03/11/2008 - Airport Relations CommissionMINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING MARCH 11, 2008 A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, March 11, 2008 at 7:00 p.m. Those present were Curtis Aljets, Charles Thorkildson and Bret Walsh. Absent were Steve Beseke, Tammy Mencel and Jack Prentice. Also present was Assistant to the City Administrator Miller. AGENDA There was no quorum to approve the agenda. APPROVAL OF MINUTES The minutes of the February 12, 2008 regular meeting of the Eagan Airport Relations Commission were not approved for lack of quorum. VISITORS TO BE HEARD There were no visitors to be heard. COMMUNICATIONS UPDATE Miller introduced the item stating it is the practice of the Airport Relations Commission to discuss any communication initiatives relative to airport noise each month including articles appearing in the Experience Eagan newsletter, stories aired on the City’s local access cable channels and inclusions in the ARC Notebook. Miller stated the last article to appear in the newsletter was in regards to the decrease in nighttime airport noise. The Commission suggested a future airport/noise article could be on contours. MAC MONTHLY REPORTS – EAGAN/MENDOTA HEIGHTS CORRIDOR ANALYSIS/TECHNICAL ADVISORY REPORT/17-35 DEPARTURE ANALYSIS REPORT Miller introduced the item stating the enclosed January 2008 Eagan/Mendota Heights Corridor Analysis Report, the January 2008 Technical Advisory Report and the January 2008 Runway 17 Departure Analysis Report are the most current reports available on the MAC website. Thorkildson stated there was 93 percent corridor compliance for the month of January. He noted most of the violations were off the North Parallel Runway. Aljets stated in January 47.8 percent of the complaints were from Eagan. He also stated the February Technical Advisors Report online showed the percentage of complaints from Eagan was at 43.6. Walsh commented on the MSP Complaints by City Report comparing data between Minneapolis and Eagan. Aljets noted during the months of January and February over 51 percent of all flights came over Eagan. The Commission asked Miller to inquire with Chad Leqve as to whether there could be a breakdown of the noise complaints into categories and if this breakdown could be included in a monthly report. The Commission discussed how this information would be beneficial. Eagan Airport Relations Commission March 11, 2008 Page 2 of 2 ANNUAL NOISE CONTOUR ANALYSIS Miller introduced the item stating the Annual Noise Contour Analysis Report compares the 2007 Actual Noise Contour and the 2007 Forecasted Noise Contour. She also stated the report was prepared as a requirement of the settlement in the cities’ litigation versus the MAC over noise mitigation. She further stated the MSP Noise Oversight Committee will be reviewing the report at their March 19 meeting. She asked the Commission for their comments or any questions they may have in order that she can share their concerns with the NOC at their meeting. Miller stated she will ask if this report will be prepared on an annual basis and, if so, for how long. The Commission commented that the actual contours have shrunk and noted no streets were designated on the maps. The Commission also stated the document was beneficial and a positive comment was made on the diagrams of operations off each runway. The Commission questioned what criteria would justify re- opening the litigation. The Commission discussed the comparison of runway use between the 2007 forecast and the 2007 actual operations. ARC MEETING SCHEDULE/CONSOLIDATE MARCH-APRIL MEETINGS Miller introduced the item stating the next regular ARC meeting is scheduled for April 8 which is also the date of the Advisory Commission interviews. Miller asked the Commission to consider cancelling the April meeting or rescheduling it to another evening in April. No formal action was taken, but direction was given to cancel the April 8, 2008 meeting unless a need is determined to schedule a meeting for an alternate date in April. UPCOMING VACANCIES ON THE ARC Miller introduced the item stating there are four terms that will become vacant on the Airport Relations Commission at the end of April. She further stated three of those terms are 2-year terms and one term is a 1-year alternate position. Miller stated residents interested in serving on the ARC or any other commission are encouraged to submit an application, which is available on the City of Eagan’s website or at the Eagan City Hall / Municipal Center. Miller noted the deadline is 4:30 p.m. Friday, March 28. Miller thanked Chuck Thorkildson for his dedicated service of nine years on the ARC Commission, many of which were in the capacity of Chairperson, and noted he has reached his term limit. She also thanked Tammy Mencel, whose term is also up in April, for her service on the Commission. Thorkildson thanked existing and previous Commission members, and staff for their support. ADJOURNMENT The meeting adjourned at 7:25 p.m. DATE SECRETARY
