016-2017 ARC WORK PLAN AND GOALS
Assistant City Administrator Miller noted before the Commission is the 2016-2017 ARC work plan, the
proposed 2016-2017 work plan, and the proposed Stage V and Next Gen Committee outlines for the
Commission to discuss. The Commission discussed the proposed work plan topics in preparation for
presenting the plan to the Council at the November 9 City Council workshop.
ELECTRONIC PACKETS
The Commission discussed their preferences in how best to receive meeting packets. There was a desire
by the Commission to move towards electronic packets, with questions raised about the options of using
Androids or a Surface to access the packets, in addition to Apple products.
There were no roundtable items.

AIRPORT RELATIONS COMMISSION MINUTES
September 14, 2016
A joint meeting of the Airport Relations Commissions of the Cities of Eagan, and Mendota
Heights was held in the City Council Chambers of Eagan City Hall on Wednesday, September
14, 2016.
Call to Order
Eagan ARC Chair Chuck Thorkildson called the meeting to order at 7:00 pm.
Eagan Commissioners present were: Chuck Thorkildson, Carol Whisnant, Jeff Spartz, Julie
Lambert, James Walderhauser, Dan Johnson
Mendota Heights commissioners present were: David Sloan, William Dunn, Arvind Sharma,
Kevin Byrnes, Jim Neuharth, and Gina Norling. Commissioner Sally Lorberbaum was absent
(excused).
Also present were Mendota Heights City Councilor Liz Petschel, and NOC Alternate
Representative Jill Smith.
Also present: MAC Staff Brian Ryks, Chad Leqve, Dana Nelson, and Brad Juffer; also, Eagan
Assistant City Administrator Dianne Miller, and Mendota Heights City Administrator Mark
McNeill
Presentations:
Executive Director and MAC CEO Brian Ryks was introduced. He said that he was a native of
the Twin Cities, and had worked previously in airports in Denver; Aberdeen, South Dakota; St,
Cloud; Duluth; and Grand Rapids, Michigan, before accepting the job at MSP earlier this year.
He reviewed operations numbers, destinations, and recent and planned improvements at MSP.
He presented information regarding noise abatement programs, RNAV, and issues relating to
Converging Runway Operations.
Assistant Manager of Noise, Environment, and Planning Brads Juffers presented information on
Stage 5 aircraft. He reviewed improvements in technology resulting in reductions of aircraft
noise, since the FAA started monitoring noise levels in 1969. He said that the FAA is trying to
get its standards to be consistent with international standards.
He showed examples of Stage 1 through Stage 5 aircraft, and noted that current engines are
much larger in diameter than earlier, noisier versions. A video was viewed.
Questions were asked by Ms. Petschel regarding Delta and American Airlines phasing out
MD80's (A: American is now down to 50 total in its fleet); by Ms. Smith regarding where the
quieter planes are being flown (A: The concentration will be on international routes, not as
much domestically); and by Mr.Thorkildson regarding the impact of phasing out MD80's on the
airport's noise footprint (A: It will result in a reduction).
Ms. Miller reviewed a draft resolution which would be considered by the Noise Oversight
Committee at its next meeting. It requests the FAA to perform an environmental review and
documentation of existing and future impacts to noise and airport capacity from non -intersecting
converging runway operations at MSP. She noted that such an EAW would take between twelve
to twenty four months to perform. Ryks stated that the FAA is trying to get operations back to
pre -CRO levels, but it is still in the testing mode right now.
Regarding activities by each of the cities, Mr. Sloan stated that a major focus of the Mendota
Heights ARC related to fine tuning an analysis of turbo prop aircraft, which has been generating
complaints from early morning departures over that city. This issue had been raised at an Open
House which had been held in March.
Mr. Thorkildson stated than Eagan has created two committees—one to study Stage 5 aircraft,
and the other to examine Next generation aircraft. He said that their ARC's goal is to educate
and communicate regarding new aircraft technologies, and what those mean for safety and
efficiencies. Eagan also spoke about its Open House,

Runway Use System Report - September 2016
Selecting which runways to use for aircraft departures and arrivals at Minneapolis -St. Paul International Airport
(MSP) is a complex task. Decisions about airport configuration and runway use at MSP are made carefully on a
continuous basis by the Federal Aviation Administration (FAA) Air Traffic Control (ATC). ATC takes into
consideration numerous factors, including: safety, efficiency, wind direction and wind speed (on the surface and
aloft), air traffic demand, aircraft weight, the number of inbound and scheduled outbound aircraft, noise
abatement, and many other variables when selecting an airport configuration.
At MSP the most frequently used runways are the parallel runways, Runway 12R -30L and Runway 12L -30R.
These runways are used every day unless construction or unusual meteorological conditions do not allow their
use. Runway 17 is used for departures in a southerly direction. Runway 35 is used for arrivals from the south.
Runway 4-22 is used for arrivals and/or departures of heavy aircraft that require longer runway distances for
landings or takeoffs.
The Runway Use System (RUS) prioritizes arrival and departure runways to promote flight activity over less -
populated residential areas as much as possible.

