ROLL CALL AND ADOPTION OF AGENDA The agenda, as presented or modified, is in order for adoption by the Commission. II. APPROVAL OF MINUTES The minutes of the February 12, 2008 Airport Relations Commission meeting are enclosed on pages %3 through These minutes, as presented or modified, are in order for adoption by the Commission. 1I1. VISITORS TO BE HEARD The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of public meetings to permit visitors to address items of interest that are not addressed on the regular agenda. Items that will take more than ten minutes or that require specific action can be scheduled for a future agenda. IV. OLD BUSINESS A. Communications Update — It is the practice of the Airport Relations Commission to discuss their communication initiatives each month, which include articles in the Experience Eagan Newsletter, stories aired on the City's local access cable channels, and inclusions in the ARC Notebook. If any of the Commissioners have suggestions for communication initiatives regarding airport issues, please voice those suggestions at this time. B. MAC Monthly Reports — Eagan/Mendota Heights Corridor Analysis/Technical Advisory Report/17-35 Departure Analysis Report— Enclosed on pages to through is the January 2008 Eagan/Mendota Heights Corridor Analysis. Enclosed on pages ' 2 through �— is the January 2008 Technical Advisory Report. Enclosed on pages through is the January 2008 Runway 17 Departure Analysis Report. The January reports are the most current reports available on the MAC website. It is the practice of the Commission to review the reports and discuss any significant deviations that may have occurred or any other noteworthy occurrences as reported in the analyses. V. NEW BUSINESS A. Annual Noise Contour Analysis—Enclosed without page number is the Annual Noise Contour Analysis, which compares the 2007 Actual Noise Contour and 2007 Forecasted Noise Contour. The report was prepared as a requirement of the settlement (consent decree) in the cities' litigation versus the MAC over noise mitigation. The MSP Noise Oversight Committee will be reviewing the report at their March 19 meeting. The ARC is asked to review the report and share and comments or questions at the meeting, in order that Assistant to the City Administrator Miller can share any questions or concerns with the NOC at the March 19 meeting. B. ARC Meeting Schedule / Consolidate March -April Meetings—Due to advisory commission interviews being scheduled on April 8, which is the next regularly scheduled ARC meeting, it is suggested that the ARC consider not having an April meeting or choose to reschedule the meeting for another evening in April. At this time, staff does not have any work program items scheduled for the April meeting. If the Commission is amenable to cancelling the April meeting, formal action is requested. VI. STAFF / COMMISSION REPORT A. Upcoming Vacancies on the ARC – There will be four terms that will become vacant on the ARC at the end of April of this year. Three of those terms are 2 -year terms and one term is the 1 -year alternate term. Those interested in serving on the ARC are encouraged fill out an application, which is available on the City of Eagan's website at www.ci.tvofeagan.coni or by calling the City Administrator's office. Applications are due March 28, 2008. VII. ROUNDTABLE Per the request of the Commission, this agenda item has been added so that Commissioners have the opportunity to ask questions or make requests for future agenda items. VIII. ADJOURNMENT Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30 p.m. unless agreed upon by the Commission. ,_A[P I I � 1 I z P( (. � 1%) Assistant to the City Administrator Z MINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING FEBRUARY 12, 2008 A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, February 12, 2008 at 7:00 p.m. Those present were Curtis Aljets, Steve Beseke, Jack Prentice and Charles Thorkildson. Absent were Bret Walsh and Tammy Mencel. Also present was Assistant to the City Administrator Miller. AGENDA The Agenda was amended to move item B. under New Business, Dialogue with Chad Leqve, before Old Business; and add item B. under Staff Report, 2007 Actual and 2007 Forecasted Contours. Upon motion by Aljets; seconded by Beseke, the agenda was approved as amended. All members voted in favor. APPROVAL OF MINUTES Beseke made a motion to approve the minutes of the January 8, 2008 regular meeting of the Eagan Airport Relations Commission as presented; Prentice seconded the motion. All members voted in favor. VISITORS TO BE HEARD There were no visitors to be heard. DIALOGUE WITH CHAD LEQVE, MAC MANAGER OF THE AVIATION NOISE AND SATELLITE PROGRAMS Miller introduced Chad Leqve and Scott Skramstad, from the Metropolitan Airports Commission, thanking them for attending tonight's meeting and stated Mr. Leqve would answer questions from the Commission and discuss inquiries relative to the 1998 Final Environmental Impact Statement (FEIS) and the 2003 Environmental Assessment on the Departure Procedure off Runway 17. Mr. Leqve discussed the FEIS and Environmental Assessment and the reduction in total operations. He stated it was his opinion that, even if the new runway had not opened, the noise footprint and contours would have shrunk. Thorkildson noted the FEIS document forecast stated the total number of operations for 2005 was estimated at 575,000. Leqve stated the actual operations for 2007 were 455,000. Leqve further