AIRPORT RELATIONS COMMISSION MEETING
JULY 8, 2014
A meeting of the Eagan Airport Relations Commission was held on Tuesday, July 8, 2014 at 6:30 p.m.,
followed by a workshop. Those present were Curtis Aljets, Steve Beseke, Charles Thorkildson, Carol
Whisnant, Dan Johnson, Chad Stambaugh, Jeff Spartz and Assistant City Administrator Miller. Scott
Johnson was absent.
AGENDA
Assistant City Administrator Miller noted the addition to the Agenda under Staff/Commissioner Report
of Item B. regarding the MAC Quarterly Public Input meeting time and location.
Aljets moved, Whisnant seconded a motion to approve the agenda as amended. All members voted in
favor.
APPROVAL OF MINUTES
Aljets made a motion to approve the minutes of the May 13, 2014 regular meeting of the Eagan Airport
Relations Commission as presented, Whisnant seconded the motion. All members voted in favor.
VISITORS TO BE HEARD
There were no visitors to be heard.
OLD BUSINESS
COMMUNICATIONS UPDATE
Assistant City Administrator Miller noted that it is the practice of the Airport Relations Commission to
discuss their communication initiatives each month, which include articles in the Experience Eagan
Newsletter, stories aired on the City’s local access cable channels as well as social media avenues. Miller
noted immediately following the Commission meeting the annual goals setting workshop will take place
in Conference Rooms 1 A&B. Miller noted should it be the consensus of the Commission to host a Town
Hall meeting notification can be put on Facebook and/or in the City newsletter once the date is set.
MAC MONTHLY REPORTS – TECHNICAL ADVISOR’S REPORT / EAGAN/MENDOTA HEIGHTS CORRIDOR
ANALYSIS / RUNWAY 17 DEPARTURE ANALYSIS REPORT / CROSSING-IN-THE-CORRIDOR ANALYSIS
Assistant City Administrator Miller introduced the May 2014 Technical Advisory’s Report, the May 2014
Eagan/Mendota Heights Corridor Analysis Report, the May 2014 Runway 17 Departure Analysis Report
and the May 2014 Crossing-in-the-Corridor Analysis Report.
Miller noted at the May 13, 2014 ARC meeting, the Commission discussed the low Corridor compliance
in April 2014. She spoke with the FAA who explained there were three days at the end of the month
where strong winds out of the east pushed planes south of the Corridor. The FAA acknowledged they
did not adjust the tracks to compensate for the wind and had verbal briefings with their controllers to
correct such headings in the future when similar wind conditions exist. Corridor compliance in May was
back up to 94.1% thus significant improvements were made.
Miller noted the Commission raised the question at the May meeting regarding the “Other” category on
page one of the monthly Technical Advisor’s Report. Miller spoke with the MAC Noise Office who
explained that when a person submits a complaint, he/she has the option of indicating whether the
complaint is related to an arrival or departure. If the complaint does not specify whether it was an
arrival or departure, then the complaint is filed under the “Other” category.
The Commission discussed the results of the May 2014 reports.
NEW BUSINESS
RESPONSE FROM THE MAC TO USE OF RUNWAY 17/CITIZEN COMPLAINTS
Assistant City Administrator Miller noted at the May 13 ARC meeting, the commission reviewed the
2014 Runway Use Report which showed higher usage of Runway 17 when compared to the parallel
runways. This was a concern brought up at the Noise Oversight Committee, and a request was made
that the FAA and MAC responded as to why Runway 17 is being used for so many departures. The
response was enclosed in the packet.
Miller also noted several calls have been received from residents across the City voicing complaints
about the aircraft noise. A response from the MAC regarding the number of operations on Runway 17
during the summer months over Donald Avenue was enclosed in the packet.
The Commission discussed the responses from the MAC, the headings being assigned from each runway,
and the fleet mix of Delta Airlines.
STAFF / COMMISSIONER REPORT
JULY ARC GOALS MEETING
Assistant City Administrator Miller noted the ARC will hold their annual goals setting workshop
immediately following the July 8 regular Commission meeting to discuss the 2014-2015 ARC Work Plan.
The ARC is tentatively scheduled to meet with the City Council on September 9th to present the
proposed 2014-2015 work plan.
MAC QUARTERLY PUBLIC INPUT MEETING
Assistant City Administrator Miller noted the MAC Quarterly Public Input meeting is scheduled at the
Mendota Heights City Hall on Tuesday, July 29 at 7:00 p.m. Miller encouraged anyone with questions or
concerns to attend the meeting.
ROUNDTABLE
There were no roundtable items.
ADJOURNMENT
Assistant City Administrator Miller noted the Commission will be in Conference Rooms 1 A&B to develop
their 2014-2015 Commission Goals and Work Plan for recommendation to the City Council this fall.
Upon motion by Whisnant, seconded by Johnson, the meeting adjourned at 6:59 p.m. All members
voted in favor.

Chair Thorkildson called the meeting to order at 7:05 p.m.
The Commission discussed and developed the proposed 2014-2015 ARC Work Plan.
The meeting adjourned at 7:50 p.m.
