(CONSENT) • Fitness Equipment: Authorize staff to remove the freeze on Community Center expenditures (per the direction at the 12/23/02 City Council meeting) and direct staff to proceed in purchasing fitness equipment. (CONSENT) • Community Center Policies: Upon review by the Operations Committee at their February 12 meeting, the Community Center policies will be scheduled for approval on the 18th. (CONSENT) • Women's Locker Room: Upon review by Councilmember Carlson and Parks and Recreation Director Vraa on February 5, the recommended change order for the Women's Locker Room modifications will be brought to the Council on the 18th (CONSENT) • Rental Coordinator: Authorize staff to remove the Community Center hiring freeze (per the direction at the 12/23/02 City Council meeting) and authorize the hiring of the Rental Coordinator position. (COMMUNITY CENTER UPDATE) • The Committee's recommendations for the following building component opening dates (discuss revisions on the 12th, including the opening date for the Child Care facility): (CONSENT) o April 14—ECVB Opening Date o May 2- The Blast and Meeting Rooms open o May 10—first wedding reception in Banquet Room o May 11—Senior Center opens o August 9—Fitness Center open o August 11—Gym opens and is scheduled for programming o September 5—Teen Center opens o September 8—Fitness Classes begin • Banquet Room Tables and Chairs: The committee directed staff to proceed in doing research on pricing and if the State contract contains the lowest prices, staff is directed to bring pricing, fabric, and design samples directly to the Council as a whole for their consideration. (COMMUNITY CENTER UPDATE) FOR DISCUSSION AT THE FEBRUARY 19 OPERATIONS COMMITTEE MEETING • Community Center Logo • Community Center marketing plans/timeline (based on individual building component opening dates) • Review Artist's renderings • Child Care revenue generating ides and Child Care fees • Landscape Position FOR DISCUSSION AT THE MARCH COUNCIL WORKSHOP • 2003-2004 Community Center Operational Plan/Budget FOR APPROVAL AT THE MARCH 18 CITY COUNCIL MEETING: • Community Center Operational Plan/Budget t� The Operations Committee directed staff (Communications Director Garrison) to prepare a standard response for Community Center staff in the event they are asked why the City is opening the Community Center in phases, and why only some components are open. Per, committee direction, the Communications Department would suggest the following standard response: Frequently Asked Questions/Suggested Responses Why isn't the Community Center opening all at once? Why is it opening in phases? Is the project behind? Actually, overall, the project has been running remarkably close to original projections and the City Council has recommended opening aspects of the Community Center as they are finished rather than wait until all portions of the building are complete. This means, in general terms, the kid's play area (called the Blast) and the banquet/meeting room facilities and senior center will open first (in May), followed by the fitness area, gym spaces and teen center in August and September. With any construction project there can always be (and might still be) a slight variance between estimated completion dates and actual opening dates because of weather factors, supply of contractors and materials, work order changes, final occupancy permits and the hiring of personnel. In addition, City Council oversight has sought to ensure the appropriate policies and fees are in place before start-up costs are incurred.
