SUBJECT: EAGAN WINDOW SIGN TASK FORCE BACKGROUND
The next meeting of the Eagan Window Sign Task Force will be held on Tuesday, April 18, 2006 at
4:30 p.m. in the Eagan Room at Eagan City Hall. The following items are attached as background to
the meeting:

The Agenda is attached to this email. If members wish to amend the agenda, it would be
appropriate to do so at the beginning of the meeting.

MEETING NOTES
Notes from the April 4, 2006 meeting are enclosed attached. Please review the notes and let staff
know if there are any changes or additions you would suggest.
TASK FORCE DISCUSSION
At the April 4, meeting, the Task Force discussed the history of the window sign code issue and
concerns were outlined by the business representatives concerning the effect of aspects of the
ordinance on existing and prospective signs. The focus at Tuesday's meeting will be for the Task
Force to discuss the issues and concerns and possible resolution of the specific items. The specific
window sign code regulations that have been the basis of the discussion to date are summarized at
the beginning of the Window Sign Code Comparison matrix that is attached.
BACKGROUND INFORMATION
At the close of the meeting on April 4, the business representatives were asked to respond to the
following questions: Are there pictures/examples of signs that would need to be altered to comply
with the ordinance as it exists today? What are the specific ordinance language changes the
businesses would like to see? Is there a balance that can be struck?
Staff will bring pictures it has taken of window signs ranging from those that would comply with the
current ordinance to those that would have issues with one or more aspects of the code. Buzz
Anderson has also been asked to bring a copy of the slide presentation he made to the House
Committee regarding this issue. If any Task Force members have taken other pictures, please bring
them with you to the meeting on the 18tH
In response to the question about specific ordinance issues and ways to strike a balance in the
ordinance, Ruthe Batulis indicated that the businesses would like to find answers to the following
questions or issues:
1) Keep it simple.
2) The clear zone which is at eye level a prime location for business I.D. and information.
3) Window space generally is a prime location for business promotion.
4) If there is going to be a permit and/or fee, would existing businesses with existing signs be
grandfathered?
5) What is the criteria and interpretation relative to enforcement? Will the criteria address
aesthetics and space?
6) Would corporate branding be allowed?
7) The importance of consistency with enforcement.
The matrix reflecting window sign code regulations in Northern Dakota County cities and other cities
in the Metropolitan Area is attached.
FUTURE MEETING SCHEDULE
The schedule for future meetings will be set at the Task Force Meeting on April 18th. Please bring
your calendars to permit us to set some dates. Councilmembers Fields and McGuire have indicated
that the best times for them would be preceding regular City Council meetings on the first and third
Tuesdays of the month. The issues raised and the progress made at the meeting will determine the
likely number of meetings necessary over the next several weeks to attempt to accomplish the task
force work.

Thanks for this. I am sure that these discussions came with a fair share of emotional and
professional challenge and I'm sure that you and Jon both dealt with this quite well.
Thanks for the extra effort. I know that for staff and council the issues are slightly
different but I sincerely appreciate your sensitivity. Please know that my concerns are
more a reflection of my sense of the gravity of this situation than any sort of positive
or negative reflection upon your staff and their actions one way or another in regards to
this ordinance.
