ROLL CALL AND ADOPTION OF THE AGENDA The agenda, as presented or modified, is in order for adoption by the Commission. II. APPROVAL OF MINUTES The minutes of the November 9, 2016 ARC meeting are enclosed on pages (0 through . These minutes are in order for adoption by the Commission. III. VISITORS TO BE HEARD The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of public meetings to permit visitors to address items of interest that are not addressed on the regular agenda. Items that will take more than ten minutes or that require specific action can be scheduled for a future meeting agenda. IV. OLD BUSINESS A. MAC Monthly Reports -Enclosed are the following January 2017 MAC reports: • Technical Advisor's Report (pages'OL through), • Eagan/Mendota Heights Corridor Analysis (pages through ) Runway 17 Departure Analysis Report (pages0 through (v1) • 2016 Crossing -in -the -Corridor Analysis (pages& through�P) • Runway Use System Report (pages through NP) j Airport Relations Commission March 14, 2017 Page 2 The January reports are the most current reports available on the MAC website. To access the reports electronically, go to http://www.macnoise.com/tools-reports/monthly_ operations -reports. Also enclosed on pages 91 through Il5 are summary pages of the November/December 2016 operations at MSP Airport as presented at the most recent NOC meeting. Page _ is a map summarizing runway use for all of 2016. Note 33% of all departures were on Runway 17, compared to 7.5%(12R) and 15.7%(12L) off of the parallels. B. FAA Adjusts Converging Runway Operations (CRO) Procedures—Enclosed on pages 11 and i. is an article the MAC published regarding the changes made by the FAA to adjust CRO procedures. In summary, beginning in January 2017, the FAA is now able to simultaneously use two arrival departure windows, meaning that controllers no longer need to alternate flights departing over Minneapolis and arriving over Eagan/Bloomington as they were doing throughout 2016. The result is expected to be a reduction in the number of departures over Eagan using 17, with a corresponding increase in arrivals onto Runway 35. Likewise, Minneapolis will likely see an increase in departures as the FAA prefers to use a North flow when possible. Per the request of the ARC, the City proactively communicated about the impact of CRO via the City's newsletter. A follow up article and social media posts were also provided when the FAA announced the approved, adjusted CRO procedures. The Facebook post pertaining to the CRO adjustments resulted in significant online engagement. V. NEW BUSINESS A. Next Generation and Stage V Committee Reports—As part of the 2016-2017 ARC Work Plan, the Commission created two committees to focus on Next Generation and Stage V Aircraft. Enclosed on pages and t 1` are descriptions of each committee, as prepared by Chair Thorkildson. The Commission agreed to have the committee reports as a standing agenda item in the event either or both committees have any updates or information to be shared. B. 2040 Comprehensive Guide Plan/ Aviation Chapter—The City of Eagan is in the process of updating its 2040 Comprehensive Guide Plan, which is used as a long term planning tool for the City. The Plan includes a section on Aviation. The draft Aviation section for the 204 update is included on pages loth through, . Airport Relations Commission March 14, 2017 Page 3 VI. STAFF J COMMISSIONER REPORT A. Debrief on Community Connections Event—The Commission had a booth at the first ever Community Connections event, held on March 4, 2017. The Commission is welcome to discuss the experience and provide any feedback for improvements or adjustments for future events. B. Noise Oversight Committee (NOC) Interim Co -Chair Appointment—Dianne Miller, Assistant City Administrator, was appointed as Interim Co -Chair of the Noise Oversight Committee, representing the communities on the NOC. Her term as Chair will run through July 2017, at which time the Communities will vote on a Chair person for the next two years. The interim period resulted when previous Chairman Tom Fitzhenry, Councilmember in Richfield, did not seeking reelection in 2017 and thus stepped down from the NOC, leaving a 6 month vacancy in the Chair position. C. MAC Study: Steeper Glide Slope for Arrival Operations—At the January 18, 2017 NOC meeting, MAC staff presented their findings on a study pertaining to steeper glide slopes for arrival operations. The results of the study are summarized in a memo on pages (through aO D. Noise Program Communication Enhancement Plans—At the January 18, 2017 NOC meeting, MAC staffed presented their efforts to enhance communication with the public. Enclosed on pages 160 and M is a memo summarizing their efforts to date. Also enclosed, on page 16 is a summary about Listening Sessions to be hosted by MAC staff. These Listening Sessions will replace the previous "Quarterly Input Meetings" and focus on providing more opportunity for two-way engagement between MAC staff and community members. Eagan offered to host the next Listening Session, which will take place on Wednesday, April 19, 7pm at the Eagan Community Center. E. Second Amendment to Consent Decree Finalized—Enclosed on page 139 is a memo summarizing the Second Amendment to the Consent Decree, which has been approved by all parties, including the State Court. The second amendment clarifies the software to be used for airport planning documents and federal environmental review. Additionally, the amendment provides an opportunity for residents who previously opted out of the mitigation program to opt back in if they now qualify for the 5dB mitigation package. F. Advisory Commission Appointment Process—The City is currently accepting applications to serve on one of four City advisory commissions. Applications are being accepted through Friday, March 24, 2017. All incumbents whose terms are expiring must reapply, but have the option of not being formally interviewed by Council. G. FAA Tour of Minneapolis Center (Farmington)—The FAA cancelled the Commission's tour previously scheduled in January due to inclement weather. Efforts are being made to reschedule the tour for July 11, 2017. 11 Airport Relations Commission March 14, 2017 Page 4 VII. ROUNDTABLE Per the request of the Commission, this agenda item has been added so that Commissioners have the opportunity to ask questions or make requests for future agenda items. XIII. Miller Assistant City Administrator 1 MINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING NOVEMBER 9, 2016 A meeting of the Eagan Airport Relations Commission was held on Wednesday, November 9, 2016 at 7:00 p.m. Those present were Charles Thorkildson, Carol Whisnant, Jeff Spartz, Philippe Girard, Dan Johnson, Julie Lambert, James Waldhauser and Assistant City Administrator Miller. Matthew Henderson arrived late?? The meeting was called to order by Chair Thorkildson. AGENDA Commissioner Johnson moved, Commissioner Spartz seconded a motion to approve the agenda as presented. All members voted in favor. APPROVAL OF MINUTES Commissioner Whisnant moved, Commissioner Johnson seconded a motion to approve the minutes of July 12, 2016 and September 14, 2016 meetings. All members voted in favor. There were no visitors to be heard. VISITORS TO BE HEARD OLD BUSINESS MAC Monthly Reports There was no discussion regarding the MAC Monthly Reports. NEW BUSINESS Presentation from MAC and FAA Assistant City Administrator Miller introduced Dana Nelson, MAC Manager of Noise, Environmental and Planning, along with Elaine Buckner, MSP Air Traffic Control Tower Manager to address changes to RNAV arrival procedures and corresponding public outreach, nighttime runway use, and use of the Eagan/Mendota Heights Corridor versus Runway 17 for eastbound departures. Miller noted this would be an opportunity if the Commission has any questions on the presentation that Ms. Nelson and Ms. Buckner gave at the joint meeting with the City Council before this meeting regarding Converging Runway Operations (CRO) procedures. Dana Nelson gave a presentation and was available for questions. Airport Relations Commission Minutes November 9, 2016 Page 2 Commissioner Johnson shared through his employer he has access to several Power Point presentations that take a look Next Generation, Commissioner Whisnant noted their group did get together to discuss the outline that was provided and have a plan of action and will report back to the Commission at a future meeting. STAFF/COMMISSIONER REPORT 2017 Noise Oversight Committee (NOC) Work Plan Assistant City Administrator Miller noted the Noise Oversight Committee will be looking at the work plan next week. At Eagan's request, an item will also be added to the work plan to follow up on the FAA's progress pertaining to the new CRO procedures. MAC Brochures Assistant City Administrator Miller noted the MAC Noise Office has created electronic versions of brochures to help educate the public on issues associated with airport noise. Along with written and electronic versions, the MAC has also created a video series with the first one being released this week titled "Airport Noise Basics Part 1, Who Makes the Decisions?" ROUNDTABLE Commissioner Johnson thanked Elaine Buckner and Dana Nelson for attending the meeting. Chair Thorkildson asked if there is additional information that could be emailed to Commissioners regarding fleet mix and nighttime operations. Ms. Buckner invited the Commission to tour the tower. Decisions about airport configuration and runway use at MSP are made carefully on a continuous basis by the Federal Aviation Administration (FAA) Air Traffic Control (ATC). ATC takes into consideration numerous factors, including: safety, efficiency, wind direction and wind speed (on the surface and