12/09/1992 - City Council Human Resources CommitteeCC, - MEMO city of eagan TO: ASSISTANT TO THE CITY ADMINISTRATOR/PERSONNEL DIRECTOR DUFFY FROM: CITY ADMINISTRATOR HEDGES DATE: DECEMBER 9, 1992 SUBJECT: PERSONNEL COMMITTEE MEETING The Personnel Committee, at a meeting held on December 8, requested additional research on the following items: 1) Review policies from various communities that have abolished vacation and sick leave in the traditional form and research other trends that are occurring in other local governments regarding the accrual of these benefits. Also request if there are provisions for a buyout in transition for the banking of those benefits that have accrued to date. It would seem appropriate to first review local units of government and then check policies in the private sector. Unfortunately, the private sector operates with a different type of compensation program with bonuses, etc. and it might be hard to equate compensation packages for both salary and benefits. The LMC might be helpful. 2) The Personnel Committee is also suggesting incorporation of a draft ethics policy for the City Council. Please research other communities and the League of Minnesota Cities and gather ethics policies that include City Councilmembers for eventual review by our City Council. It would be appropriate to include a copy of the administrative policy on ethics that was adopted by this office for all other employees. I would appreciate your coordination of each of these items for review by the Personnel Committee and City Council for the January, 1993 organizational meeting that will be held on January 19.
