Good afternoon hopeful an informal response via email will suffice on the below items.
On the parking calculation,the building area being provided is only being constructed to put roof over existing outdoor
dog run area to eliminate need for snow removal in the winter.The Four Paws staffing and number of dogs utilizing the
facility will not be increased,therefore we had not planned for any increased parking, as we are effectively continuing
programmatic use of existing space but with roof overhead.
On the exterior wall panels the finish is to be a sand texture which is similar in finish and appearance to a EIFS or stucco
finish.The color provided is to match the existing structure-(primary building tan color) I have attached one sample
photo from the product suppliers website also a product link below for your consideration.Additionally with the heavy
surrounding tree and vegetation coverage visibility to the new addition will be very limited as is view to the existing
facility at present condition.

I am reviewing this building permit application for zoning compliance and have a couple questions.
Please provide more detail and explanation of the proposed textured wall panel system. This City's exterior finish
materials ordinance does not allow metal sided buildings. This building predates that ordinance, and is finished with lap
siding and CMU. The ordinance provides that expansions of existing non-conforming non-metal buildings "shall be
constructed of compatible material and color to the existing nonconforming structure."
Also, please address the amount of parking on the site. There are currently 21 stalls, a ratio of one per 340 s.f.of
building. While the City Code does not have a specific minimum parking requirement for kennels,the proposed
expansion is a 30%expansion of the existing building size, which at the same ratio of 1/340,would warrant an additional
6 stalls. Please address why a corresponding parking addition is not part of the proposal.

FOUR PAWS PET RESORT ADDITION

INTRODUCTION
Purpose
The addition to the Four Paws Pet Resort was constructed at the referenced address in Eagan,
Minnesota. This report summarizes the results of the observations and construction testing
services we performed during construction of this structure.
To protect you, American Engineering Testing, Inc. (AET), and the public, we authorize the use of
this report only by you and your project team for this specific project. Contact us if other uses are
intended.
Scope of Services
We were authorized by Mr. Dave Kammueller of Woodstone Builders, Inc. to perform
observations and construction testing services for the project. The general scope of services we
were authorized to perform during construction of the building included the following items:
• Observing and testing the soils in the bottoms of the foundation excavations.
• Performing compaction tests of fill placed at the site.
• Observing the reinforcing steel placed in formwork for the cast-in-place concrete structural
elements of the structure.
• Performing testing of plastic concrete during placement in structural elements of the
structure.
• Performing compressive strength testing of concrete test cylinders.
• Observing the bolted connections of the structural steel framing of the building addition.
• Presenting the results of our observations and testing in formal reports.
All services provided by AET were performed on a will-call basis.

PROJECT INFORMATION
The construction completed includes a new one story addition at the Four Paws Pet Resort. We
further understand the addition:
• Has an approximate overall plan dimensions of 35 feet by 70 feet.
• Is supported by conventional spread footings designed using net allowable bearing pressure
of 1,700 pounds per square foot.
• Has a cast-in-place concrete foundation and a pre-engineered steel building.
• Is able to tolerate normal amounts of settlement for this type of structure (up to 1-inch total
and 1/2 -inch differential including up to 1/z-inch between the existing building and the
addition).
Deviations from the above design information could necessitate altering our conclusions and
recommendations. Contact us if the information stated is different from the actual project
design.
BACKGROUND INFORMATION
A geotechnical exploration and analysis was performed for this project by Allied Test Drilling
Company. The results were presented in their Subserface Exploration report, dated July 31,
2001. In the report,the site soil profile is generalized as topsoil over silty sands and sand. After
removing the topsoil, it was recommended that that the underlying silty sands and sands should
provide adequate support for building foundations designed using a net allowable soil bearing
pressure of 1,700 psf. Refer to that report for more details.
EXCAVATION OBSERVATIONS
We observed the excavation for the building addition on May 15, 2015. We were not present at
the site on a full-time basis. Our services were performed on a will-call basis,when requested by
Woodstone Builders field personnel,which allowed us to observe the entire mass excavation. In