aloft), air traffic demand, aircraft weight, the number of inbound and scheduled outbound aircraft, noise abatement, and many other variables when selecting an airport configuration. At MSP the most frequently used runways are the parallel runways, Runway 12R -30L and Runway 12L -30R. These runways are used every day unless construction or unusual meteorological conditions do not allow their use. Runway 17 is used for departures in a southerly direction. Runway 35 is used for arrivals from the south. Runway 4-22 is used for arrivals and/or departures of heavy aircraft that require longer runway distances for landings or takeoffs. The Runway Use System (RUS) prioritizes arrival and departure runways to promote flight activity over less - populated residential areas as much as possible. In July 2015, new CRO rules were put in place at MSP to prevent potential airspace conflicts for planes departing over South Minneapolis when arrivals are coming in over Bloomington. At first, these CRO rules applied only to departures on the south parallel runway, Runway 30L, over South Minneapolis and simultaneous arrivals to Runway 35 over Bloomington. In February 2016, the PAA determined that the CRO rules also needed to be applied to departures on the north parallel runway, Runway 30R. These rules, along with increased southerly winds, produced notable increases in the number of aircrall departing to the south over cities including Bloomington, Eagan, Mendota Heights and Burnsville and arriving; over Minneapolis, St. Louis Park, and Minnetonka. To apply the CRO rules, FAA Air Traffic Managementat MSP developed a tool. called an. Arrival Departure Window (ADW) for each of the parallel runways, This tool alternates between flights departing over South Minneapolis and flights arriving over Bloomington. Until January 201.7, the two ADW tools could not be used at the same time because it required a thorough risk assessment and approval process conducted by the FAA. In December 201.6, the use of two ADWs at the same time received a Preen light from .FAA. headquarters.The FAA Air 'Fraff%c Manager at MSP, Kurt Mara, provided an update on the progress at the December meeting of the Planning, Development, and (Environment Committee of the Metropolitan Airports Commission.. "Getting that first step, will be a huge step in getting us closer to how we used to operate," Mara said.. The FAA expects to see runway use percentages similar to what was occurring prior to the CRU rules. Specifically, more arrivals to Runway 35 with fewer departures from Rntrway '17. Impact on Next Gen Aviation As a neighbor to Minneapolis — St. Paul (MSP) International Airport, the City of Eagan is affected both positively and negatively by the airport. The City benefits by convenient access to airport services while at the same time areas of the City are negatively affected by aircraft noise. Aircraft noise is the negative aspect of being only two to three miles from MSP. In 2016, MSP served 37.5 million passengers and accommodated over 410,000 landings and takeoffs. MSP ranks 9th in North America for the number of travelers serviced. The airport boasts the eighth busiest airfield in the world. MSP is expected to accommodate over 526,000 annual operations by 2025. Airport Expansion A significant expansion of MSP Airport took place in 2005, which changed flight patterns and noise exposure in Eagan. Runway 17/35, also known as the North-South Runway, became operational in October 2005, and added significant capacity to MSP. The current runway configuration consists of two parallel runways (12-30 left and right), one cross wind runway (4-22), and one north -south runway (17-35). The two parallel runways are oriented in a southeast -northwest direction and landings and takeoffs from/to the southeast are generally over Eagan. The North-South Runway is located to the west of the parallel runways, with both landing and takeoffs from/to the south. The location of Runway 17-35 in proximity to the other runways allows for independent and simultaneous use of the north -south and the parallel runways. The flight departure tracks from Runway 17 spread noise over much of the southern half of the city and the arrival operations onto Runway 35 concentrates significant noise over those homes in Eagan that are located just east and west of Cedar Avenue, as that is the location planes must reach to follow the extended centerline for arrival operations. The City will continue to work with the Metropolitan Airports Commission (MAC) to minimize the area affected by noise and to establish additional noise mitigation measures. Economic Benefits According to the 2013 MSP Economic Impact Study, the Minneapolis -St. Paul International Airport is both directly and indirectly responsible for over 76,000 jobs in the region, $10.1 billion in annual business revenues, $3 billion in personal income, $1.9 billion in