Action to be Considered:
No formal action is needed. Dakota County Commissioner Joe Atkins will be present to provide
an update on the County and dialogue with the Council.
Facts:
Dakota County Commissioner Joe Atkins requested time with the City Council to provide
an update on happenings within Dakota County.
Commissioner Atkins expressed his desire as a new commissioner to engage with the
Council and respond to any questions the Council may have with regard to Dakota
County.

Direction For Consideration:
Review and comment on potential additions/revisions to the Winter Trail Maintenance
program and direct any modifications to the June 6, 2017, regular Council meeting for
formal action.
Facts:
In 1998, the City Council adopted a Winter Trail Maintenance Plan that allows the
Council to annually review and reconsider the extent of the trail system that is
designated for maintenance during the winter months. This review has been
directed to be performed at the first available workshop after April 1 each year.
The winter trail maintenance program began by incorporating 56 miles of a 110
mile trail system to be completed utilizing contractual services.
As the City's trail system has continued to grow along with the public's acceptance
of the program, the program has been reviewed almost annually to respond to new
trail construction and petitioned requests for added segments to be maintained.
Subsequent City Councils have added approximately 22.0 miles of trails (average of
1.2 miles/year) to the original system plan in response to citizen and business
requests, as well as considering the merits of each new segment of trail constructed
during the previous year along collector/arterial roads.
The current program consists of 78.0 maintained miles out of a total 124.8 mile
system (62.5%) and is maintained completely with City staff and equipment.
There are 3 Citizen Petitions (CP) and 1 New Trail (NT) segments that should be
reviewed by the Council. Each request references the related justification and
degree of compliance with the Council’s current Winter Trail Maintenance Policy.

CONSIDERATION OF ADDITIONAL SEGMENTS
In accordance with the City’s Winter Trail Maintenance Program, no public request for additions to
the Winter Trail Maintenance Policy will be considered unless accompanied by a petition of 50
properties lying within ½ mile of the segment to be considered. All requests/petitions must be
submitted in writing by April 1st. They will then be presented to the Council at the next available
Council Workshop with formal action taken at a subsequent regular Council meeting for possible
inclusion into the following season’s program.
Three (3) Citizen Petition’s (CP) that have been received since April 2016 and one (1) New Trail
segment (NT) which will be constructed in 2017 are being presented for the Council’s
consideration.
CITIZEN PETITIONS (CP)
1. Citizen Petition/New Trail (CP #1)
A Petition containing 83 signatures representing 57 Eagan Properties was submitted on March 20,
2017, for one new trail segment. The petition is requesting that the additional trail segment be
considered for maintenance for the 2017-2018 season. Petitioners are requesting that a trail
segment be plowed on the West side of Dakota Path from Cliff Road to Prairie Dunes Way (see
map).
Rationale: Petitioners are requesting winter trail maintenance be added to improve safety and
opportunities for Winter activities.
Additional segment quantities 1,730 feet (0.33 miles) (see map)
Additional estimated annual cost $ 270 ($819/mile, 5-year average cost)
Meets “Petition” Criteria set forth in City Council’s Winter Maintenance of Sidewalks and Trails
Policy: “Due to the cost and/or time to add additional segments to the overall maintenance
program, it is necessary that a need and benefit be demonstrated to justify additions to the
Winter Trail Maintenance system. Subsequently, no public request will be considered unless
accompanied by a petition of at least 50 property owners or employees of businesses located
within ½ mile of the segment to be considered.” Does not meet any other City Council Winter
Trail Maintenance Policy Criteria: The Council’s discretion will be used to designate other
segments as necessary to provide continuity, designated recreational loops, etc.
Additional Related Factors:
• If added, provides connectivity to the existing trail at Cliff Road which is currently
maintained.
• If added, these segment(s) would be included as a Priority Level 4 route.
2. Citizen Petition (CP #2)
A Petition containing 68 signatures representing 58 Eagan Properties was submitted on March 20,
2017. The petition is requesting that some additional trail segments be added for the 2017-2018
season. Petitioners are requesting that the boulevard trail on the West side of Wescott
Woodlands and the North side of Duckwood Drive from Station Trail to Springwood Path, as well
as some neighborhood (non-boulevard) trails within the Stonehaven Development be maintained
during winter months. (see map)
Rationale: These paths throughout Stonehaven are used by Stonehaven plus the surrounding
5 neighborhoods. These trails lead residents to Woodland Elementary, to school bus stops,
and to City bus stops.

streets approximately 1 mile in length with 2 traffic lanes (with safety lanes/shoulders), traffic
volumes less than 3,000 vehicles per day and speed limits of 35 mph or greater.
Meets “Petition” Criteria set forth in City Council’s Winter Maintenance of Sidewalks and Trails
Policy: “Due to the cost and/or time to add additional segments to the overall maintenance
program, it is necessary that a need and benefit be demonstrated to justify additions to the

on April 1, 2017. The petition is requesting that an additional trail segment be added for the 2017-
2018 season. Petitioners are requesting that the boulevard trail along Thomas Center Drive from
Thomas Lake Road to Cliff Road be maintained during winter months. (see map)
Rationale: The business promotes a healthy lifestyle which includes running and biking. Also,
the employee parking lot is across the street and the sidewalk is necessary to stay off of the
road.

An 8-foot wide concrete sidewalk is planned to be constructed in 2017 on the north side of Vikings
Parkway from Lone Oak Parkway to Ames Crossing Road. This segment of new trail is
approximately 3,920 feet in length. (see map)
Rationale: Newly constructed concrete sidewalk.

