TUESDAY, JANUARY 18, 2005 AT 5:00 P.M.
A Communications Committee meeting is scheduled for Tuesday, January 18, 2005 at 5:00 p.m. in
Conference Rooms 2A & 2B for the purpose of. 1.) continuing discussion on the Communications
Plan for Cedar Grove Redevelopment and, 2.) if time permits, direction on how to address other
communications topics.
The last meeting of the Communications Committee was held on December 10 and direction was
given to prepare a "draft" for Letter 1 that would be sent to the Cedar Grove area business owners
and residents providing a status and pro ess update o the Cedar Grove Redevelopment Project.
The letter, a copy is enclosed on pages through for your review, is to be mailed
following a City Council meeting to review the status of the Master Developer and new/revised
concept for the Cedar Grove Redevelopment..
That meeting was held by the City Council on January 11 though no action was taken, there was a
strong consensus by the City Council that the developer team lead by Schafer Richardson as the
Master Developer had responded to the direction given by the City Council during the December
11, 2004 bus tour. It is expected that the Council will consider formal actions to confirm Schafer
Richardson as the Master Developer, approve the conceptual redevelopment plan and authorize
negotiation of the development agreement will occur at the Council workshop on January 25.
If those actions are taken on the 25th, distribution of Letter 1 could be scheduled to occur shortly
after. The Communications Committee should discuss a timeline for Letter 2 that will address land
assembly and Letter 3, a greater residential area mailing that will include an open house, etc.
In addition, the Committee gave direction to build on the proposed revisions of the Cedar Grove
website, requesting that the first and second level pages be short on narrative and long on bullets
and links to permit users to get through the basic information easily, with links to longer documents
— such as the Cedar -13 Task Force Report, project history, the design framework, etc. In addition to
the revised home page, staff has prepared draft second pages for several of the key topics that are
enclosed without page number.
The Committee also gave direction to consider ways to market the availability of the web site and
other communication tools in the Cedar Grove Communications Plan. Alternatives include:

• Media release following the approval of the redevelopment concept plan to kick off the next
phase of the redevelopment activity.
• More specific Cedar Grove link on the City's home page and Community Development
home page
• Postings at key Cedar Grove business locations — particularly those that are expected to
remain in the area.
• Reinforcement of the website during on -air redevelopment updates at Council and
Commission meetings.
• Other ideas from the Committee
If time permits, it would be appropriate to provide some brief direction on other communications
topics so Director Garrison is given some direction as to how and when the Committee should
address matters such as; 1.) joint use of cable facilities, 2.) a joint meeting with the City of
Burnsville to discuss BETC political programming rules, 3.) the community -wide survey budgeted
for 2005 and some options to institute feedback mechanisms for two-way communication between
citizens and the City.
It may be appropriate to schedule another Communications Committee meeting to discuss these
topics if time does not allow the Committee to have a general discussion on Tuesday.

Dear Cedar Grove Area Business Owners & Residents,
This letter is part of the City of Eagan's ongoing efforts to communicate the status and
progress of efforts to improve the Cedar Grove area between Cedar Grove Parkway,
Silver Bell Road and Highway 13.
Much progress has been made within the last year. Among the highlights:
➢ The Eagan City Council selected the partnership of Shafer Richardson and Ryland
Homes as master developers for the Cedar Grove area and in December toured
developments in St. Louis Park, Hopkins, Eden Prairie and (anywhere
else?) to identify attractive features and best practices.
➢ The Keystone senior living facility (right name?) is nearing final completion and
residents began occupying the first of its 129 units in December.
➢ Land for the Cedar Grove Trail development on Nicols Ridge development has
been cleared and graded. A model home is/was built and sales will begin
➢ Cedar Grove Parkway was constructed and Silver Bell Road was realigned with
Highway 13 to (What's the public benefit here? Handle
more traffic?)
Here's what to expect in 2005:
➢ The City Council is committed to moving forward promptly with the Master
Developers to establish a phasing schedule for when various portions of Cedar
Grove will be developed, in what order, and in what timeline.
➢ The City Council must determine if the Developers will acquire the remaining
private business parcels in this area or whether the City will. The Council will
also determine specific timelines to make offers and hear back from individual
business property owners regarding a fair purchase price for their parcels. (This is
the City's preferred process, but business property owners should know the City
will exercise imminent domain proceedings if necessary.)
➢ What else? Might be good to talk about the goal and vision here for the whole
area so people will know the expected public benefit to come. Are any
homeowners affected? If so, how?)
➢ What if I'm leasing in the Cedarvale Mall. Tell them it will be torn down? Tell
them they are or are not welcome in the new developments? Tell them trying to
ensure temporary space for them while new developments are built? Anything we
can say about the overall timeline? 2 years? S years?
Clearly, as you can tell, the redevelopment in the Cedar Grove area is beginning to pick
up momentum. It's to be expected that you will have questions, the biggest of which is,
"When and how will it affect me?" We appreciate your patience while staff, the City
Council and the Master Developers work to flesh out answers to these important
questions.
In the meantime, and at any time, you can track all of the latest news about the Cedar
Grove redevelopment area by accessing newly updated information on the City's Web
site at www.cit\:ofeagan.com. Check back frequently for new updates. You can also
expect (monthly?) newsletters and quarterly public meetings to inform property owners
and leaseholders about the latest developments in Cedar Grove.