local purchases, and $611 million in state and local taxes. The major benefit of the City's proximity to the airport is convenient access for its residents and businesses to the services offered by MSP. It is less than a 20 minute trip from most areas of Eagan to MSP. For the City of Eagan, the benefit of being located in close proximity to the airport has helped the City support a healthy and diverse business community, from corporate headquarters to distribution companies to hotels and restaurants. Businesses such as Thomson Reuters, USPS Bulk Mail Facility, Sun Country, and numerous hotels decided to locate within Eagan in part due to the proximity to the airport. The airport is a tremendous marketing tool for bringing in new businesses and retaining those that have made Eagan their home. Airport Noise Impacts and Land Use Planning Different types of land use have varying degrees of sensitivity to aircraft noise. For example, commercial -industrial uses are more compatible with aircraft noise than noise -sensitive residential, churches and schools. Noise sensitivity varies among residential uses. Single family homes have more exposed exterior walls and roof areas and rely more on the outdoor yard areas than most multi -family housing. As such, single family homes are generally more affected by aircraft noise than multi -family housing. The northern portions of Eagan are particularly affected by aircraft noise. (Insert Figure 7.15 (a) 2025 Minneapolis -St. Paul (MSP) Airport Forecast Noise Contours and Noise Policy Areas) To avoid additional conflicts the City has guided most of this area for commercial -industrial development and discouraged construction of new single family residential homes and most multi- family homes in noise exposure areas. The City of Eagan understands the potential for aircraft noise impacts in the areas outside of the Fourth Noise Exposure Zone (60 Ldn contour). For that reason, the City recognizes the One -Mile Buffer Zone as a factor in its consideration of the noise compatibility of the new and major infill development within that area. It is important to note that while most of the City does not fall within the 60-65 DNL noise contours, the majority of the City is impacted by aircraft noise. Moreover, the noise contours change annually to reflect actual operations. Should the contour map included in the 2040 Comprehensive Plan change W significantly prior to the next time the Plan is updated, a comprehensive guide plan amendment could be necessary to better reflect current aircraft noise conditions. In general, the Comprehensive Plan does not recommend construction of new residential uses within the noise exposure areas, except on a case specific basis. Extraordinary sound proofing should occur if new single family dwellings are constructed in noise exposure areas. In specific circumstances, such as the Cedar Grove Redevelopment District and Viking Lakes, construction of multi -family homes can occur so long as adequate sound insulation is provided to ensure a quiet indoor environment. This can be accomplished by meeting the Structure Performance Standards established by the Metropolitan Council's Aviation Chapter of the Metropolitan Development Guide, as well as by meeting standards set forth in the City's future noise attenuation ordinance. For residential and educational/medical land uses, interior sound levels may not exceed 45 dBA. An interior sound level of 50 dBA is required for cultural, recreational, entertainment, office, commercial, and retail service uses. Table 5.1 outlines the Metropolitan Council's land use compatibility guidelines for development within noise exposure areas. Noise Exposure and Mitigation There are existing residential uses within noise exposure zones. Aircraft noise exposure is measured and mapped by the Metropolitan Airports Commission (MAC). The noise exposure zones and accompanying mitigation programs are subject to approval by the Federal Aviation Administration Figure 7.15 (b) 2015 Minneapolis -St. Paul (MSP) Airport Actual Noise Contours Noise exposure is measured on an annualized average weighting of day -night noise levels measured in decibels (Ldn). Around MSP, the significant noise exposure zones are mapped from Ldn 75 (highest) to Ldn 60 (lowest). Homes within the proposed 2015 Ldn 65 Mitigated Noise Contour are eligible for the residential sound insulation program offered by MAC. All Eagan homes located in the 2015 65 DNL contour have either been mitigated by the MAC, or declined to participate. The noise contours over Eagan have continued to decrease in size. Changes in fleet mix at the airport and evolving engine technology have reduced the total noise footprint. With the advances being made through Next Generation aviation, and anticipated engine improvements meeting Stage V regulations, contours will likely continue to decrease in size; that