05/13/2014 - Airport Relations CommissionMINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING MAY 13, 2014 A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, May 13, 2014 at 7:00 p.m. Those present were Curtis Aljets, Charles Thorkildson, Carol Whisnant, Chad Stambaugh, Steve Beseke, Scott Johnson, Jeff Spartz and Assistant City Administrator Miller. Dan Johnson was absent. AGENDA Commissioner Beseke moved, S. Johnson seconded a motion to approve the agenda as presented. All members voted in favor. Assistant City Administrator Miller congratulated Scott Johnson, Carol Whisnant and Chad Stambaugh, all of whom were reappointed to 2-year terms on the Airport Relations Commission. Miller also welcomed Jeff Spartz, who was appointed to a 1-year alternate term on the commission. ORGANIZATIONAL BUSINESS Commissioner Beske moved, Commissioner Johnson seconded a motion to reappoint Chuck Thorkildson as the Chair of the ARC for 2014-2015. Aye: 7 Nay: 0 Commissioner Aljets moved, Commissioner Stambaugh seconded a motion to reappoint Commissioner Beseke as the Vice Chair of the ARC for 2014-2015. Aye: 7 Nay: 0 APPROVAL OF MINUTES Commissioner Aljets made a motion to approve the minutes of the March 11, 2014 regular meeting of the Eagan Airport Relations Commission as presented, Beseke seconded the motion. All members voted in favor. PRESENTATIONS Assistant City Administrator Miller introduced Jeff Hamiel, MAC Executive Director, and Tammy Mencel, MAC Commissioner who provided a “State of the Airport” address presentation and were available for questions. VISITORS TO BE HEARD John Childers, an Eagan resident, addressed the Commission with his concerns regarding higher use on Runway 17 and the noise resulting from southbound departures. OLD BUSINESS COMMUNICATIONS UPDATE Assistant City Administrator Miller noted that it is the practice of the Airport Relations Commission to discuss their communication initiatives each month, which include articles in the Experience Eagan Newsletter, as well as stories aired on the City’s local access cable channels. Miller welcomed the commission to make suggestions for communication initiatives regarding airport issues. The Commission had no suggestions at this time. MAC MONTHLY REPORTS – TECHNICAL ADVISOR’S REPORT / EAGAN/MENDOTA HEIGHTS CORRIDOR ANALYSIS / RUNWAY 17 DEPARTURE ANALYSIS REPORT / CROSSING-IN-THE-CORRIDOR ANALYSIS Assistant City Administrator Miller introduced the March 2014 Technical Advisory’s Report, the March 2014 Eagan/Mendota Heights Corridor Analysis Report, the March 2014 Runway 17 Departure Analysis Report and the March 2014 Crossing-in-the-Corridor Analysis Report. Miller also noted the April 2014 reports came out today and were forwarded to Commission members via email. The Commission discussed the results of the March 2014 reports. Miller noted she has inquired with the FAA regarding low compliance within the Eagan Mendota Heights Corridor for the month of April 2014. NEW BUSINESS 2014 RUNWAY USE STUDY Assistant City Administrator Miller introduced the 2014 Runway Use Study prepared by the MAC. The study was reviewed by the Noise Oversight Committee (NOC) on May 8, 2014 NOC meeting. The Runway Use System prioritizes runway use at MSP Airport for arrival and departure operations. Miller noted the Runway Use System is used during low demand periods which are typically the night time operations. Miller noted that at Eagan’s request, the NOC has formally sought input from the FAA as to why Runway 17 is being used to a significantly greater extent than the parallel runways over northeast Eagan. STAFF / COMMISSIONER REPORT MARCH 19, 2014 NOC MEETING MINUTES Assistant City Administrator Miller noted the minutes summarize the presentation by MAC Executive Director Jeff Hamiel, and also highlight the 2013 Annual Actual Contour Report. Miller noted the minutes also summarize the request of the City of Edina for a permanent Remote Monitoring Tower; a request that was denied. JULY ARC GOALS MEETING Assistant City Administrator Miller noted the July ARC meeting is typically a goals meeting. Miller asked the Commission to provide direction on whether to hold a workshop in July in place of or in addition to a regular ARC meeting. The Commission is tentatively scheduled to meet with the City Council on September 9, 2014. The Commission concurred to hold the July 8, 2014 regular ARC meeting and then adjourn to a workshop. ROUNDTABLE There were no roundtable items.
