III. REVIEW DRAFT 2011-2012 CITY GOALS
ACTION TO BE CONSIDERED: No formal action is needed. The Council is asked to
review the proposed goal statements and provide feedback to staff in order to formally(
adopt the City of Eagan Goals at the February 15, 2011 regular City Council meeting.
FACTS:
• The City Council held their 2011-2012 Goals Retreat on January 25-26, 2011, at
which time there were seven goals that were identified by the Council.
• Per the direction of the Council, staff has refined the goals statements and is now
seeking Council review before bringing the goals to the February 15, 2011 City
Council meeting for formal consideration.
• The Council is encouraged to discuss the proposed goals and make
recommendations to staff on any changes to the goal statements prior to formal
consideration of the goals on February 15.
ATTACHMENTS:
• Enclosed on page 3 are the proposed 2011-2012 City of Eagan Goals.
DRAFT 2011-2012 CITY COUNCIL GOALS
(FOR REVIEW AT 2/8 WKSP)
• Preserve Eagan's tax base by properly maintaining public infrastructure and
encouraging maintenance and reinvestment in residential and commercial
properties.
• Maintain the City's long standing, fiscally prudent and responsive budgeting
approach while pursuing fiscal independence and self reliance in long-term
budgeting.
• Implement proven technologies to support the evolving "infostructure"
needs of residents and businesses, enhance communication with the
community, and attract additional technology/R&D sector business to
Eagan.
• Retain Eagan's healthy, demographic balance for community vitality and
economic well being.
• Maintain a broad-based and comprehensive commitment to energy
efficiency and environmental sustainability by adopting conservation and
alternative energy strategies pursuing the use of local, non-polluting,
renewable, and recycled resources, while encouraging residents and
businesses to do likewise.
Continue to encourage civic engagement, volunteerism and community
pride.
• Ensure continuity of organizational culture by anticipating and managing
leadership and staff changes.

A City Council retreat has been scheduled for Tuesday, February 8 at 5:30 p.m. in the Civic
Arena (Mezzanine). Per the Council's request, the City's department directors will all be
present at the retreat to dialogue with the City Council about the proposed 2011-2012 City goals.
The retreat will not be televised. Dinner will be provided at the Civic Arena.
As background information for the February 8 retreat, enclosed are the following notes that were
prepared by facilitator Holly Johnson to capture the Council's thoughts and discussion at the
January 25-26, 2011 Goals Retreat.
• Creating Our Legacy—A summary of the discussion that Council had pertaining to what
they want their legacy to be, including specific initiatives/projects (page 2)
• 2011-2012 Goals Development—Key themes that were voiced as needs, challenges, and
opportunities facing Eagan in the next two years and perceived similarities and
differences between the 2009-2010 and 2011-2012 goal development (page 3)
• Draft goals and the key elements that were voiced as part of each goal (pages 4 and
