AIRPORT RELATIONS COMMISSION MEETING
SEPTEMBER 8, 2015
A meeting of the Eagan Airport Relations Commission was held on Tuesday, September 8, 2015 at 6:30
p.m. Those present were Charles Thorkildson, Carol Whisnant, Scott Johnson, Thomas McCauley, Jim
Waldhauser, and Assistant City Administrator Miller. Dan Johnson, Jeff Spartz and Matthew Henderson
were unable to be in attendance.
The meeting was called to order by Chair Thorkildson.
AGENDA
Commissioner Whisnant moved, Commissioner McCauley seconded a motion to approve the agenda as
presented. All members voted in favor.
APPROVAL OF MINUTES
Commissioner Whisnant moved, Commissioner Waldhauser seconded a motion to approve the minutes
from the May 12, 2015 and the July 22, 2015 meetings. All members voted in favor.
VISITORS TO BE HEARD
There were no visitors to be heard.
NEW BUSINESS
2015-2016 ARC Work Plan
Assistant City Administrator Miller noted before the Commission is the 2014-2015 ARC work plan and a
draft 2015-2016 work plan framework including the dates of the meetings over the next year, along with
topics and speakers that were previously scheduled. The Commission discussed the proposed work plan
topics in preparation for presenting the plan to the Council at the October 13 City Council workshop.
STAFF/COMMISSIONER REPORT
Streets Alive ARC Booth
Assistant City Administrator Miller noted Streets Alive will take place from 11 a.m. to 4 p.m. on
Saturday, September 12th on Eagan Outlets Parkway. The ARC will have a booth at the event. The
Commission discussed their plans for the booth and requested the MAC bring their remote noise
monitoring tower to have on display.
Noise Oversight Committee (NOC) Letter re: Scheduled Early and Late Operations
Assistant City Administrator Miller noted in the packet is a copy of the letter that was sent to each
airline with scheduled nighttime and early morning operations out of MSP Airport. The purpose of the
letter was to request carriers reduce the number of scheduled nighttime operations. The letter was
signed by each community representative serving on the Noise Oversight Committee. Both the MAC
Commission and the NOC are awaiting responses from the airlines.

Update on Next Generation Initiatives / ARC Member Dan Johnson
The Next Generation update was postponed to the November ARC meeting as Commissioner Johnson
was unable to be in attendance.

There were no roundtable items.
ADJOURNMENT
Upon motion by Whisnant, seconded by Thorkildson, the meeting adjourned at 7:15 p.m. All members
voted in favor.
