ROLL CALL AND ADOPTION OF THE AGENDA The agenda, as presented or modified, is in order for adoption by the Commission. II. APPROVAL OF MINUTES The minutes of the May 10, 2016 are enclosed on pages 3 through . These minutes, as presented or modified, are in order for adoption by the Commission. III. VISITORS TO BE HEARD The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of public meetings to permit visitors to address items of interest that are not addressed on the regular agenda. Items that will take more than ten minutes or that require specific action can be scheduled for a future meeting agenda. IV. 2016-2017 ARC WORK PLAN AND GOALS Each year, the Commission meets in a workshop setting to discuss the work plan items for the coming year. To aid in the discussion, the following items are enclosed: • 2015-2016 ARC Work Plan (pages -5 and (P—) • Proposed 2016-2017 work plan for the Commission to discuss, build upon, etc. (pages I through —I) 0 Proposed Stage V and Next Gen Committee Outlines (pages .- and �) AIRPORT RELATIONS COMMISSION MEETING TUESDAY, JULY 12, 2016 Page 2 V. ELECTRONIC PACKETS As the Commission prepares to begin a new year, let's have a conversation about how best the Commission would like to receive their meeting packets, including whether electronic distribution is preferred. VI. ROUNDTABLE Per the request of the Commission, this agenda item has been added so that Commissioners have the opportunity to ask questions or make requests for future agenda items. VII. ADJOURNMENT Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30 p.m. unless agreed upon by the Commission. /s/Dianne E. Miller Assistant City Administrator Z MINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING MAY 10, 2016 A meeting of the Eagan Airport Relations Commission was held on Tuesday, May 10, 2016 at 7:00 p.m. Those present were Charles Thorkildson, Carol Whisnant, Jeff Spartz, James Waldhauser, Philippe Girard, Julie Lambert and Assistant City Administrator Miller. Dan Johnson and Matthew Henderson were absent. The meeting was called to order by Chair Thorkildson. AGENDA Commissioner Whisnant moved, Commissioner Spartz seconded a motion to approve the agenda as presented. All members voted in favor. ORGANIZATIONAL BUSINESS Commissioner Whisnant moved, Commissioner Spartz seconded a motion to reappoint Chuck Thorkildson as the Chair of the ARC for 2016-2017. Aye: 6 Nay: 0 Commissioner Thorkildson moved, Commissioner Waldhauser seconded a motion to reappoint Commissioner Whisnant as the Vice Chair of the ARC for 2016-2017. Aye: 6 Nay: 0 APPROVAL OF MINUTES Commissioner Spartz moved, Commissioner Waldhauser seconded a motion to approve the minutes from the March 8, 2016 meeting. All members voted in favor. There were no visitors to be heard. VISITORS TO BE HEARD OLD BUSINESS MAC Monthly Reports Assistant City Administrator Miller reviewed the MAC monthly reports for March 2016. Miller noted the reports are available to the view at www.macnoise.com. The commission discussed the reports. There was discussion regarding the MD80s and potential discontinued use of the aircraft as new aircraft are added to the fleets. MSP Converging Runway Operations Assistant City Administrator Miller noted the FAA determined that Runway 3011 in addition to Runway 30L did not meet the new Converging Runway Separation Requirements for Runway 35, The FAA has raised concerns, thus in February Air Traffic Control began implementing new procedures for Runway 30R similar to the procedures used to separate arrivals on Runway 35 from departures on Runway 30L. KA Airport Relations Commission Minutes May 10, 2016 Page 2 MSP Draft 2035 Long -Term Comprehensive Plan (LTCP) Publication Update Assistant City Administrator Miller provided an update on the Draft 2035 Long -Term Comprehensive Plan, NEW BUSINESS Airbus A320 Aircraft Chair Thorkildson highlighted two videos demonstrating the new Airbus A320 Aircraft. STAFF/COMMISSIONER REPORT New Noise Oversight Committee (NOC) Co -Chair. Assistant City Administrator Miller noted Richfield City Councilmember Tom Fitzhenry has been appointed the new Community Chair Person for the Noise Oversight Committee. Miller reminded the Commission of their scheduled joint meeting with Mendota Heights on Wednesday, July 13 in Mendota Heights. There were no roundtable items.