is, unless operations grow significantly at MSP. The contour snap provided (Figure 7.15 (b)) represents a contour specific to 2015 actual operations. The MAC's 2035 forecasted contours are not yet available as a result of delays associated with Converging Runway Operation procedures. Thus it is difficult to predict the land use impacts of future aircraft operations and the corresponding impact on long term land use planning decisions. In 2007, the City of Eagan, along with the cities of Minneapolis and Richfield and the Minneapolis Public Housing Authority, settled a $127 million lawsuit against the MAC, which resulted in a noise mitigation program being established for those homes in the 2007 60-65 dB DNL noise contours, as well as those homes that fall between the 2007 contour and the previously approved 2005 noise contours. All home mitigation in Eagan associated with the settled lawsuit has been completed. Since the settlement that occurred in 2007, the cities of Eagan, Minneapolis, and Richfield, along with the Minnesota Public Housing Authority and the Metropolitan Airport Commission have agreed to two amendments to the settlement. The first amendment made in 2013 states single family homes will be eligible for mitigation if the home is 1.) located for a period of three consecutive years beginning no later than 2020 in the actual 60-64 DNL noise contour prepared by the MAC; or 2.) the home is located within a higher noise impact mitigation area in the actual contours compared to the 2007 mitigation - eligible contours. The second amendment occurred in 2016 and in addition to updating the environmental design tool used by the FAA, also allows for homeowners who previously opted out of the noise mitigation program to now participate in the program. Height and Safety Zoning Safety zones are established within the MSP Airport Zoning District to ensure an unobstructed flight path for departing and arriving aircraft. The safety zones extend off the ends of each runway and impose height and use restrictions on properties and structures within them. Due to the distance between the runways and the municipal borders of Eagan the safety zones do not have a significant effect upon height of proposed structures in Eagan. The main concern is that structures within safety zones do not exceed 200 feet in height. The City of Eagan is required to notify MNDOT of any proposed structure in excess of 200 feet outside of individual airport zoning districts to control potential obstructions in the region's general airspace. Federal Regulation Title 14, Part 77 establishes standards and notification requirements for objects affecting navigable airspace. This notification serves as the basis for evaluating the effect of the construction or alteration on operating procedures, determining the potential hazardous effect of the proposed construction on air navigation, identifying mitigation measures to enhance safe air navigation, and charting of new objects. Notification allows the Federal Aviation Administration (FAA) to identify potential aeronautical hazards in advance, thus preventing or minimizing the adverse impacts to the safe and efficient use of navigable airspace. Title 14, Part 77.13 requires any person/organization who intends to sponsor any of the following construction or alterations to notify the Administrator of the FAA when: • Any construction or alteration exceeding 200 feet above ground level; • Any construction or alteration: o Within 20,000 feet of a public use or military airport which exceeds a 100:1 surface from any point on the runway of each airport with at least one runway more than 3,200 feet o Within 10,000 feet of a public use or military airport which exceeds 50:1 surface from any point on the runway of each airport with its longest runway no more than 3,200 feet o Within 5,000 feet of a public use heliport which exceeds a 25:1 surface; • Any highway, railroad or other traverse way whose prescribed adjusted height would exceed that above noted standards; • When requested by FAA; and, • Any construction or alteration located on a public use airport or heliport regardless of height or location. Persons/organizations intending to sponsor construction/alterations which require notification to the FAA under Title 14, Part 77.13 shall notify the FAA using FAA form 7460-1 as may be amended. The City's Zoning Ordinance shall be amended to require persons/organizations intending to sponsor construction/alterations which require notification to the FAA under Title 14, Part 77.13 to notify the FAA using FAA form 7460-1 as may be amended. Intergovernmental Relations Eagan Airport Relations Commission The City of Eagan has an active Airport Relations Commission. The Commission is an appointed advisory body of the Eagan City Council. The purpose of the Commission is to advise and make recommendations to the City Council concerning aircraft noise and airport policy issues that impact or have the potential to impact Eagan. As citizen volunteers, Commission members provide valuable insight into public perceptions of these issues for the City Council, City staff and community at large. Currently the Eagan Airport Relations Commission is focusing on: 1. Monitoring departure and arrival tracks of Runway 17-35 to minimize noise exposure to residential neighborhoods. 