SUBJECT: RESPONSE TO MAYOR AWADA'S E-MAIL
Attached is a copy of letters that were sent to Mayor Busho and Mayor Adkins asking that their City
Councils to address the opportunity for building a joint soccer/athletic complex.
Also attached is a copy of a memo from Director Colbert regarding two (2) options for the proposed 120th
Street extension from Bacardi Avenue in Rosemount to Highway 3 to provide the required outlet for
future development near the Eagan/Rosemount/Inver Grove Heights borders.
Senior Planner Ridley prepared a GIS drawing of property in Inver Grove Heights and Rosemount
adjacent to the Eagan southeast corporate boundary. The only site that we have information to -date on as
a proposed cost and status is the Jacob Carroll property in Eagan that according to the attorney
representing the Trust, they are proposing to sell the property at a approximately $.5 million. This
property would equate to about 14 developable single-family lots to give you a size/dimension of the
property. Interestingly enough, Larry Wenzel owns property in Inver Grove Heights.
I am forwarding this information on to Director Vraa for fiurther review.

Per the Mayor's e-mail request on this date, I have reviewed the files for the proposed 120th Street
extension from Bicardi Ave in Rosemount to Hwy 3 to provide the required outlet for future
development near the Eagan/Rosemount/Inver Grove Heights borders. A detailed analysis was
performed in 1999 with two different options studied.
tion #1 proposed to extend the current alignment of 120`' street in Rosemount east across Hwy 3
parallel to the corporate border, and then tie into the current Gun Club Rd. before continuing to
Bicardi Ave. and Inver Grove Heights. This would require the realignment of Biscayne Ave. to
intersect with the new 120th St. extension due to the Railroad and MnDOT's requirement to close
the current Biscayne crossing and intersection with Hwy 3. This option requires acquisition of
approx. 3.6 acres of land and relocation of the existing home and business as shown on the attached
graphic. No cost estimates were prepared for this option.

intersection of Biscayne Ave. at Hwy 3. It would then curve back to meet the current Gun Club Rd.

A cost estimate of $844,600 was prepared in January 2000 for a 36' wide urban road with curb and
gutter and an 8' trail on one side. It did not include any estimate for the cost of this right of way
acquisition.
In both options, almost all of the required right of way would be located in Rosemount.
I hope this has addressed the questions regarding the 120th Street connection options. Please let me
know if any additional information would be needed.