addition to observing the soils exposed in the excavation, we conducted shallow hand auger
borings and hand cone penetrometer probes in the bottom of the excavation. The soils
encountered were classified in general accordance with ASTM:D2488. Estimates were made of
their strength properties based on their resistance to advancement of the hand auger and from the
hand cone penetrometer readings. The soils were also compared to the soils described by the
preliminary boring logs.
The soils exposed in the completed bottom of the observed excavation were judged to be
naturally deposited silty sands and sands with silt. These soils were similar to those described in
the preliminary report and the associated soil boring logs. Our hand cone penetrometer probes
indicated the soils should be capable of supporting unit stresses of up to 1,700 psf. Based on the
hand auger borings and hand cone penetrometer readings, it is our judgment the observed soils
should be suitable for support of the fill and building loads. The elevations at of the bottoms of
all the excavations observed were at grades between 2 and 6 feet below design slab grade.
No standing water was observed in the bottoms of the excavations.
COMPACTION TESTING RESULTS
AET personnel performed a total of 3 compaction tests in backfill placed in the building
excavations. The results of these field density tests were compared to the laboratory Standard
Proctor maximum dry densities (ASTM: D698) for each different soil type to calculate the
compaction levels for each test. The results of our compaction tests were presented previously in
several Density Test Reports. In summary, the soils at the locations and elevations tested were
compacted to the recommended levels.
REINFORCING STEEL OBSERVATIONS
Before concrete was placed for certain cast-in-place concrete structural elements of the
structures, personnel from AET observed the location and placement of mild reinforcing steel.

Our observations were performed on a will-call basis when coordinated with the contractor. Our
services included the following:
• Reviewing the most current approved structural drawings present at the jobsite.
• Measuring the sizes of the formwork and verifying conformance with structural drawings.
• Documenting the bar sizes, the number of bars, the spacing of bars, and verifying general
conformance with the approved drawings.
• Documenting that adequate bar clearance was provided from forms, subgrade soils, or future
concrete surfaces using chairs or other approved devices.
• Documenting the presence and spacing of bolts installed in concrete.
• Documenting general conformance with specified cover requirements.
• Observing the general appearance of the reinforcing steel bars and formwork.
We observed the reinforcing steel placed in concrete structural elements between the dates of
May 19 to 22, 2015. Based on the results of our observations, it is our opinion that the
reinforcing steel we observed in-place for the observed structural elements was in substantial
compliance with the most current structural drawings available at the site. We did observe some
minor discrepancies; such as missing bars, inadequate clearance/cover of the bars, inadequate bar
spacing, bars that were not positioned correctly. The observed discrepancies were brought to the
attention of the ironworkers and Woodstone Builders personnel,and were immediately repaired.
AET does not perform surveying services; therefore, our observations of the reinforcing steel
were based on the positioning of the formwork by the contractor or subcontractor. We are not
responsible for the exact locations of the formwork or the embedded items installed in the
concrete.
CONCRETE TESTING
On-Site Testing of Plastic Concrete
Personnel from our firm performed testing of the plastic concrete placed for the project during
the period from. May 19 to 22, 2015. The sampling and testing was conducted in general
accordance with the procedures described by ASTM,and included the following items:

• Reviewing the delivery tickets to confirm that the correct mix was delivered.
• Measuring the slump of the concrete mixture.
• Measuring the percentage of entrained and entrapped air within the concrete mixture.
• Measuring the temperature of the concrete mixture.
• Casting and 4-inch by 8-inch concrete test cylinders for compressive strength testing.
The results of our field testing of concrete were presented previously in our Concrete Test
Reports. The test results indicated that the concrete delivered to the site was generally within
the requirements of the project specifications for slump, air content, and temperature.
Compressive Strength Testing of Concrete
During concrete placements at the project site, AET technicians cast 4-inch by 8-inch concrete --
test cylinders. The test cylinders were temporarily stored at the jobsite and then returned to our
laboratory for moist curing before compressive strength testing. The compressive strength
testing was conducted in accordance with ASTM: C39.
Between the dates of May 19 to 22,2015, a total of 3 sets of concrete test cylinders were cast and
tested for concrete placed for the project. The results of the compressive strength testing were
presented previously in our Concrete Test Reports. Review of our test results indicate the
specified compressive strength values were met or exceeded at 28 days for all of the test
specimens cast which were tested at 28 days.
OBSERVATIONS OF BOLTED CONNECTIONS
Bolted Observations
On August 6, 2015, an NDT technician from AET observed the bolted connections on the steel
frame for the building addition. Visual bolt observations were performed in accordance with the
requirements of Section 9a of the"Specification for Structural Joints using ASTM:A325 or ASTM:A490
Bolts". Based on our observations and testing, it is our judgment that the bolted connections
which our technician observed satisfied the requirements of the referenced codes and project
specifications.
