All of these walls will be 2 -hour fire -resistance rated and constructed of fire -retardant treated lumber per MSBC section 603. We have further enhanced the protection/separation by providing no openings in these walls separating the type IA and VA construction types. This new concept would install 8" CMU walls on all 4 sides of the 2 -story space, maintaining the rating requirement from MNSBC table 601 and keeping consistent with the definition of the IA construction type. The wood floor truss assembly would be allowed to run continuous over the top of the 2 -story space and act only as a "floor" for the type VA construction above. We would then install a 2 -hour non-combustible "roof' for the IA building just below the 1 -hour floor assembly of the VA building. Per table 601 (b) there are much less restrictive requirements on roofs of IA construction when they are more than 20 feet above the finished floor. We would still install non-combustible steel fraining for this "roof' and 4 layers of drywall to create an assembly similar to assembly 18 for additional protection beyond the requirements of table 601. Specifically, this letter addresses the comment letter submitted by the City of Eagan which states the following: Within the one -mile Buffer of Airport Noise Policy Zone 4, a minimum 19 dBA reduction in interior noise levels shall be required for new residential construction, to be provided at the time of application for Building Permit. Appendix G (Noise Metrics, The Effects of Aviation Noise on People, Noise Guidelines for Compatibility and Noise Model Development) of the Minneapolis -St. Paul International Airport 2020 Improvements Environmental Assessment/Environmental Assessment Worksheet, contains land use compatibility guidelines for development near the Minneapolis -St. Paul International Airport. Specifically, the Zone 4, which the Affinity at Eagan project is located, states the following: Zone 4 - Defined as a transitional area where noise exposure might be considered moderate. Noise levels are in the 60 to 64 DNL (Day - Night Level) range. The area is considered transitional since potential changes in airport and aircraft operating procedures could lower or raise noise levels. Development in this area can benefit from insulation levels above typical new construction standards in Minnesota, but insulation cannot eliminate outdoor noise problems. Analysis of the Interior Noise Environment: To judge the potential for achieving the interior noise level criterion of 45 dB DNL, and achieving a minimum exterior to interior aircraft noise level reduction of 19 dBA, it is necessary to determine the noise reduction provided by the building facade. This may be calculated by assuming a generalized A -weighted noise frequency spectrum for aircraft noise. The composite transmission loss and resulting noise level in the receiving room is first determined. After correcting for room absorption, the overall noise level in the room is calculated. A +3 dBA correction has been applied to account for any deficiencies in the construction. As a means of assuming the generalized A -weighted noise frequency spectrum for aircraft operations, j.c. brennan & associates, Inc. utilized noise measurements and frequency analyses conducted for several commercial airports, including Reno -Tahoe International Airport (RNO), Phoenix International Airport (PHX) and Oakland International Airport (OAK). Based upon floor plans, building elevations and construction details provided by Kaas Wilson Architects for the Affinity at Eagan project, The proposed exterior wall construction type is 5/8" Type X gypsum board on the interior of the wall, 2x6 wood studs, batt insulation in the stud cavities and 5/8" exterior gypsum sheeting with either a 3-5/8" masonry veneer or a 3 -coat stucco system on the exterior of the wall. Windows and sliding glass doors are typical dual glazed aluminum grade with a minimum STC rating of 28. The roof is a 5/8" plywood sheathing and asphalt shingles, with an R-40 blown insulation. The worst exterior noise exposure occurs where a minimum of two facades (parallel and perpendicular wall facades, or a wall facade and a ceiling facade) are exposed to aircraft operations. Ambient Noise The distinctive acoustical characteristics of a given space consisting of all noise sources audible at that location. In many cases, the term ambient is used to describe an existing or pre -project condition such as the setting in an environmental noise study. Attenuation The reduction of an acoustic signal. A -Weighting A frequency -response adjustment of a sound level meter that conditions the output signal to approximate human response. Decibel or dB Fundamental unit of sound, A Bell is defined as the logarithm of the ratio of the sound pressure squared over the reference pressure squared. A Decibel is one-tenth of a Bell. CNEL Community Noise Equivalent Level. Defined as the 24-hour average noise level with noise occurring during evening hours (7 - 10 p.m.) weighted by a factor of three and nighttime hours weighted by a factor of 10 prior to averaging. Frequency The measure of the rapidity of alterations of a periodic signal, expressed in cycles per second or hertz. Ldn Day/Night Average Sound Level. Similar to CNEL but with no evening weighting. Leq Equivalent or energy -averaged sound level. Lmax The highest root -mean -square (RMS) sound level measured over a given period of time. L(n) The sound level exceeded a described percentile over a measurement period. For instance, an hourly L50 is the sound level exceeded 50% of the time during the one hour period. Loudness A subjective term for the sensation of the magnitude of sound. Noise Unwanted sound. Peak Noise The level corresponding to the highest (not RMS) sound pressure measured over a given period of time. This term is often confused with the "Maximum" level, which is the highest RMS level. RT60 The time it takes reverberant sound to decay by 60 dB once the source has been removed. Sabin The unit of sound absorption. One square foot of material absorbing 100% of incident sound has an absorption of 1 sabin. Threshold of Hearing The lowest sound that can be perceived by the human auditory system, generally considered to be 0 dB for persons with perfect hearing. Threshold of Pain Approximately 120 dB above the threshold of hearing. Impulsive Sound of short duration, usually less than one second, with an abrupt onset and rapid decay. Unless otherwise noted, all references are to the 2015 Minnesota Building Code (MSBC) which has adopted, with amendments, the 2012 International Building Code, as well as the 2015 Minnesota Accessibility Code (MNAC). It is our goal that this review will help you in complying with the applicable codes and we are, therefore, requesting that the following items be addressed: 1. Contractor information needed. 2. Unit 2-4 bathroom 2, with just the water closet and lavatory, does not meet the 2015 Minnesota Plumbing Code (MNPC). Section 402.5 of the MNPC states "No water closet or bidet shall be set closer than 15 inches from its center to a side wall or obstruction..". 18. You are using section 507 of the MNBC for building 1. On the west side of the building you do not have 60 feet, or 45 feet, to meet the setback requirements.