2. Seeking a 95% or better rate of compliance within the Eagan/Mendota Heights Corridor. 3. Monitoring the impact of Converging Runway Operations procedures on runway use. 4. Communications efforts to inform residents about the activities of the City to reduce airport noise over the City of Eagan and provide avenues in which citizens can be heard regarding concerns over airport noise or changes proposed at MSP. Minneapolis -St. Paul International Airport Noise Oversight Committee The City of Eagan is one of six communities surrounding the airport that has a seat on the MSP Noise Oversight Committee (NOC). The MAC established the NOC in August 2002. Its purpose is to bring industry and community representatives together as a balanced forum to dialogue about noise issues at the Minneapolis -St. Paul International Airport and to bring policy recommendations to the MAC. The committee meets on a bimonthly basis. The NOC replaced the group formerly known as the Metropolitan Aircraft Sound Abatement Council (MASAC), which was disbanded in 2000. Metropolitan Council The Metropolitan Council is the regional planning agency that has the legislative authority of approving the MAC's Capital Improvements Plan budget. The Metropolitan Council's role in the evaluation of noise is to promulgate guidelines for the compatible use and development of land in communities surrounding the airport and approve individual airport long-term comprehensive plans. Other Agencies A number of other State agencies work with the MAC in either a cooperative and/or regulatory capacity. The Minnesota Department of Transportation is involved in all construction projects that will impact the traveling public, including runway construction and roadway improvements. The Minnesota Pollution Control Agency works with MAC Environment Department on issues such as noise and groundwater runoff. The Minnesota Environmental Quality Board has the final authority in approving Environmental Impact Statements and other environmental documents related to the MSP. A glide slope provides vertical guidance to arriving aircraft to make sure they stay clear of obstructions and that they reach the proper touchdown point at the end of the runway. The glide slope it is the vertical component of an Instrument Landing System (ILS), while the localizer provides aircraft lateral guidance. The ILS is known as a precision approach procedure and is essential for safe arrival operations particularly in bad weather. Guidelines published by the International Civil Aviation Organization (ICAO) state that 30 is the optimum approach angle for precision approaches and that descent gradients steeper than the optimum should not be used unless all other means to avoid obstacles have been attempted. This is because these steeper approach angles may result in descent rates exceeding aircraft approach limits'. Therefore, the international glide slope standard is 30. There is a small number of airports that have higher approach slopes for purposes of keeping aircraft clear of obstacles and/or terrain during the approach to the airport. Two international airports have evaluated and/or implemented steeper glide slope angles solely for noise reduction purposes: Frankfurt Airport in Germany uses a 3.20 on its newest runway, which opened in 2011; and London Heathrow tested a 3.20 glide slope for a period of six months to better understand how an increased glide slope would affect operations and to measure the noise reduction benefit that could be achieved. An evaluation of these airports was conducted by MAC Noise Program Staff and is detailed in this memo. Additional details on this topic will be provided to the NOC at its January 18, 2017 meeting. Frankfurt Airport In 2011, Frankfurt Airport began conducting flight simulator studies to investigate safety, operational aspects and pilot workload for 3.00, 3.20 and 3.50 ILS glide slopes for the newest of its four runways2. Glide slope angles at or above a 3.50 required a change in gear and flaps deployment further away from the airport, reducing or negating noise benefit gained from the slightly higher flight path. The study also found that the 3.20 glide path did not lead to safety problems or procedural changes, nor did it lead to an increased number of go-arounds. In October 2012, Frankfurt Airport took action to begin operationally testing the 3.20 glide slope by installing two independent ILS systems for each end of the new northwest