11/12/2013 - Airport Relations CommissionMINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING NOVEMBER 12, 2013 A meeting of the Eagan Airport Relations Commission was held on Tuesday, September 10, 2013 at 7:00 p.m. Those present were Curtis Aljets, Charles Thorkildson, Carol Whisnant, Scott Johnson, Dan Johnson, Steve Beseke and Assistant City Administrator Miller. Chad Stambaugh was absent. AGENDA Beske moved, Whisnant seconded a motion to approve the agenda as presented. All members voted in favor. APPROVAL OF MINUTES Assistant City Administrator Miller noted a couple of changes in the September 10, 2013 minutes. Aljets made a motion to approve the minutes of the September 10, 2013 regular meeting of the Eagan Airport Relations Commission as amended, Beseke seconded the motion. All members voted in favor. VISITORS TO BE HEARD Eagan resident Jon Childers addressed the ARC and noted he was also representing resident Sue Kunelius. Mr. Childers, discussed a free phone application called Flight Radar 24 that monitors flight patterns, as well as the ongoing aircraft noise he is experiencing at his home. The Commission discussed other materials that would be of interest to residents. PRESENTATIONS METROPOLITAN AIRPORTS COMMISSION NOISE OFFICE Assistant City Administrator Miller introduced Dana Nelson, Noise & Operations Analysis Coordinator for the MAC, who provided an overview of the work to date of the Noise Oversight Committee (NOC) in 2013. Ms. Nelson gave a presentation on a recent study conducted by the MAC, which examined northbound departures from the parallel runways over Minneapolis. The study was initiated in response to residents’ concerns about runway use trends, departure altitudes, flight density, fleet mix trends, and nighttime operational trends. The Commission discussed the study. EAGAN CONVENTIONS AND VISITORS BUREAU (ECVB) AND DAKOTA COUNTY REGIONAL CHAMBER OF COMMERCE Assistant City Administrator Miller introduced Brent Cory, President and CEO of the ECVB and Vicki Stute, President of the Dakota County Regional Chamber of Commerce who spoke about the economic impact of MSP Airport on the local and regional business and hospitality industries. OLD BUSINESS COMMUNICATIONS UPDATE Assistant City Administrator Miller noted that it is the practice of the Airport Relations Commission to discuss their communication initiatives each month, which include articles in the Experience Eagan Newsletter, as well as stories aired on the City’s local access cable channels. Miller welcomed the commission to make suggestions for communication initiatives regarding airport issues. Member Beseke suggested the information presented by the ECVB on the economic impact of the airport be placed on the City’s website or newsletter highlighting the positive impact of the airport on businesses. MAC MONTHLY REPORTS – EAGAN/MENDOTA HEIGHTS CORRIDOR ANALYSIS/ TECHNICAL ADVISORY REPORT/17-35 DEPARTURE ANALYSIS REPORT Assistant City Administrator Miller introduced the September 2013 Technical Advisory’s Report, the September 2013 Eagan/Mendota Heights Corridor Analysis Report, the September 2013 Runway 17 Departure Analysis Report and the September 2013 Crossing-in-the-Corridor Analysis Report. The Commission discussed the results of the September 2013 reports. Assistant City Administrator Miller noted at next week’s Noise Oversight Committee she will raise the issue of Runway 17 being used significantly more than Runways 12R and 12L, which is not in accordance with the agreed upon Runway Use System. REVIEW OF FLIGHT TRACKS USED FOR DEPARTURES OFF OF RUNWAY 17 Assistant City Administrator Miller noted Ms. Nelson covered the review of flight tracks used for departures off of Runway 17, and had nothing further to add. NEW BUSINESS 2013-2014 ARC WORK PLAN Assistant City Administrator Miller noted the work proposed 2014 Work Plan that the Noise Oversight Commission will be reviewing next week. Miller encouraged the Commission to review the document and provide any feedback that she will bring to the NOC meeting. STAFF / COMMISSIONER REPORT Assistant City Administrator Miller noted the joint meeting of the City Council and Airport Relations Commission is scheduled for Tuesday, December 10th at 5:30 p.m. in the Eagan Room. The joint workshop is an opportunity for the ARC to discuss the proposed 2013-2014 ARC work plan, as well as any other topics of importance to the Commission and Council. Miller noted Jeff Davidman of Delta Airlines will be invited to the meeting to provide an update on Delta operations and future plans. Miller noted per the work plan there was a desire of the Commission to tour the Minneapolis tower in Farmington in January. Miller has contacted the FAA and is trying to arrange the tour which would be scheduled on January 14, 2014. Per the commission’s work plan, the tour would serve as the January ARC meeting. MOBILE NOISE MONITORING Assistant City Administrator Miller noted at the September 10, 2013 ARC meeting, an inquiry was made about how one goes about having a MAC-owned mobile noise monitor installed in a neighborhood. Miller summarized the MAC’s criteria that must be met in order to be eligible for a mobile noise monitor. Residents who believe they have met the MAC’s criterion can submit a request form. The Commission discussed mobile noise monitoring. Dana Nelson, Noise & Operations Analysis Coordinator for the MAC, spoke to the rationale for the criteria and was available for questions. ROUNDTABLE There were no roundtable items.