Departure Prioritization (see green arrows depicted on Figure A):
1. Runways 12L and 12R (parallel runways) are the first priority for departures since aircraft overfly
industrial use areas to the southeast immediately after takeoff from MSP. These runways are used when
wind speed and direction promote a south flow at MSP. In addition, there are times when these runways
are used if winds are light enough, regardless of the wind direction, and when airspace demand is light
enough to allow discretion in runway configuration.
2. Runway 17 is used for departures to the south to augment the flow of air traffic using the parallel runways,
and when wind speed and direction promote a south flow at MSP.
3. Balanced Use of Runway 4-22 occurs when strong northeasterly or southwesterly winds (crosswinds)
prevent use of the parallel runways, or when an aircraft requires a longer runway for takeoff.
4. Runways 30L and 30R (parallel runways) are the lowest priority for departures since aircraft
consequently take off to the northwest over densely -populated residential areas. These runways are used
during heavy air traffic demand periods and when wind conditions and other factors do not allow use of
Runways 12L and 12R.
Arrival Prioritization (see red arrows depicted on Figure A):
1. Runways 30L and 30R (parallel runways) are the first priority for arrivals since aircraft approach MSP
from the southeast over industrial use areas. These runways are used when flight factors promote a north
flow at MSP and during heavy air traffic demand periods.
2. Runway 35 is used for arrivals from the south when wind speed and direction promote a north flow at
MSP and during peak air traffic periods to augment the use of the parallel runways.
3. Balanced Use of Runway 4-22 occurs when strong northeasterly or southwesterly crosswinds prevent
use of the parallel runways, or when an aircraft requires a longer runway for landing.
4. Runways 12L and 12R are the lowest priority for arrivals from the northwest since aircraft approach
MSP over densely -populated residential areas. These runways are used when wind speed and direction
promote a south flow at MSP.
Five primary airport runway configuration options exist at MSP: north -flow, south -flow, opposite -direction, and
two mixed flows. A north -flow configuration offers three runways for arriving aircraft, which makes it the most
efficient, due to the airspace requirements of arriving aircraft. During a north -flow configuration (N) aircraft arrivals
are on Runways 30L, 30R and 35 and departures are on Runways 30L and 30R, as shown in Figure B. There
are times when the wind characteristics do not allow for arrivals on Runway 35 during a north -flow configuration.
This results in all arrivals and departures on Runways 30L and 30R. For the purposes of this report, this
configuration is denoted as straight north -flow (N*), as shown in Figure C.

12L, 12R and 17, as shown in Figure D. Conversely to the north -flow configuration, the south -flow configuration
(S) offers three departure runways. There are times when the wind characteristics do not allow for departures

southeast of MSP. This configuration, shown in Figure F, utilizes the most preferred arrival and departure
runways according to the RUS; however, it requires at least 15 miles of separation between arrival and departure

aircraft arrive on Runways 30L and 30R and depart on Runway 17 with reduced departure operations on
Runways 30L and 30R, as shown in Figure G. In another mixed flow configuration (MB) aircraft arrivals occur
on Runway 35 with departures on Runways 12L and 12R, as shown in Figure H.

The purpose of the RUS is to establish priorities of arrival and departure runways to promote flights over less -
populated areas. According to the RUS, the arrival runway priorities are Runways 30L, 30R and 35 and the
departure runway priorities are Runways 12R, 12L and 17. A monthly summary of the activity on the RUS high-
priority runways is provided in Table 2.

The MAC tracks flight activity at each of its airports and
publishes it for public -use.

The data found here are the same details we use to assess
aircraft operations in the MAC's Noise Program Office.
Pilots and Noise Abatement
Pilots are responsible for the safe operation of any aircraft they
fly. While their primary focus is always safety, there are ways
pilots can help reduce their impact over noise -sensitive areas.
Each MAC -owned airport is open for public -use 24 -hours a
day. The MAC cannot restrict aircraft operations (such as a
mandatory nighttime curfew), however, noise abatement plans
and procedures are available to help pilots fly as quietly as
possible. These plans and procedures were developed by
the MAC through collaboration with pilots, the FAA, and
communities surrounding each airport. In addition MAC staff
works with pilots, airport tenants and the FAA regularly to
underscore the importance of noise abatement for the
surrounding communities.
Aircraft Noise Complaints
Residents can file aircraft noise complaints with the MAC at
any time via the Internet or by phone. It's important to know
that aircraft noise complaints alone cannot change how the
airport operates. Where aircraft fly, as well as their associated
noise levels, depends on factors such as wind and weather,
the number of arrivals and departures, the time of day,
construction activity and other conditions, all which play a
part in how an airport operates at any given time.
Aircraft noise and activity complaints are used in conjunction
with flight data to corroborate specific events or identify
possible trends. Some city governments also use complaints
to gauge the level of concern about aircraft noise in their
communities.

What is the Metropolitan

The Metropolitan Airports Commission (MAC) is a public

mitigation. Mitigation typically consists of alterations to a

air conditioning are a few examples) that reduce noise
levels inside the home. Every year the MAC assesses the
previous year's actual aircraft noise impacts around MSP.
Homes located within certain noise thresholds may become
eligible for noise mitigation when all criteria are met.
Homes that do not meet the criteria cannot be added to
the program as eligibility is based on federally approved
thresholds.

and departures, the time of day, construction activity and
other conditions, all which play a part in how the airport
operates at any given time.
Aircraft noise and activity complaints are, however, used in
conjunction with flight data to corroborate specific events or
identify possible trends. Some city governments also use
complaints to gauge the level of concern about aircraft noise
in their communities.

Runway Use at MSP
The FAA is solely responsible for determining which runways are used for takeoffs and landings at MSP. It is a complex task
that takes into consideration numerous factors, including: safety, efficiency, wind direction and speed (on the surface and
aloft), air traffic congestion, aircraft weight, the number of inbound and scheduled outbound aircraft, noise abatement
procedures, and others.
When these factors allow for flexibility, the FAAs air traffic controllers use MSP's Runway Use System as a guide to
choose runways based on aircraft noise impacts.