runway (25R/7L), making it one of the only runways worldwide equipped with a total of four ILS systems3. Two ILS systems, one on each end of the runway, have a 3.20 glide slope angle and are used only for Category I approaches, for high -visibility conditions. When there are low cloud ceilings or low visibility conditions, aircraft may need to fly Category II or III approaches needing a 30 glide slope. For Frankfurt Airport, this necessitated the installation of an additional ILS system on each end of the runway for 30 glide slope angles. The additional ILS and required relocation of the glide path transmitter cost $3.3 million. The increased glide slope operations went through a two-year test period and by December 2014, the 3.20 glide slope angle became standard. During the test phase, seven noise measurement stations collected noise data measuring noise reductions between 0.5 and 1.5 A -weighted decibels (dBA), unlikely to be perceptible on the ground4. London Heathrow Airport Heathrow Airport completed a six month trial of a 3.20 glide slope angle in August 2016. The purpose of the trial was to analyze and observe if operating a 3.21, approach would have an adverse impact on the operation of the airport and to measure the noise benefit under the approach paths5. To conduct the trial, Heathrow amended their existing Area Navigation (RNAV) approaches, which take arrivals all the way down to the runways. The descent angle of the RNAV approaches were changed to 3.20, leaving the ILS unaffected. This allowed aircraft to continue flying a 30 approach slope during low visibility conditions (Category II and III). The reason Heathrow Airport studied a 3.20 approach slope and not a higher was is because the aircraft would not need modifications, nor would pilots require further training. During the trial, there were 2,469 arrivals that flew the 3.20 approach slope and 112,229 approaches that flew the standard 30 approach6. It was the pilot's decision as to which type of approach would be flown. The approaches were available only during Category I conditions. The height improvement on final approach was found to be lower than mathematically expected from a 3.20 approach because of temperature effects on the RNAV approaches. Colder than standard temperatures (15° C/59° F) resulted in less than ideal altitude gains. Air traffic controllers felt there was no noticeable operational difference between the 30 and 3.20 approaches. It was noted, however, that there was an increase in controller workload resulting from the change to a 3.20 RNAV approach. It was also noted that when there was a tailwind, controllers noticed a reduction in the number of requests for the 3.20 RNAV approaches, likely due to an uncertainty of the impacts to landing distance and speed from the steeper approach. Heathrow Airport pilots do not believe that the 3.20 RNAV approach made a difference in their ability to manage the aircraft's speed, nor did it result in an increase in the number of go-arounds. It should be noted, however that the runways at Heathrow Airport are longer than those at MSP, therefore concerns with regard to increased speed and energy would likely have been alleviated by the large landing distance available. The pilots collectively agreed that an approach angle above 3.211 would start to create issues with speed management and landing distance. Ideal trajectories under standard conditions were expected to provide noise reductions at receptors directly below the approach path of approximately -0.7 dBA. The actual noise event data at Heathrow Airport showed noise reductions short of this expectation in terms of consistency and magnitude. The noise reductions ranged between -1.4 dBA to +0.1 dBA with an average of -0.5 dBA, unlikely to be perceptible on the ground. Heathrow Airport's long-term plan is to incorporate 3.20 glide slope angles in their proposals for redesigning the Heathrow airspace as part of the government's future airspace strategy. The chart below shows what the ideal mathematical altitude gain would be for MSP between a 3.20 and a 30 glide slope. The altitude values do not go to 0 on the chart since MSP airport elevation is at 842 feet. This plan identifies four tactics to enhance community stakeholders' understanding of the complexities associated with aircraft operations and provide an evaluation of our current noise program engagement and communication techniques driven by stakeholder input and external consultation. MAC staff will provide an update on this plan at the January 18, 2017 NOC meeting. Tactic 1 Produce a series of five videos and fact sheets to help communicate the basic facts about aircraft noise. In 2016, one video was completed and published on the MAC Noise Program Office website along with an accompanying fact sheet. The video was played for the MSP Noise Oversight Committee, the MAC Planning, Development