5 Year Capital Improvement Plan, 2018-2022

Direction For Consideration:
Affirm (or Revise) the draft 5-Year Capital Improvement Plan (CIP), Part III - Public Works
Infrastructure, 2018-2022, and direct it to the June 6, 2017, regular Council meeting for
formal consideration of adoption.
Facts:
Every year, the City Council adopts a Capital Improvement Plan (CIP) for the City that
becomes the planning guide for programming and scheduling various capital
improvements. It is comprised of three parts:
o Part I - Major Community Facilities/Buildings
o Part II - Major Equipment & Vehicles
o Part III - Infrastructure (Parks & Public Works)
The Public Works Department has completed the preparation of its draft CIP, Part III
(Public Works Infrastructure) for 2018 to 2022 and would like to review it with the
Council and incorporate any comments or revisions before presenting it for formal
consideration and adoption at a regular Council meeting.
A summary list and map of the proposed first year's programmed improvements (2018)
are included separate from the overall CIP document.
Staff recently received two requests to include improvements at the intersection of
Duckwood Drive and Widgeon Way in the CIP for 2018. Another email was recently
received expressing similar concerns about the intersection. Recently, numerous
postings about this intersection have appeared on NextDoor. Staff’s initial investigations
indicate revisions to the intersection may be appropriate. Typically such improvements
would be included as part of a larger public improvement or at the direction of the City
Council. The draft CIP does not include this intersection, but discussion of the
intersection will be requested at the Council workshop.

VI. Streetscape & Entrance Monument Guidelines / Cedar Grove Project
Direction For Consideration:
1) Review draft Streetscape and Entrance Monument Guidelines and provide direction for
future council action, and
2) Review preliminary design of Project 1189 (Streetscape/Entrance Monument
Improvements – Silver Bell Road/Cedar Grove Parkway/Nicols Road), with consideration
of the following:
a. Approval of the project, and
b. Authorization to coordinate a landscape maintenance service district, and
c. Authorization to prepare plans and specifications by WSB.
Facts:
On August 20, 2002, the City Council awarded Contract 02-17 (Cedar Grove and Central
Parkway Streetscaping Improvements) including the installation of various streetscaping
elements, including entrance monuments, fencing, lighting, irrigation, and plantings, within
the Cedar Grove Redevelopment Area based upon the design study recommendations for
Project 866, Cedar Grove – Streetscaping and Lighting. Said recommendations have since
been incorporated as guidelines for public streetscape, entrance monument, and general
architectural elements on improvements throughout the city.
On May 12, 2015, the City Council received an assessment of the existing conditions of the
landscaping and entrance monuments within the Cedar Grove Redevelopment Area and
provided direction to staff on addressing future modifications.
On February 14, 2017, the Council reviewed considerations for revisions to the Streetscape
and Entrance Monument Guidelines, as well as proposed 2017 improvements in the Cedar
Grove Redevelopment Area, and provided direction to staff for the guidelines and proposed
Cedar Grove improvements, including associated maintenance requirements.
City staff has prepared visual examples, which will be presented (see attachment VI-1), that
are representative of updated standards to be incorporated in the Streetscape and Entrance
Monument Guidelines. Upon Council review, Council direction will be sought to prepare
and present the guidelines for future Council approval. Due to timing, said Council direction
will be incorporated in the review of the Viking Lakes streetscape plans.
The City’s consultant (WSB) will present the preliminary design of the proposed streetscape
and entrance monument improvements (Project 1189), including cost estimates and
funding, at the existing intersection of Cedar Grove Parkway, Nicols Road and Silver Bell
Road near Trunk Highway 13. Consideration of project approval is being sought.
The anticipated maintenance of the proposed improvements will be significant and the
Council has accordingly requested the inclusion of a maintenance plan and associated cost
estimate. Discussions with City staff have indicated a lack of adequate staff and time to
provide the anticipated level of service for this highly visible area. Accordingly, staff has
requested a cost estimate from a contractor to provide the expected landscape
maintenance services. This information will be provided at the Council workshop.
In order to provide the anticipated level of landscape maintenance service, the associated
cost is expected to be substantial. Since there are not budgeted funds to address such
maintenance service and since the associated aesthetics would appear to provide benefit to
the neighborhood businesses, staff is suggesting consideration of the neighborhood
businesses participating in the funding of the maintenance activities.
Staff has had informal discussions with limited Cedar Grove neighborhood businesses,
including representatives of Twin Cities Premium Outlets (TCPO), about the possibility of a
“service district” approach to address the funding need. The business representatives have
indicated a guarded openness to considering such a cost for the proposed service and have
asked for specific cost information before further consideration. Anticipated annual service
district fees for each potentially affected property will be provided at the Council workshop.
Staff and the consultant will be prepared to address any questions the Council may have at
the workshop.

VII.CEDAR AVENUE TRANSITWAY STATION AREA PLANNING UPDATE
Action to be Considered:
To provide City staff comments/direction regarding the planning study.
Facts:
The City of Eagan and Dakota County are collaborating on Cedar Avenue Transitway
Planning with the intent of developing a vision and recommendations for station area
improvements and investments near the Cedar Grove and Cliff Road Metro Red Line
BRT Stations.
The planning effort will provide Dakota County and the City of Eagan with an analysis of
existing site and market conditions, recommendations for enhancing mobility to and
from each station, redevelopment potential of transit supportive land uses near each
station, and implementation strategies.
Because the Cedar Grove District is nearing full redevelopment, the focus of planning
efforts is on the Cliff Road BRT Station which is proposed to be constructed in 2021
according to the current Dakota County CIP.
The City and Dakota County are at the halfway point of the study, and would like to
provide the City Council an update on the planning process and draft visions for the
Cedar Grove and Cliff Road Station Areas.
The planning study is expected to be completed in Summer 2017, and the conclusions
will be reflected in the 2040 Comprehensive Plan update.
