06/11/2013 - Airport Relations CommissionMINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING JUNE 11, 2013 A meeting of the Eagan Airport Relations Commission was held on Tuesday, June 11, 2013 at 6:30 p.m., followed by a workshop. Those present were Curtis Aljets, Charles Thorkildson, Carol Whisnant, Scott Johnson, Chad Stambaugh, and Assistant City Administrator Miller. Dan Johnson and Steve Beseke were absent. AGENDA Assistant City Administrator Miller noted following adjournment of the Commission meeting, the Commission will be holding an informal work session in Conference Rooms 1 A&B to prepare the 2013- 2014 ARC work plan for recommendation to the City Council. Whisnant moved, Aljets seconded a motion to approve the agenda as presented. All members voted in favor. APPROVAL OF MINUTES Whisnant made a motion to approve the minutes of the January 8 and May 8, 2013 regular meeting of the Eagan Airport Relations Commission as presented, Aljets seconded the motion. All members voted in favor. VISITORS TO BE HEARD There were no visitors to be heard. OLD BUSINESS COMMUNICATIONS UPDATE Assistant City Administrator Miller noted that it is the practice of the Airport Relations Commission to discuss their communication initiatives each month, which include articles in the Experience Eagan Newsletter, as well as stories aired on the City’s local access cable channels. Miller welcomed the commission to make suggestions for communication initiatives regarding airport issues. MAC MONTHLY REPORTS – EAGAN/MENDOTA HEIGHTS CORRIDOR ANALYSIS/ TECHNICAL ADVISORY REPORT/17-35 DEPARTURE ANALYSIS REPORT Assistant City Administrator Miller introduced the April 2013 Technical Advisory’s Report, the April 2013 Eagan/Mendota Heights Corridor Analysis Report, the April 2013 Runway 17 Departure Analysis Report and the April 2013 Crossing-in-the-Corridor Analysis Report. The Commission discussed the results of the April 2013 reports. Member Aljets noted the increase of arrivals on Runway 17, which received the highest amount of complaints from Apple Valley residents. Chair Thorkildson noted the April Corridor compliance was low. Miller noted at the last Noise Oversight Committee meeting, the FAA addressed the low compliance and explained that weather and wind over several days resulted in deviations out of the Corridor. Member Whisnant noted Eagan had received almost as many complaints as Minneapolis. FAA UPDATE ON PARTIAL IMPLEMENTATION OF RNAV AT MSP AIRPORT Assistant City Administrator Miller gave an update on the FAA Partial Implementation of RNAV at MSP, noting that the FAA continues to review the safety and feasibility of partial implementation of the new RNAV tracks Miller added that the FAA communicated to the Noise Oversight Committee that they remain on schedule to publish the new procedures in July 2014 (arrivals) and September 2014 (departures) should the tracks be deemed feasible for use. NEW BUSINESS AMENDMENT TO THE 2007 CONSENT DECREE RE: NOISE MITIGATION Assistant City Administrator Miller gave an update on the recent amendment to the 2007 Consent Decree to provide ongoing mitigation for those homes that are added to the actual noise contours as a result of growth at the airport through 2020. The Commission discussed the amendment. It was noted that no homes in Eagan are anticipated to be added to the noise contours; rather, only homes in Minneapolis are anticipated to be added. However, should homes in Eagan be added to the contours, they could be eligible for mitigation in accordance with the mitigation provided in the 2007 consent decree. STAFF / COMMISSIONER REPORT NEW MAC MANAGER OF NOISE, ENVIRONMENT AND PLANNING Assistant City Administrator Miller noted Chad Leqve has assumed a new position at the MAC as the Director of Planning and Environment, and as a result, John Nelson has assumed the role of MAC Manager – Noise, Environment and Planning. This change means that Mr. Nelson will be the new staff liaison to the Noise Oversight Committee. ROUNDTABLE There were no roundtable items. ADJOURNMENT Assistant City Administrator Miller noted the Commission will be in Conference Rooms 1 A&B to brainstorm their 2013-2014 Commission Goals and Work Plan for recommendation to the City Council this fall. Upon motion by Whisnant, seconded by S. Johnson, the meeting adjourned at 6:20 p.m. All members voted in favor.