and Environment Committee and at the Fourth Quarter Public Input Meeting. The remaining videos and fact sheets will be produced in 2017. Tactic 2 With ongoing partnership between the Environment and PAM departments, identify developing trends in noise concerns and address them with easy -to -understand web articles explaining changes that have occurred, sharing valuable information or debunking misinformation regarding noise concerns. This effort is ongoing and has resulted in 22 news articles published in 2016. Since this tactic is ongoing, there will be no completion date. Tactic 3 Develop and distribute informational brochures that would be shared with individuals calling the noise complaint hotline for the first time and for individuals entering a noise complaint through the website. In 2016, a brochure was developed to share information about MSP -specific noise topics. This brochure is being distributed to communities surrounding the airport, at public meetings and through the noise complaint website. An additional brochure was developed to share noise topics related to all MAC airports and distributed via the website and reliever airport commissions. This tactic is completed. Tactic 4 Launch a Community Engagement Enhancement program in consultation with external convening and communication experts to enhance community engagement using stakeholder feedback. In 2016, a survey was conducted with 800 residents surrounding MSP and interviews were held with community stakeholders. Staff is in the process of evaluating and implementing improvements for creative collaboration and effective communication. (D O CFQ e 0 3 (D �- r O r+ iml- . p q ITEM 7 MEMORANDUM TO: MSP Noise Oversight Committee (NOC) FROM: Dana Nelson, Manager—Noise, Environment & Planning SUBJECT: SECOND AMENDMENT TO THE CONSENT DECREE UPDATE DATE: January 4, 2017 The cities of Minneapolis, Richfield and Eagan (the Cities), the Minneapolis Public Housing Authority and the MAC entered into a Consent Decree on October 19, 2007, settling litigation involving expansion of the MSP noise mitigation program to the 60 Day -Night Average Sound Level (DNL) noise contour. On September 25, 2013, the Hennepin County District Court approved an amendment to the Consent Decree sought by the MAC, the Cities and the Minneapolis Public Housing Authority. The amendment addressed community concern that the MSP 2020 Improvements Environmental Assessment/Environmental Assessment Worksheet was inadequate because it failed to provide mitigation for future contours. The amendment resolved the dispute and provided a path forward to continuing the noise mitigation program to December 31, 2024. The amended program provides the same mitigation packages per noise impact thresholds (63+ DNL & 62-60 DNL) with eligibility determined by successive years of higher noise impact as compared to the 2007 noise contours. This analysis is conducted annually by the MAC based on actual noise contours. In 2017, the MAC will be providing mitigation to 138 single-family homes and 88 multi- family units – the first group of homes provided mitigation as part of the amended program. In the time since the First Amendment to the Consent Decree, the Federal Aviation Administration (FAA) upgraded its Integrated Noise Model (INM) through integration into its new Aviation Environmental Design Tool (AEDT) software. The FAA now requires the use of AEDT for airport planning documents and federal environmental review under the National Environmental Policy Act (NEPA). Additionally, as the noise mitigation program has been implemented under the terms of the First Amendment to the Consent Decree, the parties determined that clarifications are required to the opt -out provision. The clarification would allow homeowners who declined a partial mitigation package under the original Consent Decree to reenter the program if they become eligible for the full 5 dB mitigation package under the terms of the First Amendment to the Consent Decree. Staff has been collaborating with the Cities to develop specific amendment language addressing the use of AEDT and the opt -out provision. The amendment expressly allows MAC to use FAA's AEDT noise model to determine program eligibility going forward, with a one-year phase-in INM eligibility safeguard. The amendment also provides opt -out homeowners with the option to reenter the program if they become newly eligible for the full 5 dB mitigation package based on actual noise impacts. In exchange, the Cities agreed to support the use of AEDT for determining program eligibility going forward. The MAC will also receive a waiver of all noise claims from homeowners who previously opted out of the partial noise mitigation program and now reenter the program to receive the full 5 dB noise mitigation package. MAC staff will provide an update on this topic at the January 18, 2017 NOC meeting. 16