stated a change in fleet mix and the new runway are factored into the document. Mr. Leqve stated that there are homes that were once in the 1996 65 plus DNL contour that have received the full noise mitigation package from the MAC and are now located in the 2007 60-64 DNL contour. The Commission asked if Mr. Leqve, given the significant decrease in the number of aircraft operations over the past several years, still felt that it was necessary to have 37 percent of the departures off the new runway to achieve the change in the noise contours as expressed in the FEIS and EA. K] Eagan Airport Relations Commission February 12, 2008 Page 2 of 3 Leqve stated the FAA should address the necessity of having 37 percent of departures off the new runway and further stated that even with lower operations, there continues to be peak demand times and a need for capacity and operational results. Mr. Leqve stated that MSP actively tries to market other carriers. He also stated that MSP is a relatively new airport and that a merger and consolidation between Delta and Northwest Airlines could have positive effects. The Commission discussed the importance and benefits of a healthy airport environment and the economy. COMMUNICATIONS UPDATE Miller introduced the item stating it is the practice of the Airport Relations Commission to discuss any communication initiatives relative to airport noise each month including articles appearing in the Experience Eagan newsletter, stories aired on the City's local access cable channels and inclusions in the ARC Notebook. Miller noted an article entitled "Nighttime Runway Use, Noise Decrease" appeared in the February 9, 2008 edition of the This Week newspaper. MAC MONTHLY REPORTS — EAGAN/MENDOTA HEIGHTS CORRIDOR ANALYSIS/TECHNICAL ADVISORY REPORT/17-35 DEPARTURE ANALYSIS REPORT Miller introduced the item stating the enclosed December 2007 Eagan/Mendota Heights Corridor Analysis Report, the December 2007 Technical Advisory Report and the December 2007 Runway 17 Departure Analysis Report are the most current reports available on the MAC website. Miller stated, in follow-up to the Commission's question from the January ARC meeting regarding 3 noise events from RMT #38, those 3 events which appeared on the top 10 noise event list from the November Technical Advisor's Report were afternoon flights to the Orient. UPDATE ON NIGHTTIME DEPARTURES OFF RUNWAY 17 DURING SOUTHEAST OPERATIONAL FLOWS AT MSP Miller introduced the item giving background on the issue and stated that on August 22, 2007 the City of Eagan sent a letter to the Noise Oversight Committee asking that the NOC examine the feasibility of moving more nighttime traffic from Runway 17 to Runway 12R when demand allows it. She stated the NOC sent two letters to the FAA regarding nighttime departures and requested that the FAA brief its supervisors on the importance of maximizing adherence to the Runway Use System during nighttime operations. Miller stated a favorable response to the NOC's request has been received from the FAA and recent data indicates a significant drop in the number of Runway 17 departure operations during nighttime hours at MSP. Miller stated at the January 16, 2008 NOC meeting, Chad Leqve informed the members that from November 30, 2007 to January 11, 2008 there were only 3 departure operations off L, Eagan Airport Relations Commission February 12, 2008 Page 3 of 3 Runway 17 during evening hours and all 3 of those operations followed the River Departure Procedure over Burnsville. PRIORITIZED BLOCKS FOR A MAC MITIGATION PROGRAM Miller introduced the item stating the enclosed map shows prioritization of blocks that will be used to determine the timing of when mitigation will be completed under the recently approved settlement in the cities' lawsuit vs. the MAC. She further stated homes in Eagan located in the 2007 60- 62 DNL contours will begin mitigation measures December 2008 and should be completed by December 2012. Miller stated homes in the 60 DNL contour that are eligible for the reimbursement program will know the amount available per home by the end of 2009. Miller noted reimbursements are scheduled to begin March 1, 2010 and be completed by September 1, 2014. Miller stated there will be no bulk mailing notifying residents, but instead residents will be notified in small groups. She further stated MAC is updating their website so residents can stay informed. UPCOMING VACANCIES ON THE ARC Miller introduced the item stating there are four terms that will become vacant on the Airport Relations Commission at the end of April and Commissioners whose terms are up have been informed. She further stated three of those terms are 2 -year terms and one term is a 1 -year alternate position. Miller stated residents interested in serving on the ARC are encouraged to submit an application, which is available on the City of Eagan's website, or they can call the City Administrator's office. Miller noted the deadline to apply is Friday, March 28. 2007 ACTUAL AND 2007 FORECASTED CONTOURS Miller stated she will provide Commissioners with the 2007 Actual to 2007 Forecasted Contour Report next month. She stated the report will be reviewed by the NOC at their March meeting. ROUNDTABLE Thorkildson asked if the NOC would discuss the feasibility of moving early morning flights from the parallel runway, which fly over the Burr Oaks neighborhood, to an industrial/commercial area a couple hundred yards from the residential neighborhood.